民族地区贫困问题的特殊性与特殊类型贫困研究

贫困问题与生计问题紧密相连。现代化进程中,贫困问题的表现形式从绝对贫困转变为相对贫困,对贫困概念的认识从单维转变为多维,贫困发生发原因从自然风险灾害冲击转变为市场排斥。从可持续生计框架出发,传统农户是否能建构适应市场机制的现代生计,是其能否实现可持续脱贫的关键。当前,从可持续生计框架出发,农户具有自我发展的能力与欲望。历史上,位于富庶平原地区的农户与位于西部民族地区的农户虽然都是小农制,但由于生态条件基础不一致,其农户经济的内质分别为精细农业与粗放农业,并演化出了不一样的生计文化体系。少数民族地区农户生计的现代转化过程中,为减少市场排斥,偏向于集约利用自然资源的生计方式,但是脆弱的生态系统与独特的文化体系生计文化使这一转变面临困境,民族地区农户生计处于十分不稳定的状态,形成民族地区脆弱性贫困。根据脆弱内质的不同,可以区分为干旱牧区、石漠山区、深高山区和高寒藏区四种特型。因此,应该根据贫困的特殊性,从促进农户生计现代转化出发,制定特殊的扶持政策。
