As the cinema had a wide-ranging influence upon ordinary people, the Nationalist Party began immediately to set out laws and regulations for film management, from the Shanghai Film Censorship Commission, the Film Censorship Committee (FCC) constituted by the Ministry of Education and the Interior Ministry to the Central Film Censorship Committee (CFCC). A film censorship system led by the Nationalists was set up and gradually perfected.
