Surface mining activities may introduce damages to nearby infrastructure. Concerns are put forward by the power company about structural integrity of electric power transmission structures in areas where coal mining activities cause strong ground vibrations. Common practice in the power industry is to limit ground motion by specifying maximum Peak Particle Velocity. So far, there is a lack of industry-wide recognized guidelines on how ground vibration limits should be set for the transmission structures. In order to develop a defense strategy to protect power transmission lines against strong ground motions in mining areas, a systematic research work was conducted to establish strong ground vibration characteristics and to study impacts of ground excitations on transmission pole structures. Ground movements were recorded using geophones and wireless tri-axial sensing units. The process of generating ground motion response spectra via analyzing actual ground motion measurements is described in the paper. These spectra developed based on peak particle velocities were used as a basis for spectral analysis performed using validated Finite Element models to obtain structural displacements, reactions and stress states of the transmission pole structures in the mining sites. A quantitative ground motion limit was established by comparing structural responses with the corresponding design requirements. 展开更多

This paper proposes a new channel access algorithm based on channel occupancy time (COT) fairness to guarantee fairness and improve the aggregate throughput of 802.11b multi-rate WLANs. In the algorithm, the COT is used as fairness index to analyze the fairness of WLANs instead of the channel access probability (CAP) used in the distributed coordination function (DCF). The standard COT is given by access point (AP) and broadcasted to all wireless stations. The AP and wireless stations in the WLAN can achieve COT-based fairness by adjusting their packet length, sending the multiple back-to-back packets at one time, or giving up an opportunity to access the channel. Analysis and simulations show that our algorithm can provide COT-fairness. Compared with the CAP-based algorithm, the proposed algorithm leads to improvements in aggregate throughput of IEEE 802. lib multi-rate WLANs. 展开更多

Evaluation of Greenhouse Gas Emissions from and the Economic Efficiency of the "Hita City Biomass Recycle Center" 被引量:1

The environmental an... Many biomass recycling facilities have been established in Japan, but its environmental efficiencies have been studied little. MIC has stated that these facilities do not work as well as expected. The environmental and economic efficiencies ofa biomass recycling center (representative of other recycling facilities) in Hita city are assessed here. The center was built to decrease the amount of waste needing to be disposed of, and is unusual in that it generates electricity using the methane produced. Electricity produced from biomass sells at a higher price than electricity sold by electricity companies in Japan, and this strongly affects the recycling center operation. The environmental efficiency of the recycling center was assessed using a lifecycle assessment method, and the economic efficiency was assessed from the amounts of greenhouse gases emitted and the running costs. As the result, it was clear that the recycling center emits about 20% of the greenhouse gases that were previously emitted. Treating biomass at the recycling center costs 1,356 yen per ton of biomass throughout the year. In conclusion, the recycling center decreases the environmental footprint of Hita city. The cost of decreasing greenhouse gas emissions is about 1,400 yen per ton of biomass. 展开更多

As the voltage has local characteristics in a power system, system voltage control has depended on human experts in distribution substation local reactive power control station so far in Korea. Since coordinative automatic control has been possible due to the recent advances in computers and communication networks, the hierarchical voltage control system, consisting of primary, secondary, and tertiary control, has been applied in several European countries. Recently the Korea power system has been operated more closely to stability limits because of rapid growth in load-demand as seen in Europe. For this reasons, Korea electric power corporation recognized the need of the voltage control system and developed the voltage control system. This paper presents an intelligent voltage control system for domestic power system using numerical algorithm based on the sensitivity matrix and the expert system. Dynamic characteristics of the developed system are investigated using EMTDC (electromagnetic transient DC analysis program) and RTDS (real time digital simulator). Moreover, the static energy-efficient power control (SEPC) algorithm is proposed in static scenario to maximize the capacity of secondary users (SUs) and to reduce the power consumption according to the interference from PU to SU. Furthermore, based on the analysis of PU's dynamic feature with Markov chain and SEPC algorithm,the dynamic energy-efficient power control (DEPC) algorithm is proposed taking into account the probability of detection and false alarm caused by sensing errors. Extensive simulation results show that the performance of the proposed algorithms is significantly improved compared with the existing algorithm. 展开更多

