The 13th Five-year Plan period (2016-2020) is a crucial period for environmental protection in China and represents the last chance for the achievement of the environmental objective under the goal of building a wel...The 13th Five-year Plan period (2016-2020) is a crucial period for environmental protection in China and represents the last chance for the achievement of the environmental objective under the goal of building a well-off society in an all-round manner. During this period of time, China' s environment is confronted with the following major risks: risks of environmental quality, human health, ecological security, balanced regional development and international influence. The overall conclusion is that the tendencies of changing eco-environment are complex, problems remain outstanding, and some risks have abated while others have intensified with possible improvements in the future. Future prospects mainly depend on the intensity of actions taken. It is suggested that environmental protection strategy of"overall optimization" be adopted for the 13th Five-year Plan period, i.e. environmental protection requirements should be incorporated into political, economic, social and cultural spheres, so that these areas with major influence on the natural environment will improve and transform towards an environmentally friendly direction and ultimately help achieve the objective of improving eco-environment and people's welfare. In order to fundamentally reverse mainstream understanding on environmental protection, it is suggested to define the "contradiction between environmental pressures arising from growing economic development and China ' s limited and fragile environmental capacity" as a major contradiction of Chinese society.展开更多
Karst rocky desertification is one of the major ecological and environmental problems that threaten the sustainable development of southwestern China. It is caused by irrational and intensive land-use patterns in kars...Karst rocky desertification is one of the major ecological and environmental problems that threaten the sustainable development of southwestern China. It is caused by irrational and intensive land-use patterns in karst geo-ecological environment. Therefore, it is vital to identify how human forces work on this degraded environment. Based on the soil erosion information in 2000 and remote sensing images of Guanling County collected in 2000 and 2007, four grades of karst rocky desertification data in 14 villages of Guanling County were extracted. Impacts of population, affluence, and other human forces on karst rocky desertification were analyzed using STIRPAT model. The results show that:1) Factors of population and affluence had strong influence on karst rocky desertification. In the STIRPAT model analysis, the population and affluence coefficients were positive, indicating that the increase in population and affluence would lead to more serious desertification. 2) Factors of farmer correlated with karst rocky desertification negatively, especially the way of viewing the relationship between people and nature, and the level of knowledge about rocky desertification. Government behavior was not a significant factor in this analysis. 3) The findings provide evidence that STIRPAT model can be used to analyze the relationship between human driving forces and rocky desertification.展开更多

