Based on analyzing the environmental problem that was led by the limitation of the strategy during enacting the program of the modern logistics, SEA for modern logistics was implemented. In this paper, procedure and indicator system in the SEA are constructed, and Environmental Check List to identify environmental impact factors of SEA for modern logistics is established. And a conception that indicates friendly degree of logistics system with resources and environment, degree of green, is introduced. With the example of modern logistics program of Dalian in China, two methods are applied, AHP and Fuzzy Comprehensive Evaluation Method, in the implement of SEA for modern logistics development. It is concluded that degree of green of modern logistics in Dalian is high. However, several important factors should be paid much attention to in the SEA for modern logistics as well as in the formulation and implement of modern logistics in Dalian.展开更多

Chinese foreign energy cooperation has also gone through three periods chronologically, which include(1) the period when China got rid of its high dependence on oil imports from the Soviet Union, achieved self-reliance and even became a net exporter;(2) the period when China first focused on "bringing in" and then turned itself into a net importer of crude oil and refined oil; and(3) the period when China "went global" to engage in energy cooperation in diverse areas, gradually shifting into a leading role before launching the Belt and Road Initiative, which marked the full establishment of the Chinese global energy strategy. The objective of the Chinese global energy strategy has gradually changed from merely pursuing "energy strength" to transforming "energy strength" into "energy power"; the mission is mainly to "promote energy cooperation and energy revolution"; to implement this mission, China will provide international public goods to global and regional energy governance through energy diplomacy and services; and the areas covered by the strategy are countries and regions along the "Silk Road Economic Belt".展开更多

This paper tests the relationship between the reputation and the earnings quality. Through a partial correlation test and a regression test, I do find the evidence that the reputation is not only positively correlated with superior earnings quality, but also does have positive effect on superior earnings quality, as well as the superior total sales do in Chinese public companies.展开更多

Since knowledge is the source of an enterprise' s competitiveness, knowledge management has become the most important means for enterprises to gain competitive advantage. There has been an increased growth in the literature on strategic alliances in recent decades. But what is less discussed in the existing literature on strategic alliances is the issue of knowledge management of strategic alliances in high technology enterprises. In order to optimize the developmental mode, the latest national plan, "The 12th National Economic and Social Development Plan (2011-2015)", is establishing the "Main Function Zoning Strategy", which could be considered as a new prototype of national spatial plan and may cover all Chinese territories. Based on the latest "Main Function Zoning Strategy" stipulated in "The 12th National Economic and Social Development Plan (2011-2015)", the article builds main interlinks between the spatial development strategy and urban regulatory planning. Secondly, regulation factors in Chinese regulatory planning, which may implement the task of main function zoning, have been clarified and categorized. For each regulation factor, its regulation capability is defined by applying a coding method developed by the author. Finally, according to the output of the study, the spatial regulation approaches to implementing the "Main Function Zoning Strategy" in Chinese regulatory planning are analyzed.展开更多

The Administration was then focused on maintaining a fragile balance between creating this legacy and responding to these challenges. Obama stuck to his fundamental principles when dealing with overseas affairs, but he also came up with new responses. The dynamic balance struck between these two formed the basis of the global strategy of the late-term Obama Administration. The Administration's focus at this time highlights the dilemma it faced in forging a legacy. This global integration had an impact on South Asia. This paper examines the significance of the United States defence strategy of combating terrorism and its policy of development. It intends to rethink of the United States defence strategy towards South Asia after September 2001 terrorist attack; whether it is to combat terrorism as stipulated in US national documents or whether it has other intentions. The latter part of this research presents the relevant interventions and defence actions that followed the US policy declarations. The intentions of long-term objectives are implicit in the chain of defence activities that followed to date. In this regard, the significance of this research is to understand how a peaceful atmosphere could be created in South Asia where global development automatically follows. The findings of this research have opened up a relevant and timely topic to inquire into. China is severely impacted by desertification. Of its territory, 34,6% -- some 3.32 million km2 -- is classified as drylands (including arid, semi-arid and semi-humid arid areas). Of the drylands, 2.62 million km2 m...China is severely impacted by desertification. Of its territory, 34,6% -- some 3.32 million km2 -- is classified as drylands (including arid, semi-arid and semi-humid arid areas). Of the drylands, 2.62 million km2 meets the UNCCD definition of desertified land. These desertified lands spread across 18 provinces and account for 27.33% of the country's landmass. Over 400 million residents are affected, causing an annual direct economic loss exceed 64 billion CNY. China's desertification mitigation began in late 1950s. Through a number of high-profile programs "Three-North Shelterbelt Development Program", "National Program on Combating Desertification", "Sandification Control Program for Beijing and Tianjin Vicinity", and "Croplands to Forests or Grasslands Program" launched between 1978 and 2000, the Government of China has poured on average 0.024% of the country's annual GDP into desertiflcation mitigation and, as a result, some 20% of desertified lands have been brought under control. Approximately 50×104 km2 of the existing desertified lands are considered restorable given current technology. When the potential desertification increments induced by global warming are taken into account, total desertifled area within planning horizon is projected to range from 55×104 to 100×104 km2. With the approximate restoration rate of 1.5×104-2.2×104 km2 y-1, China's anti-desertification battle is expected to last 45-70 years. The current strategic plans set restoration targets at 22×104 km2 by 2015, with an additional 33×104 km2 by 2030, and the fnal 45×104 km2 of the 100×104 km2 restored by 2050. Through examining state investment in mitigation and current rehabilitation strategies, the paper recommends: (i) boardening the previous sectoral perspective to a multi-stakeholder approach; (ii) setting priority zones within the restorable area, and establishing National Special Eco-Zones; (iii) steering state investment from government investment in tree plantations to acquisition of planted/greened areas; and (iv) introducing preferential policies in favor of sandy land restoration, including extending land tenures to 70 years and compensating for ecological services.展开更多
