Our findings suggest that, with abo...Based on nationally representative panel data, this paper examines the content and evolution of China's cadre responsibility system at county-township and township- village levels. Our findings suggest that, with abolition of agricultural tax, there has been a series of changes in the focus of evaluation both at county-township and township-village levels. In county-township evaluation system, importance of economic development and social stability grew but fiscal pressure did not weaken; while in township-village system, original indicator of fiscal pressure became less important. Meanwhile, by enhancing "veto" indicator of evaluation on village cadres, township government attempted to cascade the pressure of social stability to village administration. Although central government has initiated a series of reforms on agriculture, countryside and farmers, county and township governments did not pay more attention to rural infrastructure. In addition, county government paid less and less attention to farmers' income growth.展开更多

A critical pedagogy, whereby learners develop skills such as ...In this article we develop instructional strategies that promote meaningful student engagement with literature facilitated through the use of picturebooks. A critical pedagogy, whereby learners develop skills such as questioning, critiquing, and inquiring, is necessary in order for students to succeed in the 21st century. Such a pedagogy can be introduced to learners through a critical literacy framework, which encourages learners to recognize and analyze the social constructions present in texts. The literary environment of 21 st century students is saturated not only with print, but also with visual modes of communication. To teach students to think critically about language and texts, teachers must address both print and visual literacy. Using three classroom-tested picturebooks and activities, we show how the multimodal nature ofpicturebooks makes them an excellent resource to facilitate critical literacy. Using picturebooks in conjunction with a critical literacy framework will help develop the literacy skills necessary for students' active civic engagement in the 21st century.展开更多
This paper presents the quality assessment of the built environment in the social housing for seniors "Village of the Elderly", located in the central area of Silo Paulo (Brazil) and it is the case study analyzed ...This paper presents the quality assessment of the built environment in the social housing for seniors "Village of the Elderly", located in the central area of Silo Paulo (Brazil) and it is the case study analyzed here. This multi-method study aimed to evaluate the quality of the built environment through the following indicators: community public facilities in the neighborhood, accessibility, safety and quality of housing. The results showed that "Village of the Elderly" was designed to house residents with income of up to three minimum wages, however, for lack of specific technical knowledge on human aging, some problems related to accessibility and safety of residents were neglected. The research contributes to studies on the quality of the ambience of constructed space and the results can support public policies, programs and projects of social housing for the elderly.展开更多
During the Ming-Qing dynastic transition, the contradictions and conflicts arising from the different political systems, ways of rule, living styles and organization modes of economic life between the Manchu and the H...During the Ming-Qing dynastic transition, the contradictions and conflicts arising from the different political systems, ways of rule, living styles and organization modes of economic life between the Manchu and the Han constituted a central part of Manchu-Han cultural conflicts, and intensified the social contradiction during the earlier years of emperors Shunzhi and Kangxi. Against this background, the early-Qing Neo-Confucianism neither criticized the reality nor rejected the tradition, but attempted to reestablish the moral and ethical order of the Chinese society in accordance with orthodox Confucianism. With its introduction into the imperial court by famous Neo-Confueianists such as Xiong Cilii, Neo-Confucianism began to enjoy increasing influence in Qing politics, and became the dominant official ideology in the Qing society. With this, the Qing dynasty gradually completed its historical transition from traditional Manchu politics to Central-plains politics. Moreover, the emperor's turnto Confucianism also put a good end to the decade-long cultural conflict within the Qing dynasty, thus making possible the ethnic intermingling between the Manchu and the Han. Accordingly, the change in Ming loyalists' political attitude was a political and cultural indicator of the disorder-order transition of the early-Qing Chinese society.展开更多

The systems framework on which the Chinese rule of law relies is shaped by the socialist democratic system. Socialist consultative democracy, which responds to the core themes of the determinant of socialism, Party leadership, the democratic tradition of New China and native resources for constructing the rule of law, is an important resource for constructing the rule of law in China. In a constitutional system of"ruling Party--political power--the people" that takes the sovereignty of the people as the logic of its starting point, consultative democracy plays the role of functional coupling. Popular sovereignty gains political legitimacy on the basis of multi- party cooperation and political consultation under the leadership of the CPC, thus translating the will of the ruling Party into the will of the state. Consultative democracy constitutes an essential process in national decision-making, affording a basis for the construction of the inherent logical sequence of "ruling Party--Consultative Conference--People's Congress." The democratic supervision exercised by the Consultative Conference is an extension of political consultation; from it unfolds the systems framework of the rule of law in China.展开更多

The article outlines the historical development of the Intemet, from Web 1.0 ...This article explores the strengths of ethnography as a methodology for exploring the complex social landscape of the contemporary Intemet. The article outlines the historical development of the Intemet, from Web 1.0 to a participatory Web 2.0 embedded within everyday life and ultimately to the prospect of an autonomous Internet of Things. The benefits of an ethnographic approach for understanding such developments in depth and examining taken-for-granted assumptions are outlined alongside an account of some of the challenges that digital technologies pose for an ethnographic methodology. Amongst these challenges are the difficulties inherent in mapping out a field site that effectively captures the complexity of online/offline connections and of developing a sufficient degree of immersion and co-presence for a rich understanding to be attained. Finally, the challenges offered by the emergence of mobile Internet, algorithmic filtering of information and unpredictable flows of data are explored. It is suggested that the ethnographer of the Internet can usefully position their task as being to explore a socially constructed yet technologically mediated landscape, immersing themselves in it, interrogating how others experience it and mapping the ways in which it becomes meaningful to those who navigate its complexities.展开更多