The proposed system not only maintains all the advantages of the more conventional implementations but also enhances them in the following ways: 1) the application program interfaces (API) are used to transmit data and messages among different parts of the system; 2) the integrated system can support studies on land evaluations and ecological analyses by efficient management of attribute and spatial data and 3) correspondingly, spatial records and attributive records are linked by the same identifiers (ID). A case study application in Zigui County of the Three Gorges Area in China demonstrates that the system could employ land-use maps and land property data to predicate and analyze the land utilization changes in the past, present and future. The ecological environment analysis can be carried out with the data of land, economics and terrain map used, showing that the system can be widely applied, especially to survey land and environment resources in the countryside area.展开更多
Based on data of questionnaire and field survey and two developing models of Business As Usual (BAU) and the Intensive Urbanization (IU), this article, taking Wuwei City, a medium size city and typical oasis arid area...Based on data of questionnaire and field survey and two developing models of Business As Usual (BAU) and the Intensive Urbanization (IU), this article, taking Wuwei City, a medium size city and typical oasis arid area in Gansu Province with very vulnerable and sensitive natural environment but long history of oasis economy, as an example, evaluated the sustainability of its environment and analyzed the scenarios of Wuwei’s household energy consumption, waste discharge in transportation industry, primary industry, secondary industry, tertiary industry, by the integration of the systematical dynamics model Stella and Polestar language to simulate the future development of the research area. The results showed that, first, the developing model of IU was propitious to Wuwei City named for oasis economy and vulnerable natural environment. The strategy of "Intensive Urbanization" can change the structure of energy utilization, and improve the efficiency of energy utilization. Second, the proportion of domestic energy consumption will decrease with industrialization and economic development, while that of tertiary industry, secondary industry and transportation will gradually grow up according to strategy of "Intensive Urbanization". Third, the Wuwei City is facing a severe eco-environmental crisis under the conventional patterns of development and a better future under a sustainable urbanization scenario, in the next 10 to 20 years. The different developing trends were clarified and the relative countermeasures were put forward for the policy makers according to the driving forces.展开更多
During the rapid industrialization and urbanization of China,urban agglomeration in river basin areas raises the problems of over-use of water resources and pollution of the water environment.Related research in China...During the rapid industrialization and urbanization of China,urban agglomeration in river basin areas raises the problems of over-use of water resources and pollution of the water environment.Related research in China has mainly focused on the conflicts among economic growth,urban expansion and water resource shortages within admin-istrative boundaries.However,water environments are much more dependent on their physical boundaries than their administrative boundaries.Consistent with the nature of water environment,this study aims at analyzing coordination relationships between urban development and water environment changes within physical river basin boundaries.We chose the Shayinghe River Basin,China,as our case study area which is facing serious challenges related to water en-vironment protection.Then we classified 35 county-level administrative units into upstream,midstream and down-stream regions based on their physical characteristics;analyzed the coordination degree of urban agglomeration using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method;and constructed cooperative models using the Linear Programming (LP function) to simulate four scenarios of the coordination relationship be-tween urban population increase and water environment protection based on existing water resources and water pollu-tion data.The results show that the present coordinative situation in Shayinghe River Basin is not sustainable.In gen-eral,more than 50% administrative units are in the bad coordinative situation.In particular,the downstream region is under worse condition than the upstream and midstream regions.Cooperative models in scenario analyses indicate that the population scale set in existing urban master plannings is not coordinated with the water environment protection.To reach the goal of regional sustainable development,the total population needs to be controlled such that it will re-main at 4.5×10 7 or below by 2020 given the capacity of water environment.展开更多

Engineering construction has major influence on the permafrost environment.This paper analyzes the interaction between engineering construction and permafrost environment along the Chaidaer-Muli Railway(simply,CMR) ba...Engineering construction has major influence on the permafrost environment.This paper analyzes the interaction between engineering construction and permafrost environment along the Chaidaer-Muli Railway(simply,CMR) based on the press-state-response(PSR) framework.The permafrost environmental system is divided into three subsystems,consisting of permafrost thermal stability,proneness to the freeze-thawing erosion and permafrost ecological fragility.Each subsystem considers its most important influencing factors.Catastrophe Progression Method(CPM) is applied to calculate the current environment condition along the railway.The result indicates that:(1) as far as the thermal stability is concerned,most sections along the CMR are mainly concentrated in rank Ⅲ(fair situation),and a few in Ⅱ(good situation) and Ⅳ(bad situation),respectively;(2) for the proneness tothe freeze-thawing erosion,the entire railway route falls largely in rank Ⅱ(good situation);(3) along the CMR,the ecological fragility of the permafrost environment is in rank Ⅱ(good situation),or slightly fragile;(4) overall,the permafrost environments along the CMR are in rank Ⅲ(fair situation) or Ⅱcondition(good situation).In general,the permafrost environment along the CMR is fair.It is mainly because a series of active measures of protecting permafrost were taken for stabilizing the CMR foundation soils.On the one hand,we should try our best to minimize the influences that engineering activities have exerted on ecology and environment,on the other hand,the positive measures have made improvements to prevent the permafrost environment from deterioration.展开更多

However, activities in a fast-growing economy significantly impact the suppl...Watersheds provide a variety of ecological services including soil and water conservation, carbon sequestration and biodiversity protection. However, activities in a fast-growing economy significantly impact the supply and demand of these watershed services. To mitigate these impacts, the concept of payment for environmental and ecosystem services from water-sheds has emerged in global academic and policy circles. The governments and academic communities in China have increas-ingly described payments for ecological services from watersheds with the concept of watershed eco-compensation as it is urgent to protect watershed ecosystems. Watershed eco-compensation has proved to be one of the most economically effective means of solving environmental problems of watersheds to be adopted by the Chinese government. This paper presents an objective analysis of the Chinese market for watershed ecosystem services, including supply and demand for the services. It also summarizes Chinese policies on watershed eco-compensation, including relevant laws and regulations and fiscal policies. In addition, it presents a re-view of Chinese practices in watershed eco-compensation, in-cluding the analysis of an ecological construction project in West-ern China, inter-provincial watershed eco-compensation practices and plans, and payment for ecological services at the provincial and small watershed levels. Finally, it summarizes the key com-ponents of the process of payment in Chinese watershed eco-compensation. This discussion forms the basis of concluding suggestions for ecosystem services compensation and ecological protection in the large scale river basin.展开更多

