“双一流”建设背景下我国省际高校科研效率及影响因素研究——基于DEA-Tobit模型

基于我国2015-2017年31个省、市、自治区的面板数据,运用DEA模型测算我国省际高校的科研效率,研究结果表明:各地区高校科研效率普遍较低,“双一流”建设背景下,高校科研总体效率呈增长趋势。其中,西部地区高校科研效率总体相对较高,其次是中部、东部地区。运用Tobit模型进一步对影响高校科研效率的因素进行回归分析,发现我国高校人力资本投资总体处于“稀缺”状态,以经费为代表的物质资本投入处于“冗余”阶段,科学研究机构存在“重量短质”等问题。我国高校内涵式发展应将重点转向对人力资本的积累,相对减少物质资本的过度投入,同时,进一步加强国际交流与合作,努力推进“双一流”高校建设,不断提升我国高校科研效率,增强我国高校国际话语权。

中国省际高校科研效率的经验研究:2002～2006——基于DEA模型的效率分析

文章以2002—2006年期间的省际五年平均数据分析了中国高校科研效率。经验分析发现：（1）我国高校科研DEA非效率的地区占一半以上；（2）纯技术有效率而规模非效率的地区有辽宁、新疆、青海和西藏，规模有效率而纯技术非效率的有湖南、河北、四川和贵州；（3）我国高校科研处于规模报酬递增的地区所占比重不小，可通过加大科研投入规模来提高规模效率；（4）东北地区的技术效率均值最高，接近DEA有效率，其次为东、中、西递减的规律；（5）区域经济的水平与科研效率并不是很强的正相关关系。对冗余量和peer效仿学习进行了分析，为进一步制定相关措施提高高校科研效率提供了重要参考。

Internationalized Talents Cultivation of Yunnan and South-Asia Propelled by Joint Efforts of Government, University and Enterprise On International Exchange and Cooperation Among Yunnan and South-Asia Under ＂The Belt and Road Initiative＂

＂The Belt and Road Initiative＂ needs internationalized talents. To deepen the international cooperation of higher education with South-Asia countries depends on the cooperation and joint efforts from government, universities, and enterprises, which aimed at promoting internationalized talents＇ development. What＇s more, they should verify their responsibilities and strengthen their relationships and connects, jointly improving international talents cultivation of Yunnan and South-Asia countries. Therefore, more high quality talents with high identity for ＂The Belt and Road Initiative＂ will be cultivated, which will promote the economic development of Yunnan province and South-Asia countries.
