应急资本在煤矿事故管理中的应用

当煤矿事故发生时,保险公司会面临财务风险。对此,保险公司往往会采取再保险的方式及时获取资金,维持经营。而应急资本作为一种非传统的再保险方式,能够保障保险公司及时获得资金支持,并且成本相对较低。本文通过阐述应急资本的基本观念,分析了应急资本在我国发展的有利条件以及相关障碍,提出了应急资本在我国煤矿事故管理中的应用策略。

煤矿安全事故信息管理系统的设计

目前,我国煤矿安全事故频繁发生,这些事故信息是一种宝贵的资源,而煤矿安全事故案例往往以文本的形式存储,存在检索不便、利用效率低、更新维护困难等诸多问题,从而严重影响煤矿安全事故信息资源的高效利用。通过对煤矿安全事故调查报告进行收集,在事故致因“2-4”模型基础上,构建煤矿事故致因模型,设计出合理的数据结构,并将其储存在MySQL数据库中。基于B/S模式,采用Flask框架,使用Python、HTML等语言技术,提出了煤矿安全事故信息管理系统的设计,实现对煤矿事故调查报告中事故信息的查询、统计、打印等功能,为煤矿相关人士提供全面、规范、精准的煤矿事故信息,为煤矿安全事故的预防和救援提供决策依据。

目前全国煤矿事故越来越多,而且危害程度越来越大,其中有大部分事故就是因为机电设备出现问题产生的,本文就主要探讨了关于如何减少煤矿机电事故的措施。

The whole process confirmation management and its application in coal mine safe production

After analyzing the reasons for coal mine accidents and the current management methods, effective actions for the implementation of safety management were put forward by carrying out the whole process confirmation management. The ba- sic content and the five implementation steps were described, and the implementation method and the program of every step were introduced. Some rules for the implementation of the whole process confirmation management in coal mine safety pro- duction were explained, such as during the process of preproduction, before descent, descent, after descent, walking in the roadway, post-operation, shift, and hoisting after work. The results show that the guardians and the executors should both con- firm the implementation, which can improve the workers＇ attention and self-awareness to avoid errors in detail and reduce the ＂three violations＂ phenomenon. To ensure the effect of the whole process confirmation management, relevant departments should designate a person-in-charge in the specific work in all stages, make a work plan, and strengthen the internal evaluation.

Major accident analysis and prevention of coal mines in China from the year of 1949 to 2009

From the year of 1949 to the present, the China national coal output has been increasing quickly and became first in the world in 2009. But at the same time, major coal mining accidents still exist nowadays. In order to review the overall situation and provide information on major accidents of coal mines in China, we investigated 26 major coal mining accidents in China between the years of 1949 and 2009 through statistical methods, each of which led to more than 100 fatalities. Statistical characteristics about accident-related factors such as time, death toll, accident reasons, characters and nature of enterprise were analyzed. And some special conclusions have been achieved. For example, although we have made great progress, the safety situation in China coal mining industry is still serious, and the reasons for the mining accidents are all human errors which are not inevitable. Such results may be helpful to prevent major accidents in coal mines. Moreso, based on both the knowledge of other countries which have good safety situation nowadays and the safety management situation of China, we made suggestion on safety management of China coal mining. In conclusion, countermeasures were proposed in accordance with the results of statistical studies and the analyses of problems existed in coal mines, including the perfec- tion of safety supervision organization, the establishment of cooperating agency among government, coal mines and workers, the perfection of safety rules and regulations, the improvement of safety investment, the enhancement of safety training, the development of safety technique, and the development of emer- gency rescue technique and equipment.

Study the closed loop management system for the coal mines based on risk management

In recent years, the coal safety has been become the urgent problem in China,and severe and fatal coal mine accidents occurred frequently.Must pay attention to coal safety management immediately, because the coal mine accidents not only caused serious economic losses to the country and people but also had negative impact on the society and politics.A closed loop management system was put forward to build to improve the coal safety management.The closed loop management system was formed four parts,identifying the hazard sources, classifying the hidden troubles hazard sources, the risk prealarm and risk control, and the evaluation system.

Research on safety management shell in coal mine

Based on the shell (jieke) theory investigation of accident prevention in coal mine, submited a new definition of safety management shell, and analyzed causes on the lack of accident prevention, then pointed that the strength of research and practice of safety management is necessary to format enduring safety in coal mine.

Issues in the outburst prevention work of coal mines in Guizhou Province and the analysis of its countermeasures

In order to reduce the occurrence of coal and gas outburst accidents, and improve the capability to prevent gas hazards and realize the safe and efficient mining of coal enterprises. The distribution of the outburst coal mining area of Guizhou Province and the status of coal and gas outburst and the problems in the current outburst prevention methods were analyzed. The main issues were pointed out such as the lack of regional outburst prevention measures, unsatisfactory effect in drainage, poor management and implementation, as well as personnel that need more training. The prevention situation of coal and gas outburst in Guizhou Province was considered. In accordance with the above problems, from the perspective of strengthening geological exploration, testing coal seam parameters, studying outburst prevention technologies, deploying mining systems rationally, improving mine safety management systems, and strengthening protection facilities and other aspects, a targeted outburst prevention measure and proposals were put forward.
