工信部：杜绝电子污染进口“洋垃圾”需担责

12月1日，工业和信息化部相关部门负责人表示，根据《电子信息产品环保使用期限通则》（简称“通则”）或其他方法确定并标识在相应产品上的环保使用期限，若超出产品的实际环保使用期限，则生产者或进口者需要承担相应的法律责任。

警惕国际贸易危及生态安全

生态安全和国际贸易之间既可相互促进,也存在频繁摩擦。国家在对外经贸往来时务必警惕国际贸易危及生态安全,其主要表现在两方面:(1)资源消耗,包括初级资源出口、自然资源过度消耗和稀有物种资源出口;(2)污染进口,包括污染项目引资和危险废物进口。经济学分析表明,国际贸易可能危及生态安全的根源在于环境问题的外部性。要解决这一矛盾,关键是环境成本内部化。目前,中国还不能做到这一点,所以更应加快自然资源核算工作、加强进出口管理、完善法规提高标准和提高公众意识。

入世带来的环境压力及其对策探讨

入世给我国带来了一定的环境压力,主要表现在资源消耗、污染进口和产业冲击三方面。外商投资增长及外国人入境消费可能引起资源过度消耗,环境风险较大的项目和危险废弃物也可能乘机而入。受国外环保产业和环保服务业的冲击,我国相关产业面临严峻挑战。现阶段,我国的法规标准和公众意识是影响入世所带来的环境压力的两个重要因素。缓解环境压力的举措需要遵循两个原则:制度改革和管理改革结合的原则;短期措施和长期战略结合的原则。

国际贸易危及生态安全

谈及生态安全的时候,大多数人往往只会联想到河流污染、空气污染、荒漠化等问题,几乎没有人会将生态安全与国际贸易联系起来.因为在他们看来,国际贸易与生态安全是风马牛不相及的两件事情.但事实并不是这样,国际贸易的理论与实践都表明,国际贸易对生态安全有着不容忽视的影. 一方面,国际贸易可以促进国家的经济发展和技术进步,为生态安全提供了经济条件.譬如,BOT投资方式就能够很好地缓解治理环境的资金短缺问题.而另一方面,国际贸易也可能引起环境退化,从而对生态环境也造成压力.

Regional Economic Development in China——Situation,Problems and Policy Recommendations

The growth of regional economy in China was stable with a slight decline in2013.Growths in major economic indicators,namely the industrial added value,the total fixed asset investment,the total retail sales of consumer goods,and the total volume of import and export trade differ across the eastern,central,western and northeastern regions,but the overall difference is small.The regional economic development still faces certain problems,such as unbalanced development among regions,insufficient implementation of development planning,lack of in-depth regional cooperation,irrational competition of development of new zones,and uncoordinated policies on ecological progress from different government authorities.This paper suggests that China should formulate zoning policies and supporting measures to accelerate the development of key economic belts,promote new urbanization,transform the old industrial bases,strengthen joint prevention of regional environmental pollution and promote the opening up of the inland areas to the western regions.
