The EU is a multi-state grouping of economically developed democratic countries, while Chin...Both the European Union (EU) and China are culturally, economically, climatologically and environmentally diverse polities. The EU is a multi-state grouping of economically developed democratic countries, while China is a unitary sovereign state and a developing economy with a strong government bureaucracy. Our hypothesis is that given their diverse political systems, the EU and China would develop different kinds of systems for the governance of adaptation to climate change. We test this hypothesis through a comparative analysis of policy documents from the two study areas, in which we examine framework policies, programmatic actions and specific actions that have been adopted to date in order to address climate change, with a specific focus on the water sector. We find that climate change adaptation began to be addressed through formal policy on a similar timeline in the two regions. The EU and China are also similar in that they use framework laws and existing sectoral policy, such as for the water sector. We find that the EU has primarily relied on integration of climate change adaptation concerns through legal instruments which set a framework for implementation of adaptation policy. In China, specific actions to be incorporated in socio-economic development plans under the existing legislation on adaptation have been the main mode for integrating adaptation into sectoral actions, though the future trend may be to develop more regulations.展开更多

Issues that had ...The Philippine government is a representative democracy. It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons (IDPs). The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted.展开更多

The stability of Abe' s approval rates originated from the people' s negative support for him and their opposition to the Security Laws and other important events as well as the scandals under his administration. The opposition and negative support originated from the people's "acquired helplessness", "Abenomics", the sharp drop in the opporttmity costs of voting and other conditions. The sudden fall of Abe' s approval rates was not due to the change in the aforementioned conditions, rather because of the collapse of his image including personality owing to Abe' s perceived arrogance and his estrangement with the people. In the context of the temporary stabilization of approval rates, Abe dissolved the House of Representatives ahead of schedule and held a general election, taking full advantage of the internal strife between the opposition parties, to achieve his goal of ruling until the 2020 Tokyo Olympics. The main issue is a public administration that benefits the ...The social and environmental demands in Brazilian cities are usually neglected by the local municipal powers due to a heavy bias toward speculative capital. The main issue is a public administration that benefits the private initiative instead of popular and environmental values and needs. Despite federal efforts at the end of the 20th and beginning of the 21 st century, water resources and urban reform policies are not able to ensure a connection between these two issues in the urban environment. Aiming at showing a new approach of citizenship and environmental rights in a developing country, Bauru, a Brazilian city located in the state of S^o Paulo, was used as a study case. In this scenario, the research is based on the action research method, in which a dynamic profile of the researchers was adopted in order to solidify environmental and social issues in the urban planning process. This article shows the advantages in using the river basin as an urban planning territory in the city master plan, and providing continuous technique support to the citizen, through the role played by the researcher-planner between government and population, as a way to possibly reach social and environmental interests. The territorial perception of the river basin by citizens brings effective environmental and social results.展开更多

At the...Legal system in a modern society is administered by judiciary which is due to separation of powers in a constitutional government whose role is congruent with market-based (i.e., capitalist) social formation. At the outset of modernity, an overall morality, as a social system, lacked for ordering all social relations in modern society under overdetermination of market relationships and class differentiation. Despite the fact that we may attribute moral property to the patterned relationship, there is somewhat a common character between morals and laws that both of them visibly set forth by reciprocity between individuals and social groups, which are backed by external sanctions as manifested with notion of justice, as evaluative criterion of impartiality. Thereby, the other problem is a tiny relationship or sometimes tension between social systems of morals and individual ethical virtues; even though some philosophers are willing to equate virtues, morals, and the law as squarely reducing virtues to obey the established law. As though, legal system and some morals incidentally coincide, the law cannot be evenly rely on morality in spite of presumed legitimacy by means of morals that have been overall subject matter of philosophy of law. Regarding the social structure of any capitalist society, I frankly say that law autonomously or semi-autonomously arose as a discrete depolitical power system other than system of morals which was ultimately determined by mode of production. Historically, "movement culture" has been used to crea...Ever since Lawrence Goodwyn published The Populist Moment, social historians have been keenly aware of the power culture represents when it comes to resistance. Historically, "movement culture" has been used to create a collective climate and offered political activists a springboard to discuss with the masses the benefits of joining a social movement. "Beyond the Dreams of Loveliness" uses the cultural outlet of film and the labor movement in the city of Detroit as analytical tools to examine working class community resistance throughout the 1930s. In the midst of the "golden age of film" community activists and union organizers--some of whom were well-known radicals and some of whom were mainstream unionists--used the institution of cinema to instill a level of class consciousness in the masses and mobilize the working class community against exploitation of employers, reactionary politicians, and white supremacist organizations. Movie-going had been a very popular form of recreation in Detroit since the 1920s and downtown theatres increasingly became the destination of an eclectic array of workers. Movie theaters themselves were bastions of community activity around the thirties and many were located in the heart of the city's working class district. Yet it was the films themselves that offered community activists and unionists a chance to converse with workers regarding the socio-economic matters of the day. Hollywood released a good number of films that dealt with working class issues and provided activists with ample opportunities to "instruct" the audience and carry on the discussion into the factory or union halls. "Beyond the Dreams of Loveliness" relies on a combination of oral histories, movie reviews, film clips, and union and/or working class organizational records to illuminate how activists in Detroit's working class community used film as an outlet to inspire working class resistance. In sum, film provided an accessible form of entertainment that proved to be effective on two fronts: It promoted increased group cooperation, friendship, and alliances while it also fostered a shared culture, making it easier for activists to organize workers in the coming struggles for unionism.展开更多

文摘The current legal system of product quality guarantee in China,with the"Three Guarantees" as its main form,has not yet met the demands of economic andsocial development.The Chinese government needs to establish a more uniform andadvanced system based on the current one.This article analyzes and discusses theconcept,current situation,existing problems and solutions in the context of the currentlegal system of product quality guarantee.
