The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was first implemented in the banking sector,to AI governance in an effort to reduce the conflict between regulation and innovation.The AI regulatory sandbox is a new and feasible route for AI governance in China that not only helps to manage the risks of technology application but also prevents inhibiting AI innovation.It keeps inventors'trial-and-error tolerance space inside the regulatory purview while offering a controlled setting for the development and testing of novel AI that hasn't yet been put on the market.By providing full-cycle governance of AI with the principles of agility and inclusive prudence,the regulatory sandbox offers an alternative to the conventional top-down hard regulation,expost regulation,and tight regulation.However,the current system also has inherent limitations and practical obstacles that need to be overcome by a more rational and effective approach.To achieve its positive impact on AI governance,the AI regulatory sandbox system should build and improve the access and exit mechanism,the coordination mechanism between the sandbox and personal information protection,and the mechanisms of exemption,disclosure,and communication. 展开更多

The key to its control and reduction lies on dynamic monitoring and early warning. The article points out the insufficiency of traditional measuring means applied for large-scale landslide monitoring and proposes the method for extensive landslide displacement field monitoring using high- resolution remote images. Matching of cognominal points is realized by using the invariant features of SIFT algorithm in image translation, rotation, zooming, and affine transformation, and through recognition and comparison of characteristics of high-resolution images in different landsliding periods. Following that, landslide displacement vector field can be made known by measuring the distances and directions between cognominal points. As evidenced by field application of the method for landslide monitoring at West Open Mine in Fushun city of China, the method has the attraction of being able to make areal measurement through satellite observation and capable of obtaining at the same time the information of large- area intensive displacement field, for facilitating automatic delimitation of extent of landslide displacement vector field and sliding mass. This can serve as a basis for making analysis of laws governing occurrence of landslide and adoption of countermeasures. 展开更多

The design and assembly of environmental monitoring and control system for large-scale pig house with fermentation bed helped to solve the problem of environmental automatic control in piggery.The sensors would monitor the temperature,humidity,light,wind direction,wind speed,CO2,NH3and other parameters.On-line real-time data collection was achieved.The expert system was constructed to control the temperature in piggery below 30℃,to control the air and mattress humidities higher than 65%.Under the conditions of different season or different wind speed,even in day and night,the control actuators were different.The actuators included fanning wet curtain,lighting,micro spraying,spraying,propeller fan,electric aluminum alloy shutter and spraying systems on the roof.The actuators were integrated,and they control the piggery environment simultaneously.The system also designed the remote video monitor interface,parameter-monitoring curved interface and operation interface,which provided a good man-machine interface. 展开更多

This paper proposes a novel monitoring strategy based on fuzzy C-means. The high dimensional historical data are transferred to a low dimensional subspace spanned by locality preserving projection. Then the scores in the novel subspace are classified into several overlapped clusters, each representing an operational mode. The distance statistics of each cluster are integrated though the membership values into a novel BID (Bayesian inference distance) monitoring index. The efficiency and effectiveness of the proposed method are validated though the Tennessee Eastman benchmark process. 展开更多

Objective:To translate an intensive care-specific pressure injury risk assessment tool(the COMHON Index)from English into Chinese Mandarin.Methods:A four-step approach to instrument translation was utilised:1)English-Mandarin forward-translation by three independent bilinguists;2)Mandarin-English back-translation by two other inde-pendent bilinguists;3)comparison of forward and back-translations,identification of discrepancies,with required amendments returned to step one;and 4)piloting of the translated instrument.The pilot study was undertaken in a Chinese surgical intensive care unit with a convenience sample of 20 nurses.A five-point ordinal scale(1=very difficult;5=very easy)was used to assess ease-of-use and understanding.Translations were retained where medians4 indicated use and understanding was easy to very easy.Results:Five iterations of steps 1 to 3,and two sets of amendments to the original English instrument,were required to achieve translation consensus prior to pilot testing.Subscale scoring,sum scoring,and risk categorisation were documented in most pilot assessments(≥80%),but three sum scores were incorrectly tallied.The overall tool and all subscales were easy to use and understand(medians≥4),and most assessments(16/20,80%)took5 min to complete.Thus,translations were retained,with minor amendments made to instrument instructions for scoring and risk categorisation.Conclusions:An easy-to-use Chinese Mandarin intensive care-specific pressure injury risk assessment tool has been introduced through cross-cultural translation.However,it requires further testing of interrater reliability and agreement.A rigorous translation and reporting exemplar is presented that provides guidance for future translations. 展开更多

