As the need for planning actions in accordance with the principles of sustainable energy remains urgent, municipalities continue to envision and to respond to their role in helping to create a better future for generations to come. Thereupon the vision of the Municipality of Hersonissos, as firstly recorded in its Business Plan for 2011-2014, was, and still is, its' development in an Economic, Tourist and Cultural pole by adopting and applying the basic principles of sustainable development. At the same time the Municipality's rigid vision, planning, and evaluation, oriented by environmental protection, highlighted the need for networking on European level as although cities are different, their problems are often common. Thus on April 18, 2011, the Municipality of Hersonissos, joined the European Union initiative "Covenant of Mayors" [1] with the common aim of the fight against climate change. This article presents the significant initiatives taken in this direction in the last decade and their results not only on economical level but also along their social impact. It also aims to point out a municipality's vital role in knowledge and technology diffusion within the local society as sustainable energy development can be deployed not only by the private sector but also by the public.展开更多
Retaining the death penalty and strict restricting the application of the death penalty is now a basic criminal policy in China, and from the judicial level, the key to the restriction of the death penalty is to study...Retaining the death penalty and strict restricting the application of the death penalty is now a basic criminal policy in China, and from the judicial level, the key to the restriction of the death penalty is to study what lenient sentencing discretion the criminal has to constitute "not to execute immediately" when he has reached the standard of the immediate execution of the death penalty, to cross the chasm from the immediate execution of the death penalty to the death sentence with a reprieve. The basic process of the sentencing is to establish a baseline punishment on the basis of the social harmfulness of the activities of the criminal, and then measure the profits and losses according to the offender's personal danger. Therefore, although the social harmfulness of the activities of the criminal reaches the standard of the "most heinous crimes", due to the existence of the fault of the victim, active compensation for the victim, and the motives of the small blames and other lenient sentencing discretions, the criminal's danger has not reached the degree of "flagrance". Apply the death sentence with a two-year reprieve and even the life imprisonment generally. If there are some strict sentencing discretions, such as "the crime means is extremely cruel", carefully consider the use of the immediate execution of the death penalty. The objective of the research is to identify, rate an...Delay to large scale projects, which is as a result of actions or inactions of some project stakeholders, is becoming a global phenomena and Ghana is no exception. The objective of the research is to identify, rate and rank the most significant risk factors that causes delay on projects and examine the social impact of these delays to recommend modalities to help mitigate these risk factors. The study adopted quantitative methods with the distribution of 144 questionnaires to built environment professionals receiving a response rate of 75.7%. The instrument listed 58 common factors under eight categories that contribute to the causes of delay for respondents to rate. Analysis of data non-parametric test revealed that client, contractor, material and finance category factors significantly resulted in the schedule delay of large infrastructural projects. The survey analysis revealed that micro-factors that result in delays to large construction projects are time constraint, cost overrun, payment problems, dispute and litigation. The research recommended the following modalities to minimize such delays: availability of resources, improved communication and coordination, proper scope definition and feasibilities, utilization of modern technology, appropriate application of technologically based systems and competent project management's structures.展开更多

On the one side the austerity-politics of the Troika limits the influence of democratic procedures. On the other side new forms of social protests rise in which social actors struggle for an extension of the democratic public: the resistance against evictions the self-organization of medical care, the occupation of public places etc. realized new forms of social cooperation, discussion and decision-making processes. On this background a reference to John Deweys theory of the democratic public seems to be helpful to reconstruct and to orient these conflicts and the claims raised in them. According to Dewey the normative criteria which we use if we evaluate actions or common institutions are a part of the social process and insofar a process themselves. These criteria have to be reflected and reformulated in new situations in which new social problems and conflicts occur. The democratic public is in this conception the realm in which a common elucidation of problematic social consequences of the existing institutions takes place and in which proposals for the overcoming of these consequences are formulated. Therefore it reconstructs the central norms embedded within the social institutions, it shows how collective actions guided by these norms leads to problematic social consequences. This is then the background for a critical reflection on, and a reformulation of the guiding norms of these institutions. To realize such a form of collective self-determination the democratic public can not be reduced to a separate political sphere, rather it has to be extended to all forms of social cooperation especially the economy.展开更多

