海南探索省域“多规合一”改革需正确处理三种法律关系

《海南省总体规划(空间类2015-2030)》已编制完成并获得国家肯定。但由于目前法律、行政法规尚未对总体规划作出规定,与总体规划有关海南省地方性法规规章的数量也很少,导致总体规划与主体功能区规划、生态保护红线规划、城镇体系规划... 《海南省总体规划(空间类2015-2030)》已编制完成并获得国家肯定。但由于目前法律、行政法规尚未对总体规划作出规定,与总体规划有关海南省地方性法规规章的数量也很少,导致总体规划与主体功能区规划、生态保护红线规划、城镇体系规划、土地利用总体规划、林地保护利用规划、海洋功能区划和海岛保护规划、城市总体规划等各空间性规划以及综合规划、专项规划、发展规划等之间的法律关系还需要进一步研究。从总体规划编制和执行的情况来看,现有的、已经纳入总体规划并作为专篇的主体功能区规划等7个空间性规划已经不再具有独立存在的价值,不应再另行单独编制和实施;总体规划与城市总体规划等其他未能纳入总规的其他空间性规划都具有独立的法律地位,是平等的法律关系,但是城市总体规划等应当符合总体规划;总规与综合规划、专项规划、发展规划都具有独立的法律地位,但综合规划等中的空间部分或者内容应当符合总体规划,总体规划也要充分借鉴综合规划等的合理性规定。 展开更多

Based on concave function, the problem of finding the sparse solution of absolute value equations is relaxed to a concave programming, and its corresponding algorithm is proposed, whose main part is solving a series of linear programming. It is proved that a sparse solution can be found under the assumption that the connected matrixes have range space property(RSP). Numerical experiments are also conducted to verify the efficiency of the proposed algorithm. 展开更多

An optimal layout or three-dimensional spatial distribution of stopes guarantees the maximum profitability over life span of an underground mining operation.Thus,stope optimization is one of the key areas in underground mine planning practice.However,the computational complexity in developing an optimal stope layout has been a reason for limited availability of the algorithms offering solution to this problem.This article shares a new and efficient heuristic algorithm that considers a three-dimensional ore body model as an input,maximizes the economic value,and satisfies the physical mining and geotechnical constraints for generating an optimal stope layout.An implementation at a copper deposit demonstrates the applicability and robustness of the algorithm.A parallel processing based modification improving the performance of the original algorithm in terms of enormous computational time saving is also presented. 展开更多

In recent years,there have been important developments in the joint analysis of the travel behavior based on discrete choice models as well as in the formulation of increasingly flexible closed-form models belonging to the generalized extreme value class.The objective of this work is to describe the simultaneous choice of shopping destination and travel-to-shop mode in downtown area by making use of the cross-nested logit(CNL) structure that allows for potential spatial correlation.The analysis uses data collected in the downtown areas of Maryland-Washington,D.C.region for shopping trips,considering household,individual,land use,and travel-related characteristics.The estimation results show that the dissimilarity parameter in the CNL model is 0.37 and significant at the 95% level,indicating that the alternatives have high spatial correlation for the short shopping distance.The results of analysis reveal detailed significant influences on travel behavior of joint choice shopping destination and travel mode.Moreover,a Monte Carlo simulation for a group of scenarios arising from transportation policies and parking fees in downtown area,was undertaken to examine the impact of a change in car travel cost on the shopping destination and travel mode switching.These findings have important implications for transportation demand management and urban planning. 展开更多

Facing the impacts of climate change and the ecological environmental problems caused by urbanization, urban-rural resilience is a new value goal of territorial space development. Blue-green space is an interconnected network system of natural and artificial green space and water bodies, which can dissolve the internal and external pressures of the system by way of mitigatory acceptance and adaptive interaction, reduce the impact of climate change and artificial construction disturbances, and provide diversified composite functions. By recognizing the connotation of the concept of blue-green space, its composite ecological functionality and its relationship with the value of urban-rural resilience, this paper constructs a conceptual framework for the integrated planning of blue-green space in urban and rural areas with “resilient objectives, resource identification, integrated configuration,differentiated regulation”. The paper proposes an integrated and coordinated multi-scale practicable approach of blue-green space planning(i.e., the construction of the blue-green corridor network, the configuration of blue-green open space, the allocation of blue-green infrastructure) and the regulation-based urban-rural transect, with the aim of improving the hydroecological performance and composite functional services in order to realize urban and rural resilience. 展开更多
