This paper aims to study the...Communities in developing country mountain areas,in part due to their remoteness,find themselves excluded from social,political and economic systems; and excluded from access to resources. This paper aims to study the impact of information and communication technologies (ICTs) on remoteness and exclusion. It utilises two models - the resource movement framework,and the "information chain" - to analyse a telecentre in one district of mountainous Huancavelica,Peru's poorest region,set in the high Andes. It finds ICTs enabling new and positive resource flows for the two key user groups:teenaged school students and young farmers. These help to maintain social networks. They also support information searches that have improved agricultural practice where other information chain resources have been available. But non-use and ineffective use of the telecentre are found where information chain resources are lacking. ICTs have some impacts on intangible elements of remoteness. In this particular example,they also offer access to some previously-excluded resources. But they have not really addressed the systematic exclusions faced by mountain communities. And they so far appear to be a technology of inequality; favouring those residents who begin with better resource endowments.The paper concludes by offering some recommendations for mountain ICT project practice.展开更多

Corporate social responsibility (CSR) has received a lot of attention in the last few decades, from the economic responsibility to generate profits, to the discretionary responsibility to meet extra activities that ...Corporate social responsibility (CSR) has received a lot of attention in the last few decades, from the economic responsibility to generate profits, to the discretionary responsibility to meet extra activities that society finds desirable. Companies are under pressure from the stakeholders to engage in the line of social, environmental, and economical responsibilities. Until now, no research has been conducted on CSR performance using a dataset from the telecommunication industry in Sudan. Hence, this paper has investigated the strategic importance of CSR in a Sudan telecommunication company (Sudatel). In doing so, the paper has sought to understand whether the concept of CSR programs is featured in the company's culture and strategic plans or whether the management of the company is highly committed to CSR programs. Telecommunication companies are expanding in economic size. Considered as the largest industry in the world in terms of employment and the fastest growing area in business, there are many social and economic benefits and opportunities that can be created through investment in the telecommunication infrastructure, which has the potential to enhance sustainable development, especially for developing countries. To investigate this problem, a qualitative case study methodology is used to collect and analyze the data. Results indicate that the CSR concept is part of the company's strategic plan and given high commitment from the top management.展开更多

As the "cell" of the city, the construction of intelligence community arises. Resident service system and e-government application system have been used in the traditional information community, but these systems are independent of each other, lack of interconnectedness, which results in the phenomenon of information isolated island. Intelligence community integrated information service platform can integrate information service resources and provide residents with efficient and convenient life. From the meaning, operation mode, we can design the cooperative, open and extensible system architecture.展开更多

This paper po...There are documented differences between the success and failure factors in the developed and developing countries with regard to the adoption and embracement of Openness in e-Government practice models. This paper posits that e-Government constitutes a critical context for social and economic development in both developed and developing countries. The paper also suggests that e-Government encompasses more than just technology, that is, attempts to highlight the social and economic implications of changes that have occurred in recent years as a result of the transparency and accountability of government and how software usage can influence digital inclusion, trust and privacy and possible strategies to eliminate the digital divide by encouraging greater public and commercial use and re-use of government information through putting govermnent data on the Web. In addition to leveraging economic development, e-Government also helps to stream line govemment services to more social based values of inclusion and citizens' participation, accessibility and power relationship ratios. Although e-Government is not a new phenomenon in most developed countries such as the US, UK, Japan, most of the European countries and some developing countries in Asia and Africa which have already announced their Open Government Initiatives and data portals it also leads to greater information asymmetry among citizens and government and also, institutionalization and diffusion asymmetry of the practice of the current Openness in e-Government models within developed and developing countries. Drawing on organizational decision-making research and following the explorative and grounded based research approach the findings of this research are that the information asymmetry between citizens and government and asymmetry in institutionalization and diffusion within developed and developing countries are widely attributed to socio-economic and political variations in developed and developing countries. Unless these differences are skill fully identified and accommodated as such into the development and use models, Openness in e-Government efforts would not help achieve the social and economic development goals by both developed and developing countries.展开更多