Mini- stimulus economic policy is still essentially investment-driven and by nature no different from the four trillion yuan stimulus package introduced in the aftermath of the global financial crisis of 2008. The policy strength of mini-stimulus packages the Chinese government resorted to has already accumulated to ascend to quite an extent. Further, ministimulus policy cannot stabilize growth and promote economic restructuring simultaneously. In fact, its effects on restructuring are short-term and may even be negative. Additionally, the diminishing potency of China's mini-stimulus policy efforts may force the government to resort to another hefty stimulus package with severe side effects. In the final analysis, it is social policy not economic stimuli that will help the Chinese economy achieve a soft landing.展开更多

Conventional biogas has considerably low output methane gas for a given organ...During the energy crisis of the nation and normal day-to-day activities, biogas technology can be a potential alternative source of energy. Conventional biogas has considerably low output methane gas for a given organic input. Considering the need for efficient biogas plant, SOWMS (solid organic waste managing system) has been designed and implemented on a trial basis by constructing community bin at ward number 4 of Gothatar VDC, Nepal. When composition of output biogas from the SOWMS was tested for five times, at different days, the average composition of gas was 55% methane and 35% carbon dioxide. The gas produced from 1 kg of waste is calculated to be 45 liters and pH value of slurry was found to be 7.8. These values indicate that designed system has good performance and that it can be optimized in the future research. Finally, this research work has some social implications that can have potential impact to uplift the society.展开更多

Practical implications especially concern different consequences that recent global economic crisis has imposed on regulatory, business, and social aspects of corporate governance. In order to encompass different approaches to this ongoing issue, the author takes into account mainly theoretical contributions that address the issue from the following perspectives: interrelations between product market competition and corporate governance, assessment of capital market pressures on corporate governance; relation between labour market and corporate governance; and actors influencing corporate governance changes in national systems of corporate governance. Since the viability of any corporate governance system and practice, at national and international levels, depends on their ability to respond to both market pressure towards competitiveness and diversified requirements by influential social, political, and economic actors of change, the author suggests that all groups of factors should continue to be in the focus of future researches. Obviously, one of the most striking and almost unbelievable realities tells us about inhumane and uncivilized actions of child exploitation in "entrepreneurial" purposes in the widest range of exploitation and abuse. Current period of economic crisis tells us even more about the rising crisis of moral, which is, in statistical terms, confirmed by a rising number of exploited children in a global framework, and even in some national frameworks as well. With that, some positive results about the diminishing number of exploited children are devaluated. The question is what are the "limits" of such behavior of groups, organizations, and individuals whose behavior is, obviously, tolerated in the frameworks of certain national economies. Does this behavior have clarity as a part of modem society? Or, even more severe, for how long can we as a society close our eyes in front of such facts? Do we even have the right? However, the global crisis revealed the major weaknesses of the economic model which was implemented. It turned out that the Macedonian economy is very dependent on the performance of only a few sectors and movements on the prices of its most important export and import products, and that the scope of supply and demand for domestic goods and services is small. These lectures from the economic crisis posed by the need to create a new model for country economic development in the future. The application of historical, statistical, analytical and comparative method shows that Macedonia should exercise other holistic approach in the remodeling of their economy. This means that, besides keeping macroeconomic and financial policy in the future the Macedonian government should act more vigorously in the direction of creating new jobs and provide greater social security. The economic model that we propose in this paper recommends it be done by encouraging small and medium enterprises, diversification of production, encouraging domestic investments, developing human capital, improving infrastructure, encouraging exports and harmonization the macroeconomic instruments. The application of this model will result in increasing investments, industrial production and exports, increasing the competitiveness of domestic products, reducing the trade deficit and maintaining the macroeconomic stability. The general conclusion of the paper is that application of the proposed economic model should lead to realization of two most important goals: achieving lasting, sustainable and significantly higher rates of economic growth and reducing the high rate of unemployment in the country.展开更多

In order to encompass different approaches to this ongoing issue, the author takes into account mainly theoretical contributions that address the issue from the following perspectives: interrelations between product market competition and corporate governance, assessment of capital market pressures on corporate governance; relation between labour market and corporate governance; and actors influencing corporate governance changes in national systems of corporate governance. Since the viability of any corporate governance system and practice, at national and international levels, depends on their ability to respond to both market pressure towards competitiveness and diversified requirements by influential social, political, and economic actors of change, the author suggests that all groups of factors should continue to be in the focus of future researches. On the other hand, as global economic crisis differently affects different countries and businesses, it is of particular importance for those that shape corporate governance policies and practices to be aware of the deep relatedness between corporate governance, on the one hand, and economic, social, and environmental aspects of growth and development, on the other hand.

