Secondly, the urban construction should be aiming high to be an international metropolis in a socialist country. In the third place, Shenzhen is to become a garden city with an international fame through effective management, combining Singaporean urban environment and Hong Kong efficiency. Fourthly, material civilization and spiritual civilization should be the base, precondition for each other in a complementary way. Fifth, legal framework and the principle of rule of law has to be strengthened so as to build Shenzhen as a socialist city with the rule of law. Despite the fact that Shenzhen has achieved much in reform, opening and modernization, Shenzhen government still is faced with the tasks of further probing and innovation for new experiences in building Shenzhen into a pilot Chinese city of socialism with Chinese characteristics in modernization.展开更多
