Evaluation and Analysis of Provincial Differences in Resources and Environment Carrying Capacity in China 被引量:15

Resources and environment carrying capacity is central to not only regional sustainable development but also major function-oriented zoning. This paper presents an evaluation index system for resources and environment carrying capacity based on four aspects of carrying capacity(i.e., water resources, land resources, the environment, and ecosystems) by using a square deviation decision-making method, and on the basis of above effort evaluates the resources and environment carrying capacity across 31 provincial regions in China(not including Hong Kong, Macao and Taiwan regions of China). In addition, this paper evaluates the current state of socio-economic development, and analyzes the spatial distribution of resources and environment pressure. The results showed that distinct spatial differences in resources and environment carrying capacity and pressure across provincial regions. Resources and environment pressure is affected by both comprehensive resources and environment carrying capacity and socio-economic development. Regions subjected to lower degrees of resources and environment pressure will be restricted by resources and environmental problems through future courses of development owing to excessively low carrying capacities. By contrast, regions with higher comprehensive resources and environment carrying capacity will be subjected to excessively high levels of resources and environment pressure because of rapid socio-economic development. Both of resources and environment carrying capacity and pressure must therefore be considered in the allocation of country-binding targets to provincial regions. 展开更多

In this paper new criteria for designing of temporary architectures, which can be used as a uniform coverage for open spaces, are discussed. Frequently temporary architectures use building techniques and materials lightweight. In the case of temporary architectures the theme of sustainability requires that the structure can be reused in different occasions and contexts. The solution to these issues, developed in this paper, makes use of a innovative constructive procedure of prestressed masonry in blocks of natural stone. This procedure is used for the construction of the vertical supports of the cover, consisting of a tensostructure with shape of hyperboloid, obtained by products standard (steel profiles and membrane). The columns with prestressed blocks of natural stone, dry assembled, allow you to have a modular structure, easily assembled and disassembled, with full recovery of all elements; the stone columns, due to their weight, are able to stabilize the whole structure, even to the dynamic stresses, without using any type of foundation structure fixed to the ground. With the issue of climate change increasingly restricting the sustainable development of society, people must realize that we must control atmospheric concentrations of greenhouse gases at a certain level. However, the traditional model of economic development will lead to human demand for energy continuing to grow, followed by a growth in emissions of carbon dioxide. Obviously we must ensure that there is rapid economic development, but also to protect the human living environment, which is a very sharp contradiction. A good solution to this conflict is to take a new model of development --- a low-carbon economy. The so-called low-carbon economy refers to the reduction of greenhouse gas emissions, the application of new technologies, new materials and new practices, etc., through improvements, optimization or innovative production and business activities, to achieve the maximum degree of reduction of greenhouse gas emissions, and the formation of a new economic development model, the goal is to mitigate climate change and promote sustainable human development. On how to develop a low-carbon economy, domestic and foreign scholars have been studied from many angles, one of which is a consensus to reduce greenhouse gas emissions through the development and use of low-carbon technologies. 展开更多

Small Claims Court in Environmental Disputes Resolution to Support the Realization of Sustainable Development

An appropriate business dispute resolution will ensure that the parties involved would not have to spend too much time and cost to resolve their case. There are two ways to resolve business disputes, through litigation and non-litigation process. The non-litigation process mainly depends upon the agreement of the parties involved and does not have a formally binding force upon them. Although the non-litigation process is more preferred in resolving business disputes, sometimes it does not completely resolve the issue. A specific business dispute resolution procedure such as the mechanism of small claims court (an informal court) is required. The objectives of the small claims court are to settle cases in prompt and cost-effective manner, and to avoid lengthy and complex formal legal procedures. Although it is still a part of the litigation process, the small claims court applies simplified procedures that are different from those of conventional civil cases. Nonetheless, the judgment of the small claims court has the same legally binding force as that of general court. The small claims court is situated in the District Court, but the examination of cases is different from general procedures and until now the mechanism has not been widely known in Indonesia. 展开更多