A large magnitude-9.0 earthquake struck northeast Japan on March 11, 2011. Thirty minutes later, a tsunami reached Tokyo Electric Power Corporation (TEPCO)'s Fukushima Daiichi nuclear power station, and the emergency diesel generators submerged under water. Three units of the reactor experienced meltdown, and hydrogen explosions occurred at reactor houses. The RIKEN Nishina Center (RNC) contributed to the radiation screening effort by providing human resources, instruments, and transportation. The RNC also carried out extraction work and sample tests for soil contamination. Last summer, RIKEN was legally required to save 15% (equivalent to 3.3 MW) of its allocated electricity in its contract, making it extremely difficult to conduct experiments using accelerators. Accelerator operation was thus reduced to a minimum during the first half of the year. The RNC has a gas-turbine-based co-generation system (CGS) with an electrical capacity of 6.5 MW. The CGS was operated non-stop until the end of the year. RIKEN is constructing two sets of CGSs, each with a capacity of 1.5 MW to be commissioned this autumn. 展开更多

The article deals with the built experience by the CESP (Sao Paulo's Electricity Company) in Urubupunga Complex, during 1950s and 1960s, with concomitant construction of urban centers--an provisional in Jupih and another permanent in llha Solteira--with accommodation for singles, working villages and residences for technicians and engineers. The city of Ilha Solteira implanted permanently was an intermediate form of organization between the camp of Jupia and the structure of a city, with a slightly more open community in which the citizens were still quite protected by the company. This study aims to describe the planning and the process of opening the core of Ilha Solteira, through non participant observation field work and research literature on the topic of its conversion into town and the attempt to create a pole of development for the region through their characteristic urban design plan: linear city and radio concentric city. However, the transformation of Ilha Solteira on a city in the early 1980s happened in the crisis of developmentalism and authoritarianism, in a time when the CESP no longer wished to transform Ilha Solteira in pole of regional development, but in a city able to stand alone, because their maintenance costs become prohibitive. 展开更多

Power quality is one of the major concerns among consumers and electric utility companies. CUPS (custom power systems) devices are used to improve the quality of power and enhance the reliability of the power supply in the distribution networks. The DVR (dynamic voltage restorer) is an important CUPS device used to mitigate voltage sag/swell and imbalances. Various control techniques have been implemented to control the DVR, among which the PID (proportional-integral-derivative) controller is dominant because of its model independent property and its error driven technique. In this paper, a new controller based on the ADRC (active disturbance rejection control) concept is developed, and its performance is compared to that of the PID controller. The model of the DVR and its ADRC and PID controllers were developed under the MATLAB (matrix laboratory)/Simulink environment. The simulation results demonstrated the effectiveness of the ADRC over the PID controller. 展开更多

Over the past several years, the Taiwan Power Company has launched two smart pricing programs to assess the demand response of residential customers: the TOU (time-of-use) rate scheme and the DRI (demand reduction incentive) scheme. This paper discusses these two programs and evaluates their respective performances. We develop an efficient approach based on marginal cost pricing to redesign the TOU rate scheme. In our finding, the TOU price levels could be revised to encourage more customers to participate by enlarging the price gap. Moreover, the DRI scheme can be further improved in order to reach an efficient win-win solution among customers, the utility and society. This can be achieved via a careful design of incentive tariff discounts to take account of the time-of-use or location-specific features of the power supply/demand condition. 展开更多

The quality of supply in Spain is regulated by Act 54/1997 as the basic standard and further developed by Royal Decree 1955/2000, among others. Also this law (1997) introduces the division between generators, distribution companies and retailers. The aim of this paper is to provide an overview of the fundamental parameters to be taken into account when examining the status of national regulations in Spain on the quality of electricity supply, in addition to describing the various agents intervening in these. There are two more aspects to consider: the guarantee of supply and energy is provided at the lowest cost to consumers. The authors propose to include phase-shifting transformers at specific strategic points, in accordance with power flow control principles in parallel circuits. Finally, it can be concluded that Royal Decree 222/2008 needs reviewing and applying effectively, as do modifications to Royal Decree 1995/2000 providing remuneration that effectively induces electricity companies to invest in their networks, and ends with "a well-paid electricity company is obliged to invest in network improvements". 展开更多
