城市综合体在城市空间规划发展中的作用探讨

随着社会经济的发展与进步,我国城市化进程不断加快,城市综合体逐渐备受关注。基于此,本文分析了城市综合体在城市空间规划发展中的作用,并对如何将城市综合体设计规划与城市空间开发利用相结合进行分析,为解决此类问题提供参考借鉴。

可持续发展背景下的国土空间规划研究与实践

国土空间规划在实现经济、社会、环境协调发展中的重要作用是随着全球可持续发展目标的提出和生态环境保护的迫切需求而提出的。以某一地区为案例进行分析旨在探讨国土空间规划在可持续发展背景下的研究与实践。通过全面的研究文献和实地考察综述了国土空间总体规划发展规划规划设计、生态环境规划、地理信息系统与空间分析等研究方向以及国土资源管理与评价等方面的研究成果并对国土资源管理与评价等在此基础上提出国土空间规划的原则和方法以可持续性为核心并对面临的挑战和机遇在实践中进行分析。最后对国土空间规划在可持续发展中的应用及其效果通过案例研究进行探讨。

迈向“新一线城市”:成都的40年空间发展与中轴建设

自2013年中国“新一线城市”开始评选以来,成都市连续11年位居榜首。本文分三个阶段探讨了成都市从一个近代以来寂寂无闻的、我国西南地区的内陆城市,在改革开放的40年中快速崛起的空间发展历程,以及成都市的城市中轴线——“百里天府中轴”城市公共空间的同频快速演进过程,以期为新时代下城市空间规划和发展提供参考。

国土空间规划体系下的风景园林规划研究

绿色园林产业的发展是下一个大时期创新发展模式的重要载体,会加快城市绿色建筑发展的创新与转型。在积极推进现有国土航天产业规划利用模式转型和快速发展模式国际化的前提下,明确并实施几项重大创新任务,以体现其在我国现有大型国土空间综合规划产业体系规划发展中的具体应用。本文全面回顾了本次国土空间规划修编的整体推进状况和演变历史,结合国土空间规划体制改革发展机遇,总结了当前园林规划体系的四个重点,提出编制和澄清系列规划是我国园林部门新的发展战略定位目标要求和面临的功能定位与功能。

Discussion on Planning of Overall Urban Agriculture Park

The urban agriculture park plan involves urban plan, agricultural plan, eco- logical plan, tourism plan and land plan, which can be further divided into strategic plan, general plan and detail plan to explore related issues. With social develop- ment, urban agricultural park is playing an increasingly important role in promoting agricultural and rural development, protecting nearby area farmlands and maintaining sustainable development, as well as an important part of government research. Based on status quo of urban agricultural park in China, basic characters were summarized and frameworks of urban agricultural park with Chinese characteristics were proposed, including early-stage research, prospect exploration, spatial planning, industry planning and guarantees, of which spatial planning and industry planning are highlights.

Why Spatial Planning Often Fails to Control the Spreading Locations of Large Scale Commercial Facilities？

The purpose of this paper is to clarify the mechanism of planning failure on land use control in case of sprawl developments of large scale commercial facilities, which is often seen in many countries. The author demonstrates actual three cases in Japan： a huge commercial development established in the middle of rice field between the two local cities, two huge commercial accumulations established at the opposite fringes of urban area, and many large commercial developments established one by one within the small municipalities surrounding a central city. And by examining the statistical sales amount, the author describes that these huge suburban commercial developments apparently deprived the sales of the downtown. Through analyzing these cases, the author empirically stated that for the motorized local cites, the optimum location of commercial accumulation is no longer the central area of the city but about 15 min away from the center with the smooth accessible arterial road. At last, the author mentions that the ＂planning failure＂ could be occurred if the territory of planning authority and the scale of the development are inconsistent, such as the authority of small municipal government and the large scale commercial facility which impacts beyond the municipal boundary.

To Withstand Loneliness in the Process of Urbanization——Research on the Construction and Planning of Metropolitan Suburban Rural Tourism Scenic Areas

Abstract The conflicts between rurality and urbanization,tradition and modernity,industry and environmental resource in the rural tourism have become major difficulties of its sustainable development in China.This paper analyzed the characteristics and difficult situations of metropolitan suburban rural tourism,put forward four kinds of region-city functions in the development of metropolitan suburban rural tourism,and researched on the construction of rural tourism scenic areas in metropolis suburb—"to Withstand Loneliness in the Process of Urbanization"—as the following aspects:the space organization mode,localization,social organization and management,the product organization and spatial planning modes and contents.

On the Historical Background,Scientific Intentions,Goal Orientation,and Policy Framework of Major Function-Oriented Zone Planning in China

主体功能区规划是新世纪以来我国在地域空间规划方面的一次重大创新和实践,"十二五"规划上升为国土空间开发和区域协调发展领域的国家战略之一。本文从改革开放以来我国区域发展失衡的三大主要问题:区域发展差距扩大、城镇化盲目、国土开发无序的分析入手,论述了通过地域空间规划确定合理的地域功能格局和国土空间开发结构的客观需求。进而探讨了地域功能的科学内涵和形成机制,揭示了自然生态本底功能和人类活动需求功能复合形成地域功能的过程;并结合主体功能区规划编制中的关键科学问题,如主体功能识别的指标体系选择、功能区的空间组织以及功能开发导向的确定等关键科学问题,探究了解决的具体路径和相关方案,并就支撑主体功能区规划实施的相关政策导向和改革框架进行了阐述。最后,从规划职责体系、空间规划体系和科技支撑体系三个方面对今后的实施、发展和完善主体功能区战略进行了讨论。
