探索采购与绩效融合全过程 推动预算绩效管理工作脱虚向实

近年来,为落实中共中央、国务院关于预算绩效管理改革相关部署,各地政府在预算绩效管理领域开展了丰富的理论研究和实践探寻,取得了卓著的成效,但预算绩效管理工作实践与理论设想尚存差距。预算绩效管理工作有待从“颗粒度”“纵深度”“信息化”等方面寻求新的突破,将政府采购项目与预算绩效管理工作相融合,分解政府采购的起点——采购需求、预算绩效管理起点——绩效目标,探索二者之间的对应融合关系,开拓预算绩效管理理论和实践新思路,真正将预算绩效管理工作做实、做细、做深,推动全面预算绩效管理理念落地生根、脱虚向实。

Confidential Procedure Model：a Method for Quantifying Confidentiality Leakage

In this paper, we propose a theoretical-information Confidential Procedure Model (CPM) to quantify confidentiality (or information leakage). The advantages of the CPM model include the following: 1) confidentiality loss is formalized as a dynamic procedure, instead of a static function, and described via the "waterfall" diagram; 2) confidentiality loss is quantified in a relative manner, i.e., taken as a quantitative metric, the ratio of the conditional entropy being reserved after observing the entropy of the original full confidential information; 3) the optimal attacks including exhaustive attacks as well as all possible attacks that have (or have not even) been discovered, are taken into account when defining the novel concept of the confidential degree. To elucidate the proposed model, we analyze the information leakage in side-channel attacks and the anonymity of DC-net in a quantitative manner.

BIM-based construction technologies for precast foamed lightweight concrete wallboards

To promote the visualisation and informatisation of the construction process of precast foamed lightweight concrete wallboards(PFLCWs),from the analysis of the construction requirements of PFLCWs,three key construction technologies based on building information modelling(BIM),namely,parameterised modelling for the PFLCW layout design,drawing generation to draw the PFLCW layout and quantity statistics for extracting PFLCW quantities,are proposed.Then,a reinforced concrete(RC)frame infilled with PFLCW is considered the test model to verify the feasibility of the aforementioned technologies.The results show that PFLCW layout design can be accomplished rapidly and visually using parameterised modelling technology.The PFLCW layout diagram can be generated directly using drawing generation technology.The proposed quantity statistics technology enables the automatic export of PFLCW bills of quantities.The built parameterised model helps construction workers rapidly and intuitively understand the specific layout details of PFLCWs.Moreover,the generated layout drawing and the bills of quantities based on the parameterised model can guide the production and on-site installation of PFLCWs.The research conclusions can serve as a practical guide and technical support for PFLCW engineering applications.

Reconstruction study of the modem graphic design during the development process

As the major component of the art of visual communication, modern graphic design art has gone from an industrialized society to the information society. The Chinese art of graphic design is much affected by eastern and western cultural trends and artistic styles in concept, function and in the form of semantic and performance. Under the trend of the diversified development of the modern design, new concepts intervened in our lifestyle, in the guided thinking and emotional expression, we find that laws used in the graphic design are gradually being broken, inherent symbol phenomenon is deconstrncted, and people try to find the rational visual space in the mileage crossing the centuries.

CHECKING CONSISTENCY IN INFORMATION MODELS BY USING CONSTRAINT PROGRAMMING

This paper addresses the issue of checking consistency in information models. A method based on constraint programming is proposed for identifying inconsistency or proving consistency in information models. The system described here checks information models written in the ISO standard information modelling language EXPRESS. EXPRESS is part of the ISO STEP standard used in the manufacturing and process industries. This paper describes the checking procedure, including EXPRESS model formalization, constraint satisfaction problem (CSP) derivation from the formalized model and satisfaction checking of the derived CSPs. This paper shows a new domain in which constraint programming can be exploited as model verification and validation.

