高职院校“建设工程法规”课程思政的探索与实践——以工程造价专业为例

为落实加强党对职业教育工作的全面领导,实现职业技能和职业精神培养高度融合的要求,“建设工程法规”课程的教学内容决定了教师必须承担起学生法治精神培养等思想政治教育的任务,积极探索课程思政开展的具体方式方法,落实立德树人根本任务。针对高职院校工程造价专业,对“建设工程法规”的思政入课实践方法和教学设计展开探索,基于互动教学,列举主要章节思政元素如何与知识和技能相结合,实现职业能力和职业素质双融合培养。

3D structure parameterization design and modeling for irregular structure of stope bottom

Stope mining design is a very important and complicated task in daily production design and technical management of an underground mine.Based on workface technology and human-computer interaction technology,this study introduces a method of 3D parametric design for the irregular structure of stope bottoms,and focuses on solving technical problems in surface modeling of stope bottom structure.Optimization of the minimum span length algorithm(MSLA) and the shortest path search algorithm(SPSA) is conducted to solve the problem of contour-line based instant modeling of stope bottom structures,which makes possible the 3D parametric design for irregular structure of stope bottom.Implementation process and relevant methods of the proposed algorithms are also presented.Feasibility and reliability of the proposed modeling method are testified in a case study.In practice,the proposed 3 D parameterization design method for irregular structure stope bottom proves to be very helpful to precise 3D parametric design.This method is capable of contributing to improved efficiency and precision of stope design,and is worthy of promotion.

Automatic target tracking on multi-resolution terrain

We propose a high-performance path planning algorithm for automatic target tracking in the applications of real-time simulation and visualization of large-scale terrain datasets, with a large number of moving objects （such as vehicles） tracking multiple moving targets. By using a modified Dijkstra＇s algorithm, an optimal path between each vehicle-target pair over a weighted grid-presented terrain is computed and updated to eliminate the problem of local minima and losing of tracking. Then, a dynamic path re-planning strategy using multi-resolution representation of a dynamic updating region is proposed to achieve high-performance by trading-off precision for efficiency, while guaranteeing accuracy. Primary experimental results showed that our algorithm successfully achieved l0 to 96 frames per second interactive path-replanning rates during a terrain simulation scenario with 10 to 100 vehicles and multiple moving targets.

A Need to Innovate the Dutch Building Regulation

In 2008, two governmental committees presented their conclusions on strengthening the role of the private building sector in building control. In 2011, three new studies were commissioned by the government to address perceived problems. One of them was an integral study, executed by ERB （Foundation Expertcentre Regulations in Building）, RIGO （Research Institute for Real Estate） and TNO （Research Institute for Applied Technologies）, to innovate the whole building regulations system. It led to proposals to redefine responsibility and liability for all parties. This study states that by an effort of yearly ￡100 million, unnecessary costs up to ￡l billion can be avoided and a real quality push will take place in the building and real estate markets. The goals to reach are to minimize the administrative burden for the building owner and to enforce the construction industry to build conforming to the regulations. This paper discusses the ERB study and the given proposals. The ERB study demonstrated that a quality push is needed which potential will lead to less costs for building owners. It also shows that proven solutions, part of the regulations, might be of help for all parties involved.

Changes and Innovation of Dutch Building Regulation and Control： An Ongoing Debate

Dutch building regulation is under construction. After the report of the commission ＂Fundamentele Verkenning Bouw＂ in 2008, several studies have been done on the principals that the commission outlined in its report. Local authorities and parties in construction were invited to start experiments with a more privatized system of building control. But this faced a lack of participation, partly due to the impact of the crisis. The minister responsible for housing and construction invited in 2011 a ＂Bouwteam＂ to develop an agenda for action for construction. In 2012, 17 action teams started to focus, speed up and simplify the planning and development of construction. Recently, the two teams related to building regulation presented their plans. The first was a roadmap towards private building control, the second, a proposal for an independent body to answer questions on constructions plans that do intrinsically but not legally meet the standards of building regulation. There is considerable controversy regarding the way that this implementation team is paving its path towards private building control. While the minister for housing conformed himself to a subsidized private implementing team, the Dutch Parliament has expressed its own priorities for regulation： insured guarantee to protect users and owners, a role for local authorities regarding safety and acceptance of buildings and simplification of building regulation and control for simple construction works. The parliament held a round-table conference to get informed about private building control. Recently, a proposal by the minister for housing was discussed. Further debate will be needed to decide about the next steps in innovation building regulation, which will take place in the upcoming months. ERB/RIGO （Foundation Expert Centre Regulations in Building/Research Institute for Real Estate） have developed own proposals for the public-private relation regarding development and construction of buildings. They expect that their proposals might be of help. The proposals are laid down in several publications and partly realized in experimental development of ＂to be approved＂ technical solutions. This paper reflects on the differences between their proposals and these of the roadmap, on the possible outcome of the ongoing debate and its implications, legal and technical, on building regulation and on legal and contractual liability. This paper tries to give an inside view on the development of regulation and the pros and cons of the proposals, starting from a theoretical outline of building regulation.

Policy Analysis on Building Regulations and the Recovery of Earthquake and Tsunami Affected Areas

The paper examines the situation and causes of recent big earthquake and tsunami disasters especially in the case of the Great East Japan Earthquake in 2011, and analyzes the damage to extract lessons on safety of buildings and recovery of cities from the view point of building regulations such as the Article 39 of the Building Standard Law. In addition, the Article 8 of the Ordinance of City Planning Law resulted in not so effective against tsunami in March 2011. Control mechanisms of building construction should be integrated into socio-economic, institutional, technical and other policy tools. In order to mitigate earthquake risk, all stages of building construction, from location, planning and construction to maintenance are important. Awareness creation is instrumental for building culture of safety and demands for intervention in disaster mitigation. The demands ultimately help in creating conducive environment for policy intervention, in realizing institutional mechanism of building code enforcement and land use control for the municipal authorities and in creating demand for competent professionals.

