In this paper, the evaluation of consolidated index is used. Respectively, AHP and entropy method calculate the subjective and objective weight of the evaluation indicators, and combine them by game theory. So we can obtain synthetic weight based on objective and subjective weights. The evaluation of urban flood-waterlogged vulnerability as target layer, a single variable multi-objective fuzzy optimization model is established. We use the model to evaluate flood-waterlogged vulnerability of 13 prefecture-level city in Hunan, and compare it with other evaluation method. The results show that the evaluation method has certain adaptability and reliability, and it' s helpfid to the construction planning of urban flood control. 展开更多

In recent years, flash flood disasters have occurred frequently in southwest China due to the increased frequency of extreme climate events. To solve this problem, great efforts have been made in studying the process of flash flood. However, little attention was paid on bearing body of hazard, the clusters of buildings. Thus the real disaster mechanism of flash flood remains unclear.Accordingly, based on the experiments of artificial flash floods in a conceptual solid model, this paper focuses on the flood-impacted inundation characteristics of the building clusters at different locations of the gully model, in order to obtain a better understanding of the disaster process and the interaction between the flash floods and building clusters. The results showed that, in a typical smallscale flash flood gully with hot and dry climate, 1)clusters of buildings on an alluvial fan could reduce about 35% of the flooding area by blocking the diffusion of the flood to the depression areas, and could also promote the deposition in lower reaches of the river channel by blocking the overbank flow from going back into the channel, making the width-depth ratio of the channel larger. 2) The flash flood rates of disaster and hazard on the alluvial fan are generally higher than that of the inner gully. For the inner gully,buildings located on the beaches along the lower river and the transitional areas of the straight channel and channel bends can easily be affected because of their lower elevations. For the alluvial fan, buildings nearby the meanders suffer the greatest impacts because of bank collapsing and flooding. 3) The safe vertical distance from a building to the river channel is 13 m for the buildings in the inner gully under extreme floods. Below this threshold, the smaller the vertical distance is, the greater the risk exposure is. For the buildings on the alluvial fan, especially for the buildings near the concave bank of the top rush point,the horizontal distance is more important, and the safe value is 80 m under extreme floods. 展开更多

The water level in the Three Gorges Dam reservoir is expected to change between the elevations of 145 m and 175 m, as a function of the flood control implementation and the intensity of the annual flood. As a matter of fact, the hydraulical and mechanical loadings, related to the water level modifications, will result in alterations in the slope stability conditions. The town of Badong (Hubei), of 20 000 inhabitants, is one of the towns which was submerged by the impoundment of the reservoir. As a consequence, the new town of Badong was constructed on a nearby site which appeared to be partly an unstable site. A part of this site corresponds to an old landslide, the Huangtupo landslide, the base of which had to be submerged by the water of the reservoir. The analysis of the Huangtupo landslide, taking into account various events scenarios, drainage and reinforcement measures and monitoring devices, allows to illustrate the general process implemented all along the reservoir in order to mitigate the landslide hazard. 展开更多

Recovery works in QLD seem to be very smooth, and transfer phase to the normal civil works is going to start. Eastern Japan also attacked by the great earthquake and following Tsunami on March 11, 2011. Japanese Government, however, established the Reconstruction Agency almost one year after the event. The reconstruction of the disaster area is still on the halfway. Simplified wave models- such as kinematic,diffusion and quasi-steady- are widely employed as a convenient replacement of the full dynamic one in the analysis of unsteady open-channel flows,and especially for flood routing.While their use may guarantee a significant reduction of the computational effort,it is mandatory to define the conditions in which they may be confidently applied.The present paper investigates the applicability conditions of the kinematic,diffusion and quasisteady dynamic shallow wave models for mud flows of power-law fluids.The power-law model describes in an adequate and convenient way fluids that at low shear rates fluids do not posses yield stress,such as clay or kaolin suspensions,which are frequently encountered in Chinese rivers.In the framework of a linear analysis,the propagation characteristics of a periodic perturbation of an initial steady uniform flow predicted by the simplified models are compared with those of the full dynamic one.Based on this comparison,applicability criteria for the different wave approximations for mud flood of power-law fluids are derived.The presented results provide guidelines for selecting the appropriate approximation for a given flow problem,and therefore they may represent a useful tool for engineering predictions. 展开更多

This paper proposes a method of small reservoir flood detention modeling that utilizes data from the American land resources satellite Landsat TM/ETM+. Precipitation and potential evapotranspiration are taken as the control conditions in this method on the basis of basin terrain classification. The objective of this method is to solve the question of a small-scale water conservancy project’s influence on flood forecasting precision, which can be used in the basin with multitudinous small reservoirs in the upstream region and can help estimate non-runoff data for small reservoir runoff. Taking the 20060826 flood as an example, the flood detention quantity of 19 small reservoirs is modeled. The results show that the absolute error of the total flood detention quantity is 0.2×10 4 m 3 , and the relative error is 0.12%. The flood detention quantity of small reservoirs in the entire basin is then modeled using this method, and the primary flood forecasting model is adjusted. After adjustment, the precision is significantly improved, with the relative error decreasing from 31.8% to 10.1%. 展开更多
