In this paper, a novel approach to developing ECDIS was given and then an effective method was proposed for route design and automatic check. The mathematical model and logical relationship for coordinate transformation were also provided. They were adopted in ECDIS developing, which was based on the researeh of the Vxworks real-time operating system. The paper presents the electronic platforms of public administration services in Poland. The analysis of e-government was conducted based on selected statistics from reports prepared by the United Nations in 2010 and 2012. The data for the European Union and Poland are summarized in the table in order of occupied places in the ranking and evaluation of e-government and e-services in Poland on the background of world and the European Union are presented in the form of graphs.展开更多

This paper is an improvement over beta-Nakagami distribution developed by Shittu and Adepoju (2013). Here we propose the addition of one parameter to the two parameter continuous Nakagami-m distribution (Nakagami, ...This paper is an improvement over beta-Nakagami distribution developed by Shittu and Adepoju (2013). Here we propose the addition of one parameter to the two parameter continuous Nakagami-m distribution (Nakagami, 1960) that was designed for modeling the fading of radio signals. The resulting distribution referred to as Exponentiated Nakagami (ENAK) distribution is a generalization of the classical Nakagami distribution. The statistical properties of the proposed distribution such as moments, moment generating function, the asymptotic behavior among others were investigated. The method of maximum likelihood is used to estimate the model parameters and the observed information matrix is derived. A real data set is used to compare the new model with the class of Nakagami distributions. Our findings showed that the Exponentiated Nakagami distribution is more flexible than beta-Nakagami distribution with better representation and less computational effort.展开更多
Based on the VHF lightning locating system,a three-dimensional-space cell-gridded approach is used to extract the lighting channel and calculate the length of the channel.Through clustering of the located radiation so...Based on the VHF lightning locating system,a three-dimensional-space cell-gridded approach is used to extract the lighting channel and calculate the length of the channel.Through clustering of the located radiation sources and then extracting the lightning channel,it can accurately obtain the length of the channel.To validate the feasibility of the approach,a simulation experiment is designed,and it shows the length error is no more than 10%.The relationship between the NO production of per unit arc length and atmospheric pressure obtained in laboratory is applied to the NOX production of per unit flash length at different altitudes in this paper.The channel length and the NOX production of 11 negative cloud-to-ground flashes and 59 intracloud flashes in an isolated thunderstorm in the northeastern Qinghai-Tibet Plateau are calculated.The results show that the average channel lengths of per cloud-to-ground and intracloud flash are 28.9 and 22.3 km respectively;the average NOX productions of per cloud-to-ground and intracloud flash are 1.89×1025 and 0.42×1025 molecules,respectively.展开更多
