Rationality of escalating commitment in information systems project management: An inter-disciplinary perspective

Escalation of commitment has been linked to losses in information systems (IS) projects. Understanding the nature and the rationality of escalation allows the firm to promote optimal project management practices. This study takes an inter-disciplinary approach and draws on research from economics and management to create a model of irrational escalation and a model of rational escalation. The forces that contribute to irrational escalation include the responsibility of the same manager for both the project selection and project continuation decisions that create proneness to self-justification, the potential for negative framing of decision options due to large sunk costs, the proximity of project completion and the presence of organizational inertia. Identifying these irrational escalation factors helps design appropriate de-escalation techniques. The rational escalation model draws on the real option theory and the bandit process theory to identify conditions when project continuation is justified by the value of information and the value of flexibility that the firm receives from continuing the project. 展开更多

In India, the construction industry plays an important role in the economy of the country. It employs a sizeable portion of the work force, contributes largely to the gross domestic product (GDP) of the country, and is seen as a key catalyst for the growth and development of the Indian economy. The industry, however, is beset with many challenges, including delivering projects within projected costs and delivery dates and at the right quality to increasingly discerning clients. It is because of this that project management has assumed so much importance with the project manager seen to be a critical resource in the project achieving its objectives. However, the role of the project manager is still ambiguous. These research hypotheses that the role the project manager ought to play is that of a leader. It is only when project managers assume leadership roles that construction projects achieve objectives measured against time, cost, quality, and customer satisfaction. A quantitative approach was followed in this using both theoretical and analytic methods. The theoretical studies revealed the qualities, skills, and competencies that a project manager ought to possess and the links between the project manager assuming a position of leadership and the project achieving its objectives. The main data collection tool in the analytic method was an online questionnaire administered to 20 project managers of construction projects in India. It was found that while the Indian construction industry does recognize the significance of project managers, their role is relegated to administrative, monitoring, and supervision tasks. There is an overwhelming focus on technical skills. In those cases, where project managers were involved in all the stages of the project and possessed a gamut of managerial, technical, human, and interpersonal skills, there were substantial differences in terms of time, cost, quality, and customer satisfaction in the projects administered by them. The importance of this research stems from its alerting the construction sector in India to the true role that project managers ought to play. If it serves in a shift in the perception of the role of the project managers, this research would have served its purpose. 展开更多

USA as an ICT (Information and Communication Technology) innovative leader, Europe with its knowledge offensive and Asia as the fastest growing economies share the common fate: ICT projects do under perform. Numerous surveys point at human factor as a source of this malheur. The question emerge to what extent project manager is responsible for improvements there, and which particular skills are demanded to turn the ICT projects course towards more predictable, more efficient and better budget able endeavours. Authors examined and compared the scientific and practitioners views. Twenty-nine journal and conference papers and 46 monographs and standards dedicated to project manager skills have been scrutinized. Further 324 jobs advertisements for the ICT project managers in USA, Switzerland, Poland and Thailand underwent an analysis related to the demanded soft skills of the project manager. The L-Timer~ taxonomy of human factor related processes in project management is applied as comparison vehicle. Methodology extracted main (global) terms and detailed aspects, both weighted appropriately. The practitioners on all continents expect primarily communication skills followed by the team management abilities. Human resource is partially treated, while conflict management is underrepresented. The science seems to be focused on leadership followed by the communication skills, neglecting self management skills of project managers. The last are surprisingly well represented in the US advertisement. The USA job advertisements are the most comprehensive and elaborated one--and, what might be explained by high impact of American science on job definition--close to the scientific details of skill description, self management excluded. In Poland, team management appears to be a problem, while Thailand's companies seek leaders first. The best balanced approach might be found in Swiss job advertisements. The inter-cultural differences point at impact of cultural heritage, which call for differentiated view of science on demanded project manager human factor related skills. Alternative contracting techniques have been frequently used in highway construction in the United State and have played an important role in the effort to improve construction project performance. However, it is still unknown whether which project factors have significant influence on project performance. It is essential to learn from the experiences and opinions of construction project managers who had executed innovative or alternative contracts in order to improve and refine the usage of alternative contracting methods. Innovative contracting methods have been used by state Departments of Transportation for many years, so there is now sufficient data to measure the effectiveness of these innovations. Working under a grant from the Florida Department of Transportation (FDOT), the research team used the experiences and opinions of construction field engineers who had executed innovative contracts on FDOT projects to measure the effectiveness of these systems. To that end, interviews were conducted with FDOT and consultant personnel from across Florida. All interviewed were project managers who had overseen at least one project using an innovative contracting method. Discussions brought enthusiastic responses from those interviewed, both for and against certain innovations. This paper will focus on the experiences and opinions of those experienced construction field engineers dealing with well-known innovations, as well as newer innovations such as "Detour Rental" and "Damage Recovery". 展开更多

Many new mega shopping mall projects are under construction and expecting to start working in the few coming years. In the absence of researches studying the Egyptian mega shopping mall projects, this study tries to highlight the most critical risks that face these projects and the associated most effective response methods to be employed. The scope covers the analysis from different perspectives by including owners/developers, designers, consultants, project managers, and contractors that have previous experience in large-scale projects such as shopping mall projects. In this study, 30 construction project risks are classified into six main categories according to their type and 150 risk mitigation/elimination measures are introduced to overcome the impact of risks under each of these risk categories. The results reveal that the main risk category that faces the mega shopping mall projects in Egypt is the one including the financial risk factors. The most critical risk factor that faces these projects is the financial ability of the client. These results are similar to findings by previous researches conducted for large projects in other countries. 展开更多

Recent studies indicate that these processes are not implemented and concerns have been raised. The authors present an investigation into the current practices of the three soft project management subject matters of selecting project team members, structuring the teams and the management style followed in the construction industry in UK and their reflection upon the project management outcome. The results confirm the concerns raised and indicate that the current levels of implementation by practitioners delivers only acceptable as opposed to successful level of project management outcome. The findings call for a reconsideration of the approach taken when deciding how to organize and manage project teams and a redress towards improving project management outcome. 展开更多

Tourism is not only a significant tool of prosperity in well-known tourist destinations, but it is also an important potential development element in developing rural regions. In Czech Republic, the field of regional development and managing destinations started to develop in the second half of the 1990s. Organizing tourism is in the phase of building and passes through natural development. Fierce competition between individual destinations imposes natural pressures on creating marketing managements of these destinations and such offer of products that perfectly come up to tourists' expectations. Together with increasing requirements, the demands on quality and well-prepared destinations within home tourism revive. In the final consequence, the level of destination management influences the increase in marketability and attendance in the region. The paper outlines the main theoretical basis, principles and tools of destination management, and subsequently it summarizes the results of the analysis, and conducted survey, the objective of which was to prove the functioning of these principles in practice. The practical verification of the functioning of destination management principles in Czech Republic has been conducted in the South-Moravian region (JMK) which is one of the most-often-visited regions in the country. The set targets have been reached not only by analysing available secondary data, but the techniques of depth interviews with experts in a destination management company have also been used, as well as the techniques of an orientation questionnaire survey among travel agencies and offices that should be one of the partners for a well-functioning destination management company. 展开更多

Modem approaches to solving the twin challenges of first thinking through the 'plan' and then communicating the plan to the people who need to do 'the right work, at the right time, in the right place' use sophisticated graphics, charts, diagrams, and computa- tions. This paper traces the development of the concepts most project managers take for granted including bar charts and critical path schedules from their origins (which are far earlier than most people think) through to the modem day. The first section of the paper looks at the development of concepts that allow the visualization of time and other data.