How- ever, the financial and material resources as well as human resources were costly for the traditional monitoring means. Besides, the traditional means of monitoring were low in accuracy. From an engineering example, based on neural network method and historical data of the bridge monitoring to construct the BP neural network model with dual hidden layer strueture, the bridge temperature field and its effect on the behavior of bridge deflection are forecasted. The fact indicates that the predicted biggest error is 3.06% of the bridge temperature field and the bridge deflection behavior under temperature field affected is 2. 17% by the method of the BP neural net-work, which fully meet the precision requirements of the construction with practical value. 展开更多

With the scale extending of mining, the landslide disaster in the earth’s surface will become more and more serious, and these landslide disasters are being threatened to the sustainable safe mining of the underground mine and the open-pit mine. Based on the theory that sliding force is greater than the shear resistance (resisting force) at the potential slip surface is the necessary and sufficient condition to occur the landslide as the sliding criterion, the principle and method for sliding force remote monitoring is presented, and the functional relationship between the human mechanical quantity and the natural sliding force is derived, hereby, the natural sliding force can be calculated according to the human mechanical quantity. Based on above principle and method, a new system of landslide remote monitoring is designed and 53 systems are installed on the landslide body in the Luoshan mining area, which make up the landslide remote monitoring network. According to the results of field test around 8 months, monitoring curves between sliding force and time are obtained, which can describe and forecast the develop trend of landslide. According to above analysis, the results show that this system has some following advantages: (1) real-time monitoring; (2) remote intelligent transmission; (3) landslides early warning. 展开更多

We first present the principles of micro-seismic monitoring and location, as well as an underground explosion-proof micro-seismic monitoring system. Given a practical engineering application, we describe the application of micro-seismic monitoring technology in determining the height of a "two-zone" overburden, i.e., a caving zone and a fracture zone, the width of a coal-pillar section and the depth of failure of a floor. The workfaces monitored accomplished safe and highly efficient mining based on our micro-seismic monitoring results and provide direct proof of the reliability and validity of micro-seismic monitoring technology. 展开更多

Conventional process monitoring method based on fast independent component analysis(Fast ICA) cannot take the ubiquitous measurement noises into account and may exhibit degraded monitoring performance under the adverse effects of the measurement noises. In this paper, a new process monitoring approach based on noisy time structure ICA(Noisy TSICA) is proposed to solve such problem. A Noisy TSICA algorithm which can consider the measurement noises explicitly is firstly developed to estimate the mixing matrix and extract the independent components(ICs). Subsequently, a monitoring statistic is built to detect process faults on the basis of the recursive kurtosis estimations of the dominant ICs. Lastly, a contribution plot for the monitoring statistic is constructed to identify the fault variables based on the sensitivity analysis. Simulation studies on the continuous stirred tank reactor system demonstrate that the proposed Noisy TSICA-based monitoring method outperforms the conventional Fast ICA-based monitoring method. 展开更多

The process changes both in mean and variance owing to online parameter adjustment make it hard to apply traditional SPC charts in such DOE-based APC applied process. An adaptive SPC scheme is developed, which can better track the process transitions and achieve the possible SPC run cost reduction when the process is stable. The control law of SPC parameters is designed by fully utilizing the estimation properties of the process model instead of traditionally using the data collected from the production line. High resolution cameras and multi camera systems are being used in areas of video surveillance like security of public places, traffic monitoring, and military and satellite imaging. This leads to a demand for computational algorithms for real time processing of high resolution videos. Motion detection and background separation play a vital role in capturing the object of interest in surveillance videos, but as we move towards high resolution cameras, the time-complexity of the algorithm increases and thus fails to be a part of real time systems. Parallel architecture provides a surpass platform to work efficiently with complex algorithmic solutions. In this work, a method was proposed for identifying the moving objects perfectly in the videos using adaptive background making, motion detection and object estimation. The pre-processing part includes an adaptive block background making model and a dynamically adaptive thresholding technique to estimate the moving objects. The post processing includes a competent parallel connected component labelling algorithm to estimate perfectly the objects of interest. New parallel processing strategies are developed on each stage of the algorithm to reduce the time-complexity of the system. This algorithm has achieved a average speedup of 12.26 times for lower resolution video frames(320×240, 720×480, 1024×768) and 7.30 times for higher resolution video frames(1360×768, 1920×1080, 2560×1440) on GPU, which is superior to CPU processing. Also, this algorithm was tested by changing the number of threads in a thread block and the minimum execution time has been achieved for 16×16 thread block. And this algorithm was tested on a night sequence where the amount of light in the scene is very less and still the algorithm has given a significant speedup and accuracy in determining the object. 展开更多
