The need for high quality standards to enhance sound and consistent financial reporting and the fact that the inefficiency and ineffectiveness of public sector extended to a belief that public and private sectors did ...The need for high quality standards to enhance sound and consistent financial reporting and the fact that the inefficiency and ineffectiveness of public sector extended to a belief that public and private sectors did not have to be managed in fundamentally different ways, fostered a wide-ranging discussion about the harmonization of public sector accounting systems and their convergence towards the private sector financial reporting standards. This paper discusses the state and perspective of public sector accounting and financial reporting in transition countries. Precisely, this paper aims to examine the adequacy of governmental accounting and financial reporting model, reflecting the existing accounting regulation and financial reporting framework in Slovenia, Croatia and Bosnia and Herzegovina. The motivation for this paper emerges from international discussions about IPSASs development and adoption, and the fact that the topic is becoming more and more relevant as many countries are moving towards adopting full accrual accounting using IPSASs as their method of financial reporting. Our results show that the degree and dynamics of government accounting systems' transformation in transition countries depends upon several specific factors which have to be taken into account when evaluating the systems and making comparison between government accounting system reforms in countries in the analysis. Thus, the study distinguishes certain similarities but also discrepancies regarding the status and possible further development of governmental accounting in countries examined.展开更多

The thermostability of three sulfur oxygenase reductases (SORs) was investigated from thermoacidophilic achaea Acidianus tengchongensis (SORAT) and Sulfolobus tokodaii (SORsT) as well as the moderately thermophi...The thermostability of three sulfur oxygenase reductases (SORs) was investigated from thermoacidophilic achaea Acidianus tengchongensis (SORAT) and Sulfolobus tokodaii (SORsT) as well as the moderately thermophilic bacterium Acidithiobacillus sp. SM-1 (SORsB). The optimal temperatures for catalyzing sulfur oxidation were 80 ℃ (SORAT), 85 ℃ (SORsT), and 70 ℃ (SORsB), respectively. The half-lives of the three SORs at their optimal catalytic conditions were 100 min (SORAT), 58 min (SORsT), and 37 min (SORsB). In order to reveal the structural basis of the thermostability of these SORs, three-dimensional structural models of them were generated by homology modeling using the previously reported high-resolution X-ray structure of SORAA (from Acidianus ambivalens) as a template. The results suggest that thermostability was dependent on: (a) high number of the charged amino acid glutamic acid and the flexible amino acid proline, (b) low number of the therraolabile amino acid glutamine, (c) increased number of ion pairs, (d) decreased ratio of hydrophobie accessible solvent surface area (ASA) to charged ASA, and (e) increased volumes of the cavity. The number of cavities and the number of hydrogen bonds did not signifieantly affect the thermostability of SORs, whereas the cavity volumes increased as the thermal stability increased.展开更多

The VOD measurement in holes helps in comparing and eval- uating relative performances of explosives. The purpose of this paper is a framework for selecting the type of explosives. This paper analyses the results of VOD measurements, carried out at the limestone quarry (Zrnotiti (~~rni kal), Slovenia. Experiments were conducted to measure VOD in blast holes which were loaded with ANFO, heavy ANFO and emulsion explosives. The explosives are produced at the point of use with mobile equipment. Four institutes, two fr...The avalanche warning service was established within the operational European territorial cooperation program Slovenia-Austria (SI-AT) 2007-2013 project "Natural Hazards without Frontiers". Four institutes, two from Austria and two from Slovenia, work together to publish an avalanche report during the winter season. The first regular season was the winter 2012/2013. The avalanche and the slab avalanche situation in the transnational area along the 160 km border between the south of Austria and north of Slovenia show major differences of avalanche building weather situations. Because of the nearby sea in the southwest of Slovenia, the prevailing weather situations for high precipitation are coming from southwest or southeast. Nevertheless sometimes a lot of fresh snow occurs at northerly weather situations, which is unusual for Slovenian Alps and is therefore poorly forecasted for this region. Austrian avalanche experts are facing the same problems at southerly weather situations. Hence, an exchange of experience, weather data as well as model information improves the avalanche warning on both sides of the Austrian-Slovenian border.展开更多

