地震灾害是人类面临的严重自然灾害之一。"5·12"四川大地震中,房屋倒塌是造成人员伤亡的主要原因,尤其是学校和医院影响最大。学校房屋倒塌导致师生集中伤亡,而医院瘫痪则大大影响患者的正常治疗,更无法承担抢救伤员的... 地震灾害是人类面临的严重自然灾害之一。"5·12"四川大地震中,房屋倒塌是造成人员伤亡的主要原因,尤其是学校和医院影响最大。学校房屋倒塌导致师生集中伤亡,而医院瘫痪则大大影响患者的正常治疗,更无法承担抢救伤员的任务。目前我国的建筑抗震要求是抵御八级烈度地震,而汶川当地的建筑抗震要求也是抵御八级烈度地震,可是此次地震烈度却达到了十级,因此,在地震作用下,建筑物结构的延性与结构的强度具有同等重要的意义。地震力降低系数对设防烈度地震作用的整体降低实际上决定了结构的屈服水准和对结构延性需求的大小。 展开更多

Taking B District in A City as an example, quality classification of basic farmland was evaluated based on farmland gradation. It can be concluded from the analysis that utilization grade of basic farmland in current round was 16.82 without consideration of farmland gradation updating, and the grade enhanced by 0.08, still lower by 0.11 than that in last round, when the updating was taken into account. Finally, the reasons for problems occurred in the round were analyzed as follows: less consideration of protection on basic farmland in orientation of urban development; neglecting of basic farmland quality in Overall Plan of Land Utilization; non-classification of excellent lands after land consolidation; untimely updating of farmland gradation. In addition, the countermeasures were proposed correpondingly, including strengthening of basic farmland quality in the Plan, classification of excellent lands after consolidation, timely updating and inclusion of farmland gradation into "one map" project. 展开更多

On enumeration of polynomial equivalence classes

The isomorphism of polynomials (IP), one of the hard problems in multivariate public key cryptography induces an equivalence relation on a set of systems of polynomials. Then the enumeration problem of IP consists of counting the numbers of different classes and counting the cardinality of each class that is highly related to the scale of key space for a multivariate publi9 key cryptosystem. In this paper we show the enumeration of the equivalence classes containing ∑n-1 i=0 aiX^2qi when char(Fq) = 2, which implies that these polynomials are all weak IP instances. Moreover, we study the cardinality of an equivalence class containing the binomial aX2qi + bX2qj (i ≠ j) over Fqn without the restriction that char(Fq) = 2, which gives us a deeper understanding of finite geometry as a tool to investigate the enumeration problem of IP. 展开更多

We consider a class of mathematical programs governed by parameterized quasi-variational inequalities(QVI).The necessary optimality conditions for the optimization problem with QVI constraints are reformulated as a system of nonsmooth equations under the linear independence constraint qualification and the strict slackness condition.A set of second order sufficient conditions for the mathematical program with parameterized QVI constraints are proposed,which are demonstrated to be sufficient for the second order growth condition.The strongly BD-regularity for the nonsmooth system of equations at a solution point is demonstrated under the second order sufficient conditions.The smoothing Newton method in Qi-Sun-Zhou [2000] is employed to solve this nonsmooth system and the quadratic convergence is guaranteed by the strongly BD-regularity.Numerical experiments are reported to show that the smoothing Newton method is very effective for solving this class of optimization problems. 展开更多