The Legal Regulations on Dams Construction on International Rivers： The Compliance of the Nile Basin Upstream States of the Regulations

The process of constructing hydraulic projects on international rivers is governed by several legal regulations, among the most important of these regulations are： the Principle of no harm, and the Principle of Prior Notification, protection of the river＇s environment and the Principle of Settling the International Disputes via Peaceful Means, which is considered one of the most important principles called for by the UN Pact, as it provides for adopting the peaceful means by the member states of the organization to settle international disputes through peaceful means, in addition to an applied study on the Nile Basin＇s projects.

Analysis on the Ways to Prevention and Cure of Sexual Harassment On the Campus under the Perspective of Gender Equal Education

Sexual harassment on campus has increasingly become the focus of widespread attention from all walks of life. The special identity of subject and object of sexual harassment on campus, concealed action, long cycle, mainly come from the idea of a deep dilemma, namely the lack of social gender equity. And the first premise to realize social gender equality is to ensure the education gender justice. Therefore, we need to draw lessons from the experience of the gender equality education in Taiwan, clear the social differences in the mind, respect for diverse gender culture; At the legislative level, improve laws and regulations, safeguard formal sources of law; At the system level, set up specialized agencies, through the permeability of course teaching, the strengthening of construction of teaching staff and the academic research, systematically discuss the effective path to construct mechanism of campus sexual harassment prevention.

A Lexical-Chunk Based Study of Business English Correspondence Writing

Lexical chunks are multiword lexical phenomena that exist somewhere between the traditional poles of lexicon and syntax, conventionalized form/function composites that occur more frequently and have more idiomatically determined meaning than language that is put together each time. Lexical chunks theory supports the development of syntactic rules, helps learners to achieve idiomaticity and appropriateness of business expressions, and benefits successful business communication. Through the study of lexical chunks, the major findings are that possibility of lexical chunks in business English correspondences is relatively high, and among factors influencing discourse coherence, lexical chunks are the main point that has already attracted much attention of users. Based on the study, some pedagogical suggestions are provided in business English correspondence writing class.

Modeling and Optimization for Short-term Scheduling of Multipurpose Batch Plants

In the past two decades, short-term scheduling of multipurpose batch plants has received significant attention. Most scheduling problems are modeled using either state-task-network or resource-task-network(RTN) process representation. In this paper, an improved mixed integer linear programming model for short-term schedul-ing of multipurpose batch plants under maximization of profit is proposed based on RTN representation and unit-specific events. To solve the model, a hybrid algorithm based on line-up competition algorithm and linear programming is presented. The proposed model and hybrid algorithm are applied to two benchmark examples in literature. The simulation results show that the proposed model and hybrid algorithm are effective for short-term scheduling of multipurpose batch plants.

Reconstruction algorithm in lattice-invariant signal spaces

In this paper, we mainly pay attention to the weighted sampling and reconstruction algorithm in lattice-invariant signal spaces. We give the reconstruction formula in lattice-invariant signal spaces, which is a generalization of former results in shift-invariant signal spaces. That is, we generalize and improve Aldroubi, Groechenig and Chen＇s results, respectively. So we obtain a general reconstruction algorithm in lattice-invariant signal spaces, which the signal spaces is sufficiently large to accommodate a large number of possible models. They are maybe useful for signal processing and communication theory.

Guidelines for Low-Cost, Energy-Efficient House in Iraq

The goal of this study is to determine specific guidelines for Iraqi architects to contribute to the design and composition of energy-efficient housing units within the limits of a normal budget, locally available materials and technologies. These units can provide comfort despite the current energy situation in Iraq. The study is based on a computer simulation for a reference building in Baghdad, which has been selected according to the urban conditions, building legislations, housing market and statistics. The final results displayed the main recommendations and the possibility to achieve up to 50% energy reduction with a pay-back period not exceeding two years in some cases. There are some measures that have big energy saving potential. Yet, some of the measures may require big investment or have some bad environmental impacts. Some other good measures are already being implemented.

Damage Analysis of the Great East Japan Earthquake

This paper tries to comprehensively summarize the reasons of damages at the Great East Japan Earthquake on March 11, 2011 and what are the lessons in terms of earthquake and tsunami safety of building and cities. The paper examines the damage of tsunami affected areas and analyses the damage to extract lessons in order to safely reconstruct the affected areas from the view point of building regulations such as ＂Disaster Risk Area＂ provided by the Article 39 of the Building Standard Law and the Urbanization Control Area and UPA （Urbanization Promotion Area） provided by the Article 8 of the Ordinance of the City Planning Law of Japan.

The research on the standard and measure of the efficiency of the generalization performance of privatization of public utilities

The transformation of the development China＇s privatization of city public utilities？ vigorously promote the government function, however, the relative monopoly administrative operation system, functions decentralized system of government regulation and legal system construction is lagging behind, can making the privatization process easily lead to the emergence of efficient generalization, must be identified and avoided. This paper presents efficient generalization of privatization of public utility of our country city in measure, and analyzes the performance efficiency of the three resulting generalization.

障碍与对策:我国政府绩效审计透析

我国目前的政府效益审计主要是指国家审计机关对政府及其各隶属部门、事业单位发生的经济活动的经济性、效率性和效果性所进行的审查和评价。但无论是在审计的深度上还是广度上,我国政府绩效审计都未能达到应有的效果,本文将主要针对其在现实实施过程中存在的障碍和对策做简要的分析。
