One of the best solutions for both issues is to improve energy efficiency. To improve energy efficiency, it is commonly recognized by both standards and energy sectors that Minimum Energy Performance Standards (MEPS) could play an important role . China and the USA, the top two energy consumption countries in the world, both have adopted MEPS program to address the problem of energy conservation and environmental protection. This paper analyzes and compares the two countries' MEPS programs from a historical and legal context, examining the role of different stakeholders in the process,the process, the outcomes by standards,and then makes some recommendations for both sides.展开更多

It can be beneficial not only f...Standard e-government information system(SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects--information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.展开更多

In this paper, Endurance Time Analysis (ETA) method which is a new time-history based dynamic pushover procedure is introduced and its application in linear analysis of concrete arch dams is investigated. In this me...In this paper, Endurance Time Analysis (ETA) method which is a new time-history based dynamic pushover procedure is introduced and its application in linear analysis of concrete arch dams is investigated. In this method the structure is subjected to gradually intensifying acceleration functions and its performance is evaluated based on the length of the time duration that can satisfy required performance criteria. For this purpose Dez arch dam is selected as case study, fluid-structure interaction is taken into account and F.E. model of the system is excited in three performance levels. ETA method gives an approximation of maximum response at the equivalent target time, resulted from analyzing the system based on natural records. Extracted results are displacement, velocity and acceleration of the crest at crown cantilever. Results show using of ETA method can reduce at least 50% in number of analyses and 70% in total time of analyses at the current case. Furthermore, it is found that although the results of the ETA are not exactly consistent with the results of time-history analyses using real ground motions, errors are reasonable and ETA can identify performance levels of the dam with acceptable accuracy.展开更多
