The purpose of this article is to raise the question of how important decentralisation and local governments are for the successful transition and eventually for sustainable human development of a state. The paper foc...The purpose of this article is to raise the question of how important decentralisation and local governments are for the successful transition and eventually for sustainable human development of a state. The paper focuses on the gap between development or transition and decentralisation within academic and international policy discourse. In article, the author tries to answer such questions as how local government can contribute to SHD （sustainable human development）. And how should the international community contribute to and support the transition and development process of the developing countries？ Article shows that local self-government can be a school of democracy and responsibility for the wealth of the state and citizens. By sharing the Polish decentralisation experience, the author shows how important decentralisation might be for successful transition, democratization and sustainable development. The paper also includes a short introduction to the European Charter, recent African efforts like AMCOD or UCLGA and European Union development assistance policy. The purpose of this is to show how little attention is paid to local governments and decentralisation within international policy and how huge is the gap between Europe＇s （developed） states and Africa＇s （developing） states related to their decentralisation policy, law and practice.展开更多

Since then, the European armed forces are more active in international confl...After the Cold War, all European armed forces have transformed to be prepared for the new geopolitical environment and have taken new tasks. Since then, the European armed forces are more active in international conflict management. Whereas most of the European states have suspended the conscription, the Swiss Armed Forces still hold on conscription. However, the Swiss Armed Forces have changed also. The reform ＂Armee 95＂ in 1995 and the reform ＂Armee XXI＂ in 2004 have transformed the Swiss Armed Forces and extended their range of tasks. Which of these tasks are legitimated by the Swiss population？ To answer this question, the Swiss population had been interviewed about the tasks of the Swiss Armed Forces as part of the study ＂Sicherheit 2016＂. The tasks which the Swiss population mentioned are displayed in this paper with regard to the transformation process classified and discussed. The evaluation shows that 93% of the interviewees have named one of Switzerland＇s constitutional duties （defense, support of the civilian authorities, and promotion of peace within an international context） as the most important task of the Swiss Armed Forces. Mainly the national defense order and the subsidiary support of the civilian authorities are approved by the Swiss population.展开更多

At present, global governance and state governance are integrated into a kind of ＂holistic governance＂ based on their interaction and int...Global governance largely grows out of the externalities in state governance. At present, global governance and state governance are integrated into a kind of ＂holistic governance＂ based on their interaction and interpenetration. Our understanding of their interplay can be traced back to ideas that developed from ancient Greek and Roman times to the early 20th century. More recently, from the second half of the 20^th century, theories of the interaction between global and state governance essentially revolved around the externalities in state governance and efforts to overcome those externalities by designing an ideal world. Today, the interaction between global and state governance is of great practical significance, serving to inspire the establishment of a global order based on sharing, integration and symbiotic harmony. However, we should also be aware that this interaction may be converted by great powers to the service of their own interests. At present, China can help reshape the global governance order of the 21st century by strengthening its own development, promoting benign interaction between global and state governance, actively harnessing the potential of its state governance capacity and sharing its experience and ideas.展开更多

In the tide of globalization and information technology, geopolitics has become an important subject for global pattern interpretation and policy making. It is essentially important to have a scientific and systematic review on international geopolitics to promote its development. Based on the bibliometric statistics, the paper reviews the research development of geopolitics on the Web of Science from 1996 to 2015. The history, journals, papers and key research areas of geopolitics have been revealed in the paper. By the analysis of bibliometric statistics, the number of papers recently published in the journals of political geography and related geography journals continues to increase. The key areas of geopolitical papers which are globally highly cited include geopolitical interpretation of the countries and borders, critical geopolitics, emotional geopolitics, feminist geopolitics and other topics. Before the year of 2000, the state and borders were hot topics of the geopolitical research. Yet since 2000, it has been the trend that the geopolitics is increasingly set in the context of geographical implications. At the same time, critical geopolitics appears to be the main area of geopolitical research, especially transitioning from traditional geopolitics towards the humanism-embeddedness(such as emotional geopolitics, feminist geopolitics). The paper then systematically reviews the branch trends of geopolitical research, including the borders and the territory, global geo-culture and geo-economics, Chinese models of geopolitics, resource conflicts and ecological politics, as well as emotional geopolitics. Finally, it puts forward the implication that Chinese geopolitical studies should reinforce the importance of geographical space and scale, use the process of description and multiple methods, as well as integrate humanistic thoughts, in order to further enrich the theories and practices of geopolitical research.展开更多

The problem with inequality is not that it exists but that it may be poorly conceived, especially in public discourse, and consequently that it is inadequately managed. Inequality extends well beyond questions of income and wealth to the distribution of power, of gender and of generation.