Using social exchange theory, this study investigated residents' attitudes toward the preliminary stage of tourism development in nature reserves in Wuyishan National Nature Reserve of China, and the socio-economic a...Using social exchange theory, this study investigated residents' attitudes toward the preliminary stage of tourism development in nature reserves in Wuyishan National Nature Reserve of China, and the socio-economic and negative effects of residents' attitude toward the tourist industry. Results of the questionnaire survey indicated that local people perceived they could benefit from the economic activities related to tourism, and were supportive of the conservation of natural resources and local culture, sustainable community development, and community participation in ecotourism planning and management. This study also revealed that the variables of age, gender, education level, household income, family size, non-farm work arrangements, and the distance to tourism attractions, have significant association with respondents' attitudes toward ecotourism development, or negative impacts of the tourist industry. Respondents who are male, or have a higher household income, are more supportive of tourism development inside the reserve. Younger and more highly educated community members are more likely to support learning more about natural and cultural resources and landscapes. Respondents who have a hieher household income, or live far fromthe village center, are more concerned about the negative environmental impacts of tourism development.展开更多

Using the data we collected in five environmental migration resettlement villages in 2009 and the basic information of the nonmigrants, this paper calculated the index of migration differences to examine the selectivity between migrants and nonmigrants. Spartina alterniflora is ecologically important in its original habitat; however, it has caused controversy since it was introduction into China(now it has been spreading rapidly on the Jiangsu, Shanghai, Zhejiang and...Spartina alterniflora is ecologically important in its original habitat; however, it has caused controversy since it was introduction into China(now it has been spreading rapidly on the Jiangsu, Shanghai, Zhejiang and Fujian coasts). The purpose of the present contribution is, on the basis of an analysis and synthesis of existing data sets, to evaluate the environmental-ecological effects of S. alterniflora, and to identify the relevant scientific problems that require further research in the future. Investigations have shown that, by reducing the near-bed shear stress associated with tidal currents, S. alterniflora can enhance the settling flux of suspended sediment and deposition rate on the tidal flats over the region. Further, field survey and analysis indicate that the S. alterniflora salt-marsh has a high primary production and provides a new type of habitat for the native benthic fauna. Some macro-, meio- and micro-fauna that used to live in the native salt-marshes have adapted to the S. alterniflora salt-marsh, forming a new ecosystem. Under the influences of a number of background factors, such as latitude variations and the coastal type, the environmental-ecological changes induced by Spartine have regional differentiations. To the north of Hangzhou Bay, with a high position of the pre-Holocene stratum base, a large width of the tidal flats, and a gentle bed slope, only a small part of the intertidal zone is occupied by the S. alterniflora salt-marsh. Here, the S. alterniflora salt-marshes mainly play a positive role in coastal protection and ecosystem functioning. In contrary, to the South of Hangzhou Bay, The pre-Holocene deposits are situated in relatively deeo waters, and the width of the tidal flats formed within coastal embayments is relatively narrow. As such, the expansion of S. alterniflora has squeezed the living space of other intertidal organisms, thus has a negative ecological effect. Therefore, the regional differentiation of the Spartina effects should be sufficiently considered in coastal development and management. Furthermore, in order to predict the future evolution of the S. alterniflora wetlands over the region, in addition to in situ monitoring and measurements, an ecosystem dynamic model should be established, taking into account the coupling of the rerrestrial and marine environmental-ecological processes.展开更多

