While these ...Global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these institutions incorporate norms of representative democracy that evolved in national societies, their legitimacy is often questioned on grounds of limited effectiveness and remoteness from the citizens they purportedly serve. The arguments of many democratic theorists that deliberation among ordinary citizens can legitimize policies that heed these views thus bear important implications for global governance. In this paper, the possibility and different ways that civil society enhancing public participation, transparency and accountability in global governance are addressed. The empirical focus will be on the world's first global deliberation--WWViews (world wide views on global warming) that was held in 38 countries with all inhabited continents in 2009. The social drivers that encourage innovation in global democratic governance are analysed, as the main successes and challenges of WWViews and sketch three scenarios of the future of deliberative global governance are based on the experiences and plans around global citizen participation. The authors argue that despite some challenges, such as ensuring high quality of deliberation in highly variant policy cultural contexts and building policy pathways conducive to political impact, the prospects of deliberation in helping solve global environmental and policy problems are high, and likely to see cumulative progress in the near future.展开更多

Consumer citizenship education for sustainable development is an important function of higher education with a significant moral, social, political, economic, ecological and legal capacity. Consumer citizenship education plays an important role in ensuring the stability and sustainable development of any society. These approaches make it possible to develop the multi-scale thinking of future specialists and enhance their ability to analyse critically the main dilemmas created by the processes of social, legal, environmental, and economic development. The article is devoted to the experience of the Latvian system of higher education in consumer citizenship education within the context of sustainable development. It focuses more specifically on cooperation as a form of voluntary interaction between the partners involved in ensuring sustainable development. The aim of the research is to analyse the experience of consumer citizenship education in Latvian higher education within the context of sustainable development emphasizing the role of various forms of studies. Mostly theoretical research methods have been used in the present study. The starting point of for this research is a theoretical framework. There are both legal underpinnings and practical implementation aspects in this task. The features outlined above are emphasized in the normative acts referring to the Latvian higher education, the documents of the institutions of higher education, and particularly in the study programmes. The results of the research show that consumer citizenship education can be acquired as an interdisciplinary system. The goals and objectives of consumer citizenship education involve training young specialists possessing broad professional knowledge, developed critical thinking, the ability to organize and manage work in a modem way, understanding of the ethical, civic and patriotic values, as well as the ability and skills to engage in various social activities. Consumer citizenship education needs transdisciplinary knowledge if it is to solve the problems of humanity, the problems aggravated by unsustainable, unethical, even immoral consumption. The link between consumer citizenship education and sustainable development is ensured by shared common values, which reveal the sense and importance of both consumer citizenship and ethical sustainability.展开更多

China's recent declaration of principles on its exchange rate mechanism has made it very clear that any move should be on China's own initiative; such a move should be sustainable and under control. China has adopte...China's recent declaration of principles on its exchange rate mechanism has made it very clear that any move should be on China's own initiative; such a move should be sustainable and under control. China has adopted gradualism in the exchange rate reform process. On July 21st, 2005, China changed Renminbi (RMB) pariy (appreciation) by 2 percent, signaling the exchange market reform process. This paper is to study the past history of the crawling-peg of RMB on the US dollar with a view of its future reform. The flexibility provided by the crawling-peg still fits well with China's status quo. However, the flexible mechanism should follow the trend of China's economic development with well-timed parity changes. The extent of the fluctuation band rests upon China's ability to maintain its currency stability to counter future speculation and shocks. Only when the market mechanism is restored in China can an equilibrium RMB exchange rate be reached.展开更多
