文章针对我国医疗社会保险保障体系中的城镇和农村两大保险市场,分析了现行城镇职工医疗社会保险制度中存在的问题,对农村合作医疗制度兴衰所呈现的困惑也进行了探讨,并从现行医疗社会保险保障制度本身不够成熟、运行缺陷不可避免的角度,分析了造成这一运行状态的原因,同时从五个方面提出了相应的对策思考。
