以科研学时量化考核科研绩效活动的探讨

高校在绩效管理的强化导向下,树立了以业绩为导向、多劳多得、优绩优酬的工作理念,建立了公正、科学、规范的竞争机制和激励机制。绩效管理的政策总体上向科研一线倾斜,其中科研显得尤为突出,学校短期内科研项目的申报数量与完成质量得到较大提升。本文通过介绍科研项目、科研经费、科技成果、学术论文、学术著作、学术活动等,从多个方面对科研人员进行全方位考评,试图把整个科研活动转换成科研学时来考核某人的科研能力,以期能为医药类高校科研绩效评估体系的建立提供基本的思路与框架,对加强医药类高校科研绩效管理有一定的借鉴意义。