文摘The energetic sector is necessary for productive activity in the world, because energy is one of the most essential economic resources. The energy, at a social-historic level, always has been relevant for the development of any society, and as a country advanced in this field, there is an important increase of their energetic needs, in such a way that all energy supplies are considered as a national security strategy for many countries. This element, the natural resources of their own, their existence and good management are and will be the key for the coming years and decades to achieve the national security in the energetic field, economic development, and environment. This last argument has a great importance for the issues that are generated by an environmental crisis and the greenhouse effect in the world, due to the consumption of energy from oil and coal. All these justify the relevance of performing an analysis of the problems between the energy development and the environment, and both issues are presented in this paper from the economic history point of view.
文摘The society of today often likes to brand itself as modem, advanced, civilized, or a society of positive changes. However, it is a fact that the world is confronted with huge contradictions that oppose such qualifications. Obviously, one of the most striking and almost unbelievable realities tells us about inhumane and uncivilized actions of child exploitation in "entrepreneurial" purposes in the widest range of exploitation and abuse. Current period of economic crisis tells us even more about the rising crisis of moral, which is, in statistical terms, confirmed by a rising number of exploited children in a global framework, and even in some national frameworks as well. With that, some positive results about the diminishing number of exploited children are devaluated. The question is what are the "limits" of such behavior of groups, organizations, and individuals whose behavior is, obviously, tolerated in the frameworks of certain national economies. Does this behavior have clarity as a part of modem society? Or, even more severe, for how long can we as a society close our eyes in front of such facts? Do we even have the right? In this paper, the authors strive towards focusing and objectifying the global problem of exploitation and abuse of children in "entrepreneurial" purposes, primarily with the purpose of updating all parts of the society of this paradox and the need of raising the awareness and teaching all relevant factors--from institutions to individuals, with the purpose of resolving and more neutralize the equivalents of this uncivilized and non-entrepreneurial "phenomenon", as well as approaching the same in the framework of different actions with broadest measures possible and with all disposable assets.
文摘The environmental problems can not be addressed in all their depth and complexity, and the most viable solutions can be made only by direct and continuous reference to the large issues of the development of the society as a whole. Environment and economic development are indissoluble, the first is where we all live, and development is what we all do to improve our fate in this environment. A main cause is the attitude of economic operators towards the environment, an attitude according to which profit should be pursued immediately, while nature protection is left for later. Ecological crisis is a new phenomenon, but derived from anthropological crisis. This reflects, at a global level, man's inner crisis. Every man in part, and not people or humanity in general, is responsible for this crisis. Individual responsibility is not a question of quality, but a question of quantity. The ecological crisis is linked to the personal and social life of man as a whole. The convenience, lack of respect for things, irrational waste, lack of measure, irresponsibility, injustice, exploitation, winning dirty money, eudemonism, which manifest on all aspects of life and human activity, are factors that provoke it. And, unfortunately, they maintain it.
文摘Through the analysis on China's economic develop- ment, utilization of resource environment and soft power, a basic judgment was made of the influence of "China development". The overall influential power of China development on international community was misunderstood. What we see is the role of "China Factor" in different fields. In the process of economic globalization, what economic system of capitalist market has seen is "China's cheap labor", "China's loose economic system environment", "earlier abuse of unlimited resource environment", "China's broad consumption market" and "demographic dividend". In global or Asian financial crisis, what other countries valued was China's "foreign currency" accumulated over the years. In global gov- ernance or crisis management, what international community expected was "China's obligations and responsibilities" without the right of speech, etc.. All these are the "passive" roles produced by "a single factor" in definite fields. The active and initiative role China will play in international community still needs time and the continuous efforts of several generations. China once was a big country that had significant inftuential power on the world, and China's renaissance is a normal process of development of things. What excessive talks about its influential power reflect may be the lack of China's influence.