文摘During the rapid industrialization and urbanization of China,urban agglomeration in river basin areas raises the problems of over-use of water resources and pollution of the water environment.Related research in China has mainly focused on the conflicts among economic growth,urban expansion and water resource shortages within admin-istrative boundaries.However,water environments are much more dependent on their physical boundaries than their administrative boundaries.Consistent with the nature of water environment,this study aims at analyzing coordination relationships between urban development and water environment changes within physical river basin boundaries.We chose the Shayinghe River Basin,China,as our case study area which is facing serious challenges related to water en-vironment protection.Then we classified 35 county-level administrative units into upstream,midstream and down-stream regions based on their physical characteristics;analyzed the coordination degree of urban agglomeration using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method;and constructed cooperative models using the Linear Programming (LP function) to simulate four scenarios of the coordination relationship be-tween urban population increase and water environment protection based on existing water resources and water pollu-tion data.The results show that the present coordinative situation in Shayinghe River Basin is not sustainable.In gen-eral,more than 50% administrative units are in the bad coordinative situation.In particular,the downstream region is under worse condition than the upstream and midstream regions.Cooperative models in scenario analyses indicate that the population scale set in existing urban master plannings is not coordinated with the water environment protection.To reach the goal of regional sustainable development,the total population needs to be controlled such that it will re-main at 4.5×10 7 or below by 2020 given the capacity of water environment.
文摘Recently the behavior of human has resulted in the deterioration of global ecological environment, and global warming and environmental pollution have caused the occurrence of extreme events frequently If we repeat the reckless environmental overkill, civilization will enter a victous circle of decline and lose even the strength and vitality to live in harmony with the environment. At Present, China is in a speciat period of rapid economic develop- ment. Some enterprises focus on short-term profits and don't formulate long-term strategies. For example, with the rapid expansion of the steel industry, some serious problems have emerged. Based on principles of industrial ecology and the concept of circular economy, to develop a new development model, taking a new road to industrialization is very necessary. Re-examining the current steel enterprises, this' paper proposes the new methods of the integration of material, energy integration, water system integration and sharing of information and facilities. Through ecologi- calization of technology, system, and industrial structure and product structure adjustment, the eco-transformation of the modern steel industry will be gradually achieved in China

文摘Engineering construction has major influence on the permafrost environment.This paper analyzes the interaction between engineering construction and permafrost environment along the Chaidaer-Muli Railway(simply,CMR) based on the press-state-response(PSR) framework.The permafrost environmental system is divided into three subsystems,consisting of permafrost thermal stability,proneness to the freeze-thawing erosion and permafrost ecological fragility.Each subsystem considers its most important influencing factors.Catastrophe Progression Method(CPM) is applied to calculate the current environment condition along the railway.The result indicates that:(1) as far as the thermal stability is concerned,most sections along the CMR are mainly concentrated in rank Ⅲ(fair situation),and a few in Ⅱ(good situation) and Ⅳ(bad situation),respectively;(2) for the proneness tothe freeze-thawing erosion,the entire railway route falls largely in rank Ⅱ(good situation);(3) along the CMR,the ecological fragility of the permafrost environment is in rank Ⅱ(good situation),or slightly fragile;(4) overall,the permafrost environments along the CMR are in rank Ⅲ(fair situation) or Ⅱcondition(good situation).In general,the permafrost environment along the CMR is fair.It is mainly because a series of active measures of protecting permafrost were taken for stabilizing the CMR foundation soils.On the one hand,we should try our best to minimize the influences that engineering activities have exerted on ecology and environment,on the other hand,the positive measures have made improvements to prevent the permafrost environment from deterioration.

文摘Watersheds provide a variety of ecological services including soil and water conservation, carbon sequestration and biodiversity protection. However, activities in a fast-growing economy significantly impact the supply and demand of these watershed services. To mitigate these impacts, the concept of payment for environmental and ecosystem services from water-sheds has emerged in global academic and policy circles. The governments and academic communities in China have increas-ingly described payments for ecological services from watersheds with the concept of watershed eco-compensation as it is urgent to protect watershed ecosystems. Watershed eco-compensation has proved to be one of the most economically effective means of solving environmental problems of watersheds to be adopted by the Chinese government. This paper presents an objective analysis of the Chinese market for watershed ecosystem services, including supply and demand for the services. It also summarizes Chinese policies on watershed eco-compensation, including relevant laws and regulations and fiscal policies. In addition, it presents a re-view of Chinese practices in watershed eco-compensation, in-cluding the analysis of an ecological construction project in West-ern China, inter-provincial watershed eco-compensation practices and plans, and payment for ecological services at the provincial and small watershed levels. Finally, it summarizes the key com-ponents of the process of payment in Chinese watershed eco-compensation. This discussion forms the basis of concluding suggestions for ecosystem services compensation and ecological protection in the large scale river basin.