Digital Modeling and Visualization of Hydroelectric Engineering Geoinformation

To describe the spatial tendency and complex relationship of geological structures, a digital modeling based on geographic information system and the visualization of hydroelectric engineering geology information are presented. The functions of information visual query, spatial cutting, section drawing, and coupled analysis with hydraulic structures are realized. The geologic model can match the attribute data with the shape data of geological structures, and organize the information for spatial query and analysis of the 3D model. With an application in Laxiwa hydroelectric project on the upriver of Huanghe River, the method provides a 3D parallel section view and query results of geoinformation, and 3D section views of geoinformation along axis of spillway tunnel, and along the 5th axis with underground structures, respectively.

A COM-based Framework for Management,Analysis and Visualization of Large Scope Digital Elevation Models

This paper presents a component object model (COM) based framework for managing, analyzing and visualizing massive multi-scale digital elevation models (DEMs). The framework consists of a data management component (DMC), which is based on RDBMS/ORDBMS, a data analysis component (DAC) and a data render component (DRC). DMC can manage massive multi-scale data expressed at various reference frames within a pyramid database and can support fast access to data at variable resolution. DAC integrates many useful applied analytic functions whose results can be overlaid with the 3D scene rendered by DRC. DRC provides view-dependent data paging with the support of the underlying DMC and organizes the potential visible data at different levels into rendering.

Present situation and improving measures of Chinese Construction Engineering Management informatization

Building engineering management is a huge and complex work, which the key to ensure the quality ofconstruction projects. With the rapid development of the domestic construction industry, the traditional engineering management model can not meet the needs of a large number of construction project information exchanges. Only realizing informationization of construction engineering management, can reduce the cost of construction projects, improve the efficiency of project management and construction progress. This paper analyzes the current situation of construction management informatization, and puts forward some suggestions to strengthen the construction management information construction.

Three-Dimensional Visual Analysis for Construction Layout of Reservoir Project

It is difficult to analyze the inter-relationship for the construction layout of a reservoir project scientifically and intuitively.According to the characteristics of broad field and huge information,the modeling methods of digital terrain and solid model as well as the techniques of texture mapping and scene navigation are adopted.The simulation system is developed by C program language,which includes the functions of the interactive navigation of 3D scene,the visual inquiry of project digital model information,the storage and management of project information.A certain reservoir is taken as a case.The 3D visual analysis for the construction layout and engineering information are obtained.The proposed system is of great advantages in dealing with large amount of information and the method provides a theoretical basis and technical support for the construction layout of a reservoir project.

Visualization aided system of hydropower engineering management

For the purpose of realizing the information visualization of hydropower engineering management, we construeted three kinds of graphics models sorted by hierarchy for system modelling, employed the construction simulation system to simulate the real-time construction behaviours, introduced the graphics rendering system to organize and update the virtual scene, and designed the interaction system to respond to the user-initiated and simulation-initiated events. So, the real-time, interactive visualization aided system of hydropower engineering management is developed. Eventually, the effectiveness and capabilities of the system are showed through the application examples in China.

A novel method of photographic geological logging based on parallel image sequence in small tunnel

Small tunnels such as engineering geological exploratory tunnels and mine roadways are generally narrow, which make the existing photographic geological logging technique inapplicable. Therefore, geological logging of exploratory tunnels has always been taking the method of manual sketch work which has low efficiency and poor informatization degree of products, and it is a technical issue requiring urgent settlement for geological logging of small tunnels. This paper proposes and studies novel methods of photographic geological logging suitable for small tunnels, including image acquisition, image orientation control, image geometric correction, unfolded image map generation and geological attitude measurement, etc. Experiments show that the method can meet the precision requirement of geological logging. The novel method helps to realize the fast acquisition and processing of image-based geological logging data for small tunnels, and the forms of logging result are more abundant and more applicable to informatized management and application of geological logging data.

International Supply Chain Management （ISCM）： An Emergent Perspective on Internationalization Driven by Information and Communications Technology （ICT）

The focus of the article is on the contribution of the perspective of supply chain management （SCM） to the explanation of internationalization processes. The empirical study is based on case studies of 20 small- and medium-sized enterprises （SMEs） with international activities from China, India, New Zealand, and Singapore. All chosen firms were founded after 1980 in order to capture retrospectively the whole globalization process of each firm. All sample firms operate their supply chains （SCs） on the basis of information and communications technology （ICT）. Depending on size, strategy, business model, industry, and mindset of the managers, firms use ICT on a range from integrating individual functional areas to integrating the whole SC through enterprise resource planning （ERP） and customer relationship management （CRM） systems.

