On the basis of reviewing some relevant literature, this paper made discussions on the ecological sustainability target of SEA, the content of ecosystem health as well as the interrelations between SEA and ecosystem health. For a good SEA, its ecological sustainability principles should be provided with distinct content and a general assessment system. A framework for ecosystem health assessment was established according to the content of ecosystem health, and combined into SEA as SEA抯 ecological sustainability target, we can effectively guide decision-makers to make suitable indigenous means and local solutions. , The basic principles and procedure of SEA for ecosystem health are also discussed in the paper.展开更多
In this study,a 3D virtual reality and visualization engine for rendering the ocean,named VV-Ocean,is designed for marine applications.The design goals of VV-Ocean aim at high fidelity simulation of ocean environment,...In this study,a 3D virtual reality and visualization engine for rendering the ocean,named VV-Ocean,is designed for marine applications.The design goals of VV-Ocean aim at high fidelity simulation of ocean environment,visualization of massive and multidimensional marine data,and imitation of marine lives.VV-Ocean is composed of five modules,i.e.memory management module,resources management module,scene management module,rendering process management module and interaction management module.There are three core functions in VV-Ocean:reconstructing vivid virtual ocean scenes,visualizing real data dynamically in real time,imitating and simulating marine lives intuitively.Based on VV-Ocean,we establish a sea-land integration platform which can reproduce drifting and diffusion processes of oil spilling from sea bottom to surface.Environment factors such as ocean current and wind field have been considered in this simulation.On this platform oil spilling process can be abstracted as movements of abundant oil particles.The result shows that oil particles blend with water well and the platform meets the requirement for real-time and interactive rendering.VV-Ocean can be widely used in ocean applications such as demonstrating marine operations,facilitating maritime communications,developing ocean games,reducing marine hazards,forecasting the weather over oceans,serving marine tourism,and so on.Finally,further technological improvements of VV-Ocean are discussed.展开更多

Such targets are often the key objective of an environmental policy, such as an emission trading program. In China, however, it is more than just an objective of one particular policy; it has become a concept that has influenced many national environmental policies and activities. The objective of this article is to review the implementation of the total emission control policy in the past 10 years and explore emerging issues in its implementation. The article has three sections: a summary of the implementation experience, issues with the design and implementation of the policy, and policy recommendations.展开更多
Implementation of payments for watershed services(PWS) has been regarded as a promising approach to coordinating the interests of upstream and downstream ecosystem services stakeholders. There is growing concern about...Implementation of payments for watershed services(PWS) has been regarded as a promising approach to coordinating the interests of upstream and downstream ecosystem services stakeholders. There is growing concern about whether PWS programs have achieved their original environmental goals of improving water quality and quantity, as well as the ancillary objective of increasing the welfare of local people. We start with an overview of PWS schemes and focus on their particularity and implementation mechanisms in China. We proceed to review 62 active PWS cases and examine their environmental performance in detail. The resulting findings show that PWS schemes have been able to reduce water pollution to some extent by establishing collaborative upstream/downstream watershed management policies, thereby improving water quality and quantity, as well as by making government officials more responsible for water resource management. In addition, their continued effectiveness in light of present challenges such as water-quality data availability is discussed. Chinese PWS schemes and their implementation mechanisms also provide information useful in monitoring environmental outcomes and guiding future designs of PWS programs in other regions.展开更多

Chinese Communist Party has been striving to improve its government ability over the past decades. Mass mobilization and political movement were widely used to monitor local agents as well as implement policy in Maoist era. But mobilization and political movement were inappropriate under market circumstance which demands social order, regulation and law. In order to enhance the ability to enforce policy effectively, the Party sets up cadre responsibility system consisting of targets management, responsibility contract and competitions between cadres at the same administrative hierarchical level. Through cadre responsibility system, the Party-state enhances its government ability and it also leads to selective implementation.展开更多