One of these measures has been eliminating jobs and reducing the number of employees. This led to an expansion in the number of unemployed, while the number of newly employed people has decreased. We have exanamned the problem of the employability of young people who are seeking employment and are often without the experience necessary for the work place. The aim was to make a systematic review of the programs for promoting youth employment that are carried out in Slovenia and that may reduce the number of unemployed youth. Subtitling has a very different role in countries with millions of people speaking their language and in small countries like Slovenia. Considering the fact that dubbing costs ten times as much as subtitling, Slovenia...Subtitling has a very different role in countries with millions of people speaking their language and in small countries like Slovenia. Considering the fact that dubbing costs ten times as much as subtitling, Slovenia has traditionally turned to subtitling in order to present foreign TV and film production to the audiences. The development of subtitling after WWll can be divided into two periods: before and after 1990, for obvious reasons. During the first period that started in the 1950s, the stress was on quality all along, additionally spurned by the development of technology. TV Ljubljana with its group of pro fessional translators was the leading motor of progress in this field. The translators were all college-educated and willing to study new technologies that on the one hand made their work less time-consuming and on the other more prone to direct peer criticism. Computer technology, even though the beginnings now resemble the age of dinosaurs, made a big difference. The University of Ljubljana established a translation department that worked closely with the TV translation department, thus linking theory and practice in the best of possible ways. All the efforts were centred on quality. Democracy, however, gradually transferred the stress onto quantity. The newly-established commercial TV houses started lowering translation fees, encouraging competition not in quality but in lower prices. Globalization brought a few international subtitling firms on the Slovene market, causing a drastic drop in translation fees. The best translators /bund other job opportunities while subtitling done by non-expert translators and inexperienced students can most often be described as "anything goes". The trouble is that the number of subtitles that a TV viewer reads per year amounts to a book of approximately a thousand pages. That means that bad translations on TV screens influence the quality level of language among the users, especially among young viewers devoted to the consumption of fast food and fast culture. The increasingly popular permissive view of language use at our universities is causing a drop in language standards and norms. It is a vicious circle that will be difficult to break.展开更多
Article 3 paragraph 3 and paragraph 4 of the Kyoto Protocol (KP) allow parties to use credits from land-based activities for offsetting their emission reduction/limitation target committed in the KP. Forest manageme...Article 3 paragraph 3 and paragraph 4 of the Kyoto Protocol (KP) allow parties to use credits from land-based activities for offsetting their emission reduction/limitation target committed in the KP. Forest management (FM) is the dominant activity accounted by Annex I parties of the United Nation Framework Convention on Climate Change in the first commitment period of KP (2008-2012). Data reported for 2008 and 2009 indicate that over half of the emission reduction target of 24 Annex I parties that expect to use FM removals can be offset by FM credits in the first commitment period. EspeciMly the majority of the emission reduction target of Slovenia, Sweden, Latvia, Finland, Japan, and Croatia may be achieved through FM credits. The total FM CAP as contained in decision 16/CMP.1 in the first commitment period was over-estimated significantly by 50% for all KP parties and 36% for parties that elected FM. Some parties such as Russia, Japan, Italy, Germany, and Switzerland that elected FM activity may benefit largely from the over-estimated CAP. Presuming a significant increase of the harvest rate, the FM reference level (FMRL) for 2013-2020 is only 1/5 of the historical mean value of FM removals even though most parties show an increasing or a steady trend of net removals from 1990 to 2009. As a result Annex I parties would be able to use FM credits in the future that are over 4 times of FM CAP in the first commitment period. This potentiM FM credit would account for 7.7% of total emissions by sources without land use, land-use change and forestry activities (LULUCF) in the base year or 1990, and more Annex I parties would share the "benefit" from the FMRL accounting approach.展开更多
Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. ...Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.展开更多

In 2009, residues were found in pollen samples f...150 pollen samples collected between the years 2009 and 2011 from 30 locations, divided according to agricultural practice were analysed for the presence of pesticides. In 2009, residues were found in pollen samples from twelve locations (40%), in 2010, in samples from four locations (13.3%) and in 2011, in samples from three locations (10%). Altogether 15 different residues in pollen were found in 2009, two in year 2010 and five in 2011. Residues found in the pollen samples ranged from 0.001 mg/kg to 76 mg/kg. The highest number (twelve) of residues was found in pollen from the intensive fruit farming locations and from the intensive viticulture locations (eight). The residues were mostly from the fungicide group (69%). Insecticide residues (chlorpyrifos-ethyl, methoxyfenozide, thiacloprid) were found in the pollen samples from eight locations. Residues in the pollen did not statistically influence the development of the honeybee colonies or infestation rate of Nosema (Nosema spp.), or viruses ABPV (acute bee paralysis virus), SBV (sacbrood virus), DWV (deformed wing virus), and BQCV (black queen cell virus)).展开更多

