Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. The article has three sections: a summary of the implementation experience, issues with the design and implementation of the policy, and policy recommendations.展开更多

In scope, the environmental policies include pollution control policies, ecological conservation policies and basic international environmental policies which should be considered based on the following aspects. （1） The urban environment issue possibly emerges in the urban inside and outside interactions, thus the government to the ecological environment must pay attention to the sector coordination, and even must global footprint from the national and criterion consideration. （2） Environmental protection is not only adapted to the needs of the environment through the transformation, but stressed that ecological construction, that is, to promote the coordination between mankind and the natural environment. Development and protection are regional which should be global and intertwined.展开更多

First, our result shows that government should strengthe...This paper analyzes how the foreign penetration affects China's environment policy in a mixed oligopoly framework, and gets several interesting conclusions. First, our result shows that government should strengthen the degree of environmental policy along with increasing proportion of domestic ownership of multinational firms. Second, we show that an increase in domestic ownership of multinational firms raises not only domestic private firms' profit but also public firm's profit as well as social welfare. Third, the government will raise the environmental tax to control environmental damage.展开更多
