市场机制下第三方教育评估机构的发展:机遇、路径与挑战

在管办评分离政策的良好环境下,近年来我国第三方教育评估机构越来越多,提供教育评估服务的民营性机构也开始兴起。与学术协会和研究院这类半官方性质的第三方评估机构相比,民营性第三方教育评估机构由于其政府依附性较弱,需要在教育市场中摸索,因此面临更多发展方面的挑战。目前,我国民营性第三方教育评估机构在创建形态与路径、拓展业务来源、人员聘用、专业发展、业务开展的技术路线与理念等方面具有独特优势和价值,但它们也面临着市场困境、专业发展困境、公信力获取困境及可持续发展困境这四个方面的挑战。为此,政府要进一步建立健全教育中介机构的制度,规范其性质与责任,加强对教育中介组织行为的监管,防止行为错位,提升机构的公信力;民营性第三方教育评估机构也需要确立自身发展定位和重点领域,提升专业性和公信力,扩大声望和影响,加强品牌建设。