Development and Research on Project Management Informationization

Augmented Reality Applied to Building Assessment with Building Information Model Visualization

AR （augmented reality） is a technology that adds information to the real world adding virtual elements to its visualization in real time. AR used in AECO （architectural, engineering, construction and operations） can contribute in augmenting visualization during design, construction and operation of the buildings. This article presents a study that applies AR to building assessment with BIM （building information） model visualization. The use of AR on existing applications for smart phones and tablets is validated. AR proposed an adaptation of the method of POE （post-occupancy evaluation） subsidized. Traditional POE process model involves three phases： planning, conducting and applying. In order to incorporate AR, it is proposed a total restructuring of the planning phase, developing the research instruments in three steps： 3D modeling, model treatment and AR application development. It was observed that for POE studies, the 3D models are in large scale and need to be detailed for precise comparison. BIM models for facility management, representing building use situation, are of the highest level of detail. A balanced point between simplicity and representativeness was the solution adopted in this experiment for uploading and downloading performance issues. This article presents and discusses findings for the new proposition for the activity of research instruments development for the planning phase of POE with AR as well as initial tests with first results and difficulties faced.

Aerodynamic design optimization by using a continuous adjoint method

This paper presents the fundamentals of a continuous adjoint method and the applications of this method to the aerodynamic design optimization of both external and internal flows.General formulation of the continuous adjoint equations and the corresponding boundary conditions are derived.With the adjoint method,the complete gradient information needed in the design optimization can be obtained by solving the governing flow equations and the corresponding adjoint equations only once for each cost function,regardless of the number of design parameters.An inverse design of airfoil is firstly performed to study the accuracy of the adjoint gradient and the effectiveness of the adjoint method as an inverse design method.Then the method is used to perform a series of single and multiple point design optimization problems involving the drag reduction of airfoil,wing,and wing-body configuration,and the aerodynamic performance improvement of turbine and compressor blade rows.The results demonstrate that the continuous adjoint method can efficiently and significantly improve the aerodynamic performance of the design in a shape optimization problem.

Information engineering infrastructure for life sciences and its implementation in China

Biological data,represented by the data from omics platforms,are accumulating exponentially.As some other data-intensive scientific disciplines such as high-energy physics,climatology,meteorology,geology,geography and environmental sciences,modern life sciences have entered the information-rich era,the era of the 4th paradigm.The creation of Chinese information engineering infrastructure for pan-omics studies(CIEIPOS) has been long overdue as part of national scientific infrastructure,in accelerating the further development of Chinese life sciences,and translating rich data into knowledge and medical applications.By gathering facts of current status of international and Chinese bioinformatics communities in collecting,managing and utilizing biological data,the essay stresses the significance and urgency to create a 'data hub' in CIEIPOS,discusses challenges and possible solutions to integrate,query and visualize these data.Another important component of CIEIPOS,which is not part of traditional biological data centers such as NCBI and EBI,is omics informatics.Mass spectroscopy platform was taken as an example to illustrate the complexity of omics informatics.Its heavy dependency on computational power is highlighted.The demand for such power in omics studies is argued as the fundamental function to meet for CIEIPOS.Implementation outlook of CIEIPOS in hardware and network is discussed.

System of Systems Paradigm and Optimization Model

The concept of a ＂System of Systems＂ （SOS） describes a large system of mul- tiple systems --each capable of independent operation --that have been brought together to provide capabilities beyond those of each individual constituent system. Formulating and solving SoS design problem has become increasingly important, particularly in the aerospace and defense industries, as customers have begun to ask contractors＇ for broad capabilities and solutions rather than for specific individual systems. SoS design problem is determining the appropriate mix of both existing and yet-to-be-designed systems. This paper first defines what constitute a SoS. Next, it summarizes the current state-of-practice of System Engineering, and establishes what needs to be accomplished to perform SoS Engineering. Finally, it describes a multilevel, multistage approach to system of systems design optimization where system design is linked with system allocation along multistage decision making horizon, together with hierarchical mapping from technology space to system response in each system design stage.