文摘The recent establishment of a digital culture and society, together with current financial crisis and urgent energetic and climatic needs, has radically changed the architectural scene from the optimism of some years ago to a situation of uncertainty and huge social demands and challenges. In this context, it is suggested to rethink the role of structure in architecture, such as an enabler, a guide and a catalyst. The purpose of this paper is to present the economic, cultural and social context in which architecture develops nowadays. The method, to suggest a discussion on which role the structure may adopt in the architecture to come. The achievement, to highlight its potential to face current requirements and challenges.
文摘The development of the Internet coincides with 90s financial crises. The net seemed to realize what Karl Polanyi defined social self-defence from the capitalism against the transformation of labour, land and money in fictitious commodities. In this paper we try to consider how Internet, and in particular social network, has modified many deep aspects of our life. With two different approaches, sociological and philosophical, we try to understand how social networks support new shapes of happiness and trust in an economic crisis context.
文摘Public security emergency is a public crisis event, and we cannot anticipate the specific time, actual scale, specific situation and influence depth of emergencies. If the emergencies are not under control, the crisis will get worse and its destructive energy will be released quickly.Structure box is an invisible closed system which is constructed by local politics, economy, and culture. Namely, structure box is local social ecological environment. Structure box is a closed area which is full of anger. Therefore, in such environment with too much pressure, we need an outlet to release pressure. Anger is the social and psychological basis of the emotional resonance of onlooker, when the fuse incident occurred, so that the widespread anger in structure box will find the spotlight. The words and actions of the leaders in the informal group will produce a great social infection and circulatory response, and groups’ stirring will cause emotional resonance which is easy to burst. Thus, irrational behavior may caused by people. This processcan use five links to describe: occurrence of fuse events, information diffusion, emotional resonance, situational catalysis, control failure, and occurrence of public security emergency. This is the occurrence mechanism of public security emergency.
文摘The paper presents findings of an empirical study carried out in an Italian area and focused on the effects of the economic crisis on immigrant families: the goal was to identify how the difficulties of these years (not only socio-economic but also in terms of negative attitudes toward immigrants) affect on the life-paths of second generations. What happens to their school career? Are they forced to leave school in order to improve the family's income? Are they sent back to the country of origin of their parents to reduce life-costs in the immigration country? Thanks to a collection of around 30 interviews with young people between 18-24 years old and 30 interviews with both parents and social workers, the strategies which families are choosing to face economic and labour difficulties and their effects on integration paths and inter-ethnic relations will be described.
文摘The Macedonian economy gets out relatively little hurt by the global economic crisis not facing with financial crisis, the recession was short-lived, and social crisis emerged in modest sizes. However, the global crisis revealed the major weaknesses of the economic model which was implemented. It turned out that the Macedonian economy is very dependent on the performance of only a few sectors and movements on the prices of its most important export and import products, and that the scope of supply and demand for domestic goods and services is small. These lectures from the economic crisis posed by the need to create a new model for country economic development in the future. The application of historical, statistical, analytical and comparative method shows that Macedonia should exercise other holistic approach in the remodeling of their economy. This means that, besides keeping macroeconomic and financial policy in the future the Macedonian government should act more vigorously in the direction of creating new jobs and provide greater social security. The economic model that we propose in this paper recommends it be done by encouraging small and medium enterprises, diversification of production, encouraging domestic investments, developing human capital, improving infrastructure, encouraging exports and harmonization the macroeconomic instruments. The application of this model will result in increasing investments, industrial production and exports, increasing the competitiveness of domestic products, reducing the trade deficit and maintaining the macroeconomic stability. The general conclusion of the paper is that application of the proposed economic model should lead to realization of two most important goals: achieving lasting, sustainable and significantly higher rates of economic growth and reducing the high rate of unemployment in the country.