The focus is on the investigation of some empirical facts in the Slovenian electricity market for households focusing on market segmentation, market concentration measures, real electricity price developments, and their implications for electrical energy consumption and consumer welfare. The authors apply descriptive statistics, Lorenz curve and Gini coefficient of concentration, and demand function using regression framework on time-series data. The authors found that the market liberalization and entry of new competitors have slightly caused variations in the patterns in real electricity price developments. Households' real income and real electricity prices for households are found as the crucial determinants for the electrical energy demands by households.展开更多
In the paper, the authors present their experience and results related to the design and management of the on-line course "Development of e-learning resources based on the EUCIP (The European Certification of Inform...In the paper, the authors present their experience and results related to the design and management of the on-line course "Development of e-learning resources based on the EUCIP (The European Certification of Informatics Professionals) certification scheme", which was organized under the auspices of the international Leonardo da Vinci project Sloop2desc (Sharing learning objects in an open perspective for development of European skills and competences). The course was primarily aimed at teachers of informatics. Out of 64 participants that applied for the course, slightly less than 50% managed to reach the last course module. In line with other research, the authors' experience showed that in order to minimize participants' drop-out rate, a sustained communication flow between tutors and participants was necessary and specific assignments had to be provided by the tutors, along with guidance. The authors expect the participants who successfully finished the on-line course to become a some kind of ambassadors for the introduction of the EUCIP scheme in Slovenia.展开更多

"Birra Peja" brewery, Peja, Kosovo, this study did an evaluation of beer produced using six different malts. Four of the six studied malts were produced in four European countries: Ukraine, Croatia, Serbia and Kosovo; and, the other two malts were obtained from two (2) 30:70 proportion mixtures: one from Kosovo and Ukraine and another one from Kosovo and Croatia. Chemical, microbiological, sensory and tasting analyses were carried on beers produced by these malts. The study included three working groups from: "Birra Peja"; the Agricultural University of Tirana, Albania and "Union Brewery", Ljubljana, Slovenia. Chemical and microbiological tests were based on methods under the EBC (European Beer Convention) and MEBAK (Mitteleurop^iische Brautechnische Analysenkommision e.V.) guidelines. The analyses and assessments made for the quality of beer have come to the conclusion that beer produced by Croatian origin malt corresponds to a better quality beer.展开更多

Since then, teachers have had a lot of work to be done. Every year they have to prepare an individualized programme for each child with special needs. They have to set goals that each child with special needs has to achieve at a particular subject. Pupils have different teachers every year and to make their work easier, the author is considering making a website database with basic information about them. This database would state the goals that the pupil achieved in the past year, which strategy of teaching proved to be the best for him or her and what the areas he or she needs help with are. Teachers would be collecting this data during the primary education, after the final evaluation this database would also be made available to the secondary school of the pupil in concern. This database should be located on the website of Ministry of Education, Science, Culture and Sports. It would be available to primary schools, but protected by a password which would grant the school access to the data of their students only. In secondary schools, teachers could also access to the information, so they would not have to be discovering appropriate teaching strategies that worked for a pupil in the past all over again. This would enable better conditions and a successful education for pupils with special needs.展开更多

As one of the primary expressing media and an important support when forming concepts, visual art plays an indispensable role in the pre-school period. The following thesis is based on an action research whose key tendencies were focused on establishing children's interests in different useful materials and tools while enabling them an autonomous visual art use of these tools and didactical possibilities of the teacher involved. The activities included in the research were fully in line with the Slovenian National Kindergarten Curriculum and the project was carried out in the form of several successive meetings intended for visual art creative activities. All activities in the research were photo-documented while the analysis of the research's data was performed based on observation and written notes referring to individual child's responses, his or her questions, ideas, and incentives, the course of cognitive and creative process, communication with the peers and teachers and other potential particularities.展开更多
The AFO (activating private forest owners to increase forest fuel supply) project was set up to discover the best tools for activating an important fraction of the 12 million PFOs (private forest owners) in Europe...The AFO (activating private forest owners to increase forest fuel supply) project was set up to discover the best tools for activating an important fraction of the 12 million PFOs (private forest owners) in Europe to supply wood fuel, especially to small and medium-sized heating plants. It aimed to increase the utilization of Europe's vast forest fuel reserves. This was expected to benefit both the economy of the forest owners and rural areas and increase the use of renewable energy sources. The project was carried out between 2009 and 2012. The project operated in selected target regions that have a high proportion of private forest ownership (France, Slovenia, Latvia and the UK). It started by analyzing the potential wood fuel supply and use in relation to current regional markets. After assessing through inquiries the potential wood fuel supply and demand and the parties involved, the next step was to initiate and support the formation of wood fuel supply clusters and organize supply chains. This was followed by the dissemination of best practice examples from Austria and Finland--countries with the most expertise and long traditions of forest fuel production. In the last phase of the project, results and approved activation methods were disseminated to all 27 EU (European Union) countries.展开更多

