异地养老社会保障服务体系构建及实现

异地养老作为一种新型养老方式随着流动老年人的增加而发展起来。通过对我国社会养老保障服务体系的调研发现,老年人异地养老以家庭养老服务与市场养老服务为主,政府与社区所提供的社会保障服务缺位,老年人在流动过程中福利受损。为此,应构建由政府、市场、社区、家庭多元供给的异地养老社会保障服务体系。社会养老保险的推广、现行社会养老保障服务体系的完善及异地就医结算服务的成功为这一多元体系的构建提供了可行性,但同时应看到,在构建异地养老社会保障服务体系的过程中,会面临着地方政府各自为政、过度市场化和家庭化、信息不完整等困难,应采取政府协同等措施促使这一体系的实现。

创建社会治理体制中的社会保障服务体系构建研究

创建社会治理体制的主要参与者是政府、市场、社会组织和公民。研究基于创建社会治理体制,构建了包括社会保障、社会保险、社会基金、社会救助以及社会福利五大指标,社会保障支出占GDP比重、社会保障支出占财政支出比重等17个指标的多层次社会保障体系,并利用熵值法对27个省市2013—2020年社会保障服务水平进行评价。结果表明2013—2020年,我国27个省市平均社会保障服务水平值呈波动上升趋势,但不同地区的社会服务保障水平存在较大的差异。处于较高水平的是北京和以江苏为代表的各东部地区,处于中等水平的是天津和以湖北为代表的各中部地区,而处于较低水平的是新疆、广西等西部地区。
