The base stress of the opened bottom cylinder structure differs greatly from that of the structure with a closed bottom. By investigating the inner soil pressure on the cylinder wall and the base stress of the cylinder base, which were obtained from the model experiments, the interactions among the filler inside the cylinder, subsoil and cylinder are analyzed. The adjusting mechanism of frictional resistance between the inner filler and the wall of the cylinder during the overturning of the cylinder is discussed. Based on the experimental study, a method for calculating the base stress of the opened bottom cylinder structure is proposed. Meanwhile, the formulas for calculating the effective anti-overturning ratio of the opened bottom cylinder are derived. 展开更多

Reconciling Industry and Environment: Optimal Regulation Intensity for Industries

Constrained by the dual mission of supporting industrial growth and reducing emissions, China's traditional emission reduction-oriented environmental policies unavoidably face a dilemma. Taking environmental efficiency as the exclusive indicator for the relationship between environmental performance and industrial development, the author calculated the environmental efficiency of China's industries under different pollutant disposability assumptions, while also considering environmental pollution. In addition, based on the assumption of industry heterogeneity, the author examined the non-linear relationship between China's environmental regulation and environmental efficiency and calculated the optimal regulation environment for industries. According to this study, when impact of undesirable outputs (pollutant emissions) is considered, environmental regulation and environmental efficiency are positively correlated, which to some degree validates the Porter Hypothesis. At present, environmental regulation has significant positive effects on clean production industries but shows a lag effect on pollution-intensive industries. The degree of environmental regulation and environmental efficiency show an "inverted U"shaped relation and display three thresholds. It should be noted, however, that the relationship between regulation and efficiency may vary across industries. These findings have clear policy implications: China should adjust its traditional emission reduction-oriented environmental polices by targeting environmental efficiency. At the same time, rather than continually increasing the level of environmental regulation, the government should establish standards for individual industries that emphasize flexibility. 展开更多

The project MAGPIan, funded by the European Commission under the program LIFE+2008, aims to develop and implement an optimal strategy for integral groundwater investigation and efficient remediation of key sources of pollution for the whole inner city area. The first investigations included descriptions of the complex hydro-geological system of the eight aquifers, drilling of monitoring wells and set up of the conceptual contaminant model. A conceptual contaminant model was developed to describe the status quo of the present contaminant distribution, as well as the basic processes controlling contaminant migration within the observed aquifers. This included the characterization of redox conditions and natural chlorinated hydrocarbons degradation processes, as well as age dating, forensic interpretations with respect to the contaminant origin, and determination of radioactive and stable isotopes. Further on, a numerical unsteady groundwater flow and contaminant transport model were developed, which enabled a quantitative description of the mass balance within the project area. The unsteady numerical model provided detection of migration paths in the valley of Stuttgart and identification of key sources of pollution. 展开更多

环境规制的产业空间选择效应与区域战略调整

较多考虑发展阶段和环境承载力的差别化环境政策将造成环境敏感型产业的地区间替代。中国地域辽阔,区域自然资源禀赋、发展阶段差别很大,东部许多地区已经步入相对发达阶段,而一些中西部地区却仍然处于发展阶段,属于欠发达地区。追求经... 较多考虑发展阶段和环境承载力的差别化环境政策将造成环境敏感型产业的地区间替代。中国地域辽阔,区域自然资源禀赋、发展阶段差别很大,东部许多地区已经步入相对发达阶段,而一些中西部地区却仍然处于发展阶段,属于欠发达地区。追求经济平衡发展推行差异化的环境政策无疑突出了后发地区的环境承载力的比较优势,使得环境污染密集型产业向这些地区迁徙,导致污染产业空间重新布局。如果区域发展战略过多考虑区域的平衡发展,以缩小中西部同东部地区的发展差距,而不是严格按照主体功能区进行分类环境保护和人口要素的自由向东部沿海地区流动,污染源就会向中西部地区蔓延。由于中国河流由西向东流的自然特点,产业向中西部布局的实质是向河流上游的转移。西部地区环境的脆弱性、上游性特征非常明显,一旦环境遭到破坏,不仅对当地居民生产、生活带来极大风险,也对整个下游地区的经济社会发展安全带来较大影响。在生态环境保护日益受到重视的大背景下,出台区域战略时,需要注重东西一体联动的区域发展战略,优化整个流域产业和人口布局,注重区域经济发展整体性考虑,以环境功能区政策体现区域发展差别化和产业分工。 展开更多