The trouble is that the number of subtitles that a TV viewer reads per year amounts to a book of approximately a thousand pages. That means that bad translations on TV screens influence the quality level of language among the users, especially among young viewers devoted to the consumption of fast food and fast culture. The increasingly popular permissive view of language use at our universities is causing a drop in language standards and norms. It is a vicious circle that will be difficult to break.

文摘Article 3 paragraph 3 and paragraph 4 of the Kyoto Protocol (KP) allow parties to use credits from land-based activities for offsetting their emission reduction/limitation target committed in the KP. Forest management (FM) is the dominant activity accounted by Annex I parties of the United Nation Framework Convention on Climate Change in the first commitment period of KP (2008-2012). Data reported for 2008 and 2009 indicate that over half of the emission reduction target of 24 Annex I parties that expect to use FM removals can be offset by FM credits in the first commitment period. EspeciMly the majority of the emission reduction target of Slovenia, Sweden, Latvia, Finland, Japan, and Croatia may be achieved through FM credits. The total FM CAP as contained in decision 16/CMP.1 in the first commitment period was over-estimated significantly by 50% for all KP parties and 36% for parties that elected FM. Some parties such as Russia, Japan, Italy, Germany, and Switzerland that elected FM activity may benefit largely from the over-estimated CAP. Presuming a significant increase of the harvest rate, the FM reference level (FMRL) for 2013-2020 is only 1/5 of the historical mean value of FM removals even though most parties show an increasing or a steady trend of net removals from 1990 to 2009. As a result Annex I parties would be able to use FM credits in the future that are over 4 times of FM CAP in the first commitment period. This potentiM FM credit would account for 7.7% of total emissions by sources without land use, land-use change and forestry activities (LULUCF) in the base year or 1990, and more Annex I parties would share the "benefit" from the FMRL accounting approach.
文摘Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.
文摘150 pollen samples collected between the years 2009 and 2011 from 30 locations, divided according to agricultural practice were analysed for the presence of pesticides. In 2009, residues were found in pollen samples from twelve locations (40%), in 2010, in samples from four locations (13.3%) and in 2011, in samples from three locations (10%). Altogether 15 different residues in pollen were found in 2009, two in year 2010 and five in 2011. Residues found in the pollen samples ranged from 0.001 mg/kg to 76 mg/kg. The highest number (twelve) of residues was found in pollen from the intensive fruit farming locations and from the intensive viticulture locations (eight). The residues were mostly from the fungicide group (69%). Insecticide residues (chlorpyrifos-ethyl, methoxyfenozide, thiacloprid) were found in the pollen samples from eight locations. Residues in the pollen did not statistically influence the development of the honeybee colonies or infestation rate of Nosema (Nosema spp.), or viruses ABPV (acute bee paralysis virus), SBV (sacbrood virus), DWV (deformed wing virus), and BQCV (black queen cell virus)).
文摘This paper investigates the electricity market for households in Slovenia. The focus is on the investigation of some empirical facts in the Slovenian electricity market for households focusing on market segmentation, market concentration measures, real electricity price developments, and their implications for electrical energy consumption and consumer welfare. The authors apply descriptive statistics, Lorenz curve and Gini coefficient of concentration, and demand function using regression framework on time-series data. The authors found that the market liberalization and entry of new competitors have slightly caused variations in the patterns in real electricity price developments. Households' real income and real electricity prices for households are found as the crucial determinants for the electrical energy demands by households.
文摘In the paper, the authors present their experience and results related to the design and management of the on-line course "Development of e-learning resources based on the EUCIP (The European Certification of Informatics Professionals) certification scheme", which was organized under the auspices of the international Leonardo da Vinci project Sloop2desc (Sharing learning objects in an open perspective for development of European skills and competences). The course was primarily aimed at teachers of informatics. Out of 64 participants that applied for the course, slightly less than 50% managed to reach the last course module. In line with other research, the authors' experience showed that in order to minimize participants' drop-out rate, a sustained communication flow between tutors and participants was necessary and specific assignments had to be provided by the tutors, along with guidance. The authors expect the participants who successfully finished the on-line course to become a some kind of ambassadors for the introduction of the EUCIP scheme in Slovenia.
