《国际海运条例》的主要制度及其实施情况

2002年是中国加入WTO的第一年，也是“中华人民共和国国际海运条例”(以下简称《海运条例》)实施的第一年，中国加入WTO与“海运条例”的实施是同步进行的，标志着中国的改革开放和国际海运管理进入了一个新的阶段。2002年中国对外贸易进一步发展，进出口总额达到6200亿美元，增长21％，海运承担了85％以上的外贸货物运输。