文摘Using social exchange theory, this study investigated residents' attitudes toward the preliminary stage of tourism development in nature reserves in Wuyishan National Nature Reserve of China, and the socio-economic and negative effects of residents' attitude toward the tourist industry. Results of the questionnaire survey indicated that local people perceived they could benefit from the economic activities related to tourism, and were supportive of the conservation of natural resources and local culture, sustainable community development, and community participation in ecotourism planning and management. This study also revealed that the variables of age, gender, education level, household income, family size, non-farm work arrangements, and the distance to tourism attractions, have significant association with respondents' attitudes toward ecotourism development, or negative impacts of the tourist industry. Respondents who are male, or have a higher household income, are more supportive of tourism development inside the reserve. Younger and more highly educated community members are more likely to support learning more about natural and cultural resources and landscapes. Respondents who have a hieher household income, or live far fromthe village center, are more concerned about the negative environmental impacts of tourism development.
文摘Suburbanization in large cities is an important phenomenon in the process of urbanization development in China in recent decades,which plays a very important role in promoting city development,whereas some side effects on the eco-environment appeared at the same time.This paper,taking Xi'an City in China as a case study site,analyzed the features of population suburbanization and industry suburbanization and pointed out the impacts of suburbanization on urban eco-environment.Based on the research,suggestions of countermeasures for urban planning and municipal management of Xi'an City in protecting urban eco-environment and conserving natural ecology were put forward in the end.
文摘Sanjiangyuan Area is located in Tibetan Plateau in Qinghai Province in China. It's the source of Yangtze River, Huanghe River and Lancangiiang River. Since the ecological environment became worse in recent decades, Qinghai government conducted an environmental migration project to move the herdsman out of Sanjiangyuan Area to protect the environment. Using the data we collected in five environmental migration resettlement villages in 2009 and the basic information of the nonmigrants, this paper calculated the index of migration differences to examine the selectivity between migrants and nonmigrants. The policy implication will also be discussed in this paper.

文摘Spartina alterniflora is ecologically important in its original habitat; however, it has caused controversy since it was introduction into China(now it has been spreading rapidly on the Jiangsu, Shanghai, Zhejiang and Fujian coasts). The purpose of the present contribution is, on the basis of an analysis and synthesis of existing data sets, to evaluate the environmental-ecological effects of S. alterniflora, and to identify the relevant scientific problems that require further research in the future. Investigations have shown that, by reducing the near-bed shear stress associated with tidal currents, S. alterniflora can enhance the settling flux of suspended sediment and deposition rate on the tidal flats over the region. Further, field survey and analysis indicate that the S. alterniflora salt-marsh has a high primary production and provides a new type of habitat for the native benthic fauna. Some macro-, meio- and micro-fauna that used to live in the native salt-marshes have adapted to the S. alterniflora salt-marsh, forming a new ecosystem. Under the influences of a number of background factors, such as latitude variations and the coastal type, the environmental-ecological changes induced by Spartine have regional differentiations. To the north of Hangzhou Bay, with a high position of the pre-Holocene stratum base, a large width of the tidal flats, and a gentle bed slope, only a small part of the intertidal zone is occupied by the S. alterniflora salt-marsh. Here, the S. alterniflora salt-marshes mainly play a positive role in coastal protection and ecosystem functioning. In contrary, to the South of Hangzhou Bay, The pre-Holocene deposits are situated in relatively deeo waters, and the width of the tidal flats formed within coastal embayments is relatively narrow. As such, the expansion of S. alterniflora has squeezed the living space of other intertidal organisms, thus has a negative ecological effect. Therefore, the regional differentiation of the Spartina effects should be sufficiently considered in coastal development and management. Furthermore, in order to predict the future evolution of the S. alterniflora wetlands over the region, in addition to in situ monitoring and measurements, an ecosystem dynamic model should be established, taking into account the coupling of the rerrestrial and marine environmental-ecological processes.