文摘Aiming to optimize the beer production process by improving the properties of beer and reducing production costs at the J.S.C. "Birra Peja" brewery, Peja, Kosovo, this study did an evaluation of beer produced using six different malts. Four of the six studied malts were produced in four European countries: Ukraine, Croatia, Serbia and Kosovo; and, the other two malts were obtained from two (2) 30:70 proportion mixtures: one from Kosovo and Ukraine and another one from Kosovo and Croatia. Chemical, microbiological, sensory and tasting analyses were carried on beers produced by these malts. The study included three working groups from: "Birra Peja"; the Agricultural University of Tirana, Albania and "Union Brewery", Ljubljana, Slovenia. Chemical and microbiological tests were based on methods under the EBC (European Beer Convention) and MEBAK (Mitteleurop^iische Brautechnische Analysenkommision e.V.) guidelines. The analyses and assessments made for the quality of beer have come to the conclusion that beer produced by Croatian origin malt corresponds to a better quality beer.
文摘In Slovenia, children with special needs have been included to primary schools since 1998. Since then, teachers have had a lot of work to be done. Every year they have to prepare an individualized programme for each child with special needs. They have to set goals that each child with special needs has to achieve at a particular subject. Pupils have different teachers every year and to make their work easier, the author is considering making a website database with basic information about them. This database would state the goals that the pupil achieved in the past year, which strategy of teaching proved to be the best for him or her and what the areas he or she needs help with are. Teachers would be collecting this data during the primary education, after the final evaluation this database would also be made available to the secondary school of the pupil in concern. This database should be located on the website of Ministry of Education, Science, Culture and Sports. It would be available to primary schools, but protected by a password which would grant the school access to the data of their students only. In secondary schools, teachers could also access to the information, so they would not have to be discovering appropriate teaching strategies that worked for a pupil in the past all over again. This would enable better conditions and a successful education for pupils with special needs.
文摘Genuine interest, research zeal, and visual art expressiveness which are typical of the pre-school period can pose a challenge to every teacher, at the same time, guide them when planning different contents for children to explore and discover. As one of the primary expressing media and an important support when forming concepts, visual art plays an indispensable role in the pre-school period. The following thesis is based on an action research whose key tendencies were focused on establishing children's interests in different useful materials and tools while enabling them an autonomous visual art use of these tools and didactical possibilities of the teacher involved. The activities included in the research were fully in line with the Slovenian National Kindergarten Curriculum and the project was carried out in the form of several successive meetings intended for visual art creative activities. All activities in the research were photo-documented while the analysis of the research's data was performed based on observation and written notes referring to individual child's responses, his or her questions, ideas, and incentives, the course of cognitive and creative process, communication with the peers and teachers and other potential particularities.
文摘The AFO (activating private forest owners to increase forest fuel supply) project was set up to discover the best tools for activating an important fraction of the 12 million PFOs (private forest owners) in Europe to supply wood fuel, especially to small and medium-sized heating plants. It aimed to increase the utilization of Europe's vast forest fuel reserves. This was expected to benefit both the economy of the forest owners and rural areas and increase the use of renewable energy sources. The project was carried out between 2009 and 2012. The project operated in selected target regions that have a high proportion of private forest ownership (France, Slovenia, Latvia and the UK). It started by analyzing the potential wood fuel supply and use in relation to current regional markets. After assessing through inquiries the potential wood fuel supply and demand and the parties involved, the next step was to initiate and support the formation of wood fuel supply clusters and organize supply chains. This was followed by the dissemination of best practice examples from Austria and Finland--countries with the most expertise and long traditions of forest fuel production. In the last phase of the project, results and approved activation methods were disseminated to all 27 EU (European Union) countries.
