A More Turbulent and Troubled World

The year 2016 marked the 25th anniversary of the end of the Cold War and the 15th anniversary of the 9/11 attack. Though international relations are constantly adjusted, the world is by no means more stable and orderly. International order reshaping triggered by the 2008 financial crisis is deepening, with chaos of various kinds popping up here and there. In the sociopolitical field, the"Trump phenomenon"and Brexit indicate serious weakening of the authority of traditional political systems and elites. In major country relations and international security, the world is witnessing the rise of emerging countries and the and fall of the West, fiercer US-Russia and Sino-US wrestling of strategic significance, and greater global and regional security risks. In global governance, while adjustment of UN-centered global governance is laboring along, national rivalries touch core issues, making global governance more urgent.

The Criminal Law of Public Order as a Guardian of Public Interest in Terrorist Acts Scenario

Promotion of a model of the criminal law of public order represents an important point of reflection in criminal law doctrine. Public order, as a juridical good, has many predispositions to be exposed to criminal activity, and in this point of view, its special protection through criminal law norms constitutes a major concern of criminal legislation objectives. Criminal legislation （as a regulatory and modifying tool within society） is an intelligent social product It is a concrete expression of the important contribution of society in ensuring qualitative and quantitative relations of the model of public order. The latter finds expression as the object of a subjective right, which cannot be divided from the affirmation made by criminal legislation as a primary juridical good. In this context, the model of public order is associated with that of protection of general interest, in the subjective sense of the right to punish （ius puniendO, implemented by state authorities. In their universal meaning, all criminal offences in one way or another affect the normal functioning of public order, but terrorist acts can violate or impinge upon public order more closely and specifically. While affecting the designated model of public order, terrorist crimes put in question the architecture of the rule of law. In response to the mechanisms of terrorist offences, two main criminalization techniques are elaborated： （1） the classical technique of criminalization; and （2] the enumerative technique of criminalization. Criminal sanctions, by which the repression of this criminal vector is carried out, aim at ensuring not only the survival of human society, but also its cardinal values and interests, as well as the technical and scientific progress.

Conceptualizing the Nexus of ＂Interdependent Hegemony＂ between the Existing and the Emerging World Orders

The paper intends to contribute a framework of conceptualizing the emerging world order through interpreting the transformation of international political economy in an era of the rise of the BRICS and the ＂second world.＂ It theorizes the dialectical nexus between the rise of the BRICs and the existing world order as an interdependent dynamic process of mutual challenge, mutual constraint, and mutual accommodation. One of the conceptual tools the paper applies is the notion of interdependent hegemony. The notion is seen as an important tool for conceptualizing and analyzing international relations and international political economy in the current era. The application of ＂interdependent hegemony＂ helps to explain that to what extent the BRICS can be identified as a unified alliance, a historical bloc, and to what extent they are generating functional or structural challenges to the existing international order. Likewise, it also helps to determine to what extent the hegemony of the existing order is still able to keep its resilient capacities and its structural powers and able to neutralize challenges from the emerging powers. The conclusion of the paper posits that the world is experiencing ＂interdependent hegemony＂ in the transition from the existing order to the emerging order.

The Chinese View of World Order： The Concept of Tianxia （ All-Under-Heaven）

The topic of the paper is the Chinese view of world order and the concept of Tianxia （all under heaven ）. The objective is to analyze how contemporary Chinese scholars currently discuss and perceive this concept. In fact, several Chinese scholars are proposing to replace the existing international system with an updated version of the Tianxia system. This paper will describe the salient characteristics of Tianxia as an ideal and practice in China since early times, and examine recent Chinese literature on this subject. It will also analyze the related debate on the existence of a Chinese International Relations Theory（IRT）. The formation of an autonomous IRT would epitomize a new and clearer definition of the Chinese role in the international framework.
