It has three co-equal branches of government namely the executive, legislative, and judicial, operating on the principle of check and balance. Issues that had riddled top officials of government remained unresolved hitherto; and, the local government units had their own lingering issues. The government structure therefore did not seem to have the mechanism to correct itself. This paper argues that responses to, as well as the ensuing conditions of the survivors of natural disasters, are affected by how much trust the incumbents of relevant government structures have of each other and that actors outside of the government hierarchy can offer avenues for reform. Tropical Storm Washi that hit Cagayan de Oro City could be a case in point. It left thousands of people dead or missing, millions of dollars in damages, and thousands of internally displaced persons （IDPs）. The local government, tasked by the local government code to handle matters related to social welfare, did not seem to have performed as expected. In an apparent lack of trust, donor agencies preferred to course cash and relief items through conduits others than the local government. While the system remained unable to correct itself, the victims of the disaster continued to suffer. Civil society organizations and non-government organizations were trying to re-establish people’s trust in the system through legal measures, and hope that electoral reforms could be instituted.展开更多

With the help of special methods-design, it is possible to analyze the functions and strategies of this specific sometimes open or undercover used languages of Rotwelsch, Argot, Fenya, terrorist and Jihadi groups. A very significant example is the history of Jihadi Internet as a cyber-planning tool： single websites （until 2001）, expansion and professionalization （2001-2007） and severe surveillance, distrust and new social media （after 2008 especially because of 9/11）. Since it has become clear that the National Security Agency （NSA） conducts severe intelligence research in the field of E-mail-traffic and chats, the demand of crypto-programs has grown. It is better in this situation to return to face-to-face-communication. Legislative institutions and police have to study these functions and strategies in order to practice the best fitting counter-action against crime and terrorism.展开更多

The objects of this paper are： human trafficking; ways of trafficking; risk of Albanian society; and investment of the criminal benefits deriving from trafficking in legal economic activities, it is of great importance for the treatment of proactive investigations to the trafficking of human beings. Another important aspect of the trafficking investigations is the investigation of criminal assets and the way how they are used in the economy of the country. In this paper, we stress that the investigation of criminal assets benefited by the crime of trafficking human beings as well as other wealth financed by these assets is important as the investigation of the criminal activity of trafficking itself. Also, we aim to evaluate the necessity of acting of all law enforcement agencies and other state institutions in order to be successful in the fight against the crime of trafficking of human beings. At the end of this paper, we do treat the necessity and the ways of collaboration of law enforcement agencies, NGOs, and structures of local government for rehabilitation of the victims of trafficking and their integration in the social life.展开更多
