In the knowledge economy era,science and technology(S&T) resources are getting more and more important in shaping regional competiveness and building regional innovation capacity.As such,the spatial distribution o...In the knowledge economy era,science and technology(S&T) resources are getting more and more important in shaping regional competiveness and building regional innovation capacity.As such,the spatial distribution of S&T resources is a key to understanding regional development and disparities.By designing an input-output indicator system,this paper develops an evaluation model to examine the spatial distribution of S&T resources in China and assess their spatial efficiency.Moreover,the paper tries to explain spatial differences in the efficiency of S&T resources in China.Major findings are:1) the input and output of S&T resources in China shows a clear T-shaped spatial structure,i.e.,concentrated mainly in the coastal region and along the Changjiang(Yangtze) River;2) the efficiency of S&T resources in China displays strong spatial disparities,with the level of efficiency descending from the east to the west while high efficiency appearing in only several clusters;3) the utilization rates of S&T resources in most provinces are quite low,resulting in low efficiency of S&T resources allocation.The paper suggests that the utilization rate of S&T resources should be raised and the commercialization of S&T outputs should be enhanced to improve the efficiency of S&T resources in China.展开更多

The T21 national dev...The Chinese government has set ambitious targets to reduce the per unit of GDP by 40% ~45% during 2005 to 2020 and achieve the intensity peaking of carbon emissions of CO2 emissions a- round 2030. The T21 national development model for China was developed for the purpose of analy- zing the effects of long-term national policies that relate to carbon emissions, loss of farm land, water shortage, energy security, food security, and their contributions to this reduction target. The focus of this paper is on the policies that have substantial impacts on carbon emissions from fossil fuels. Four scenarios are developed with the model to simulate future carbon emissions ： 1 ） the BAU （ busi- ness as usual） scenario, showing the likely results of continuing current policies; 2 ） the TECH （technology） scenario showing the effects of more investment in renewable energy sources and promoting more energy efficient technologies; 3 ） the BEHAVIOR scenario, showing how government tax and price policies, together with public education programs, would instigate behaviour changes towards more sustainable living; and 4 ） the TECH＆BEHA scenario, which shows the results of combining scenarios 2 and 3. The simulation results show that CO2 emissions reduction targets of China are achievable, but also require great effort to put in.展开更多

As a result, information technology （IT） is now an indispensable tool in the business world, which has a direct impact on company competitiveness and performance. With all the changes in business environment there is also a dramatic shift in the way the management functions. In order to efficiently perform their tasks and thus rise up to the challenges of the information society, managers need not only to master appropriate IT skills, but also to understand the processes launched by the information revolution. The aim of this paper was to determine the extent to which Croatian managers are prepared for the information society. In addition to the data regarding the level of IT equipment at managers＇ disposal, the paper presents the results on computer usage, self-assessment of IT competencies, and the level of acceptance of modern technologies. Although satisfactory attainment has been recorded in some areas, the results of the analysis reveal that additional effort should be devoted to further improve computer and information literacy of Croatian managers.展开更多
