利率政策信息的“公开效应”与策议

经济人的理性预期、市场经济存在的信息不对称、货币政策的动态不一致性理论,使我们理解提高利率政策信息的透明度可以有效引导公众的预期,降低通货膨胀水平;降低金融市场波动,提高市场效率;还可以形成对中央银行的外部监督,增强中央银行的责任感,以及增强公众对利率政策的理解与支持,提高政策的可信度,从而更好地实现国家的宏观调控职能。我国应该从进一步推动信息化建设、完善和规范信息公开制度、明确规定我国维持物价稳定的货币政策目标以及加强和完善宏观经济指标统计等方面入手,以期不断提高利率政策的透明度。

Current status and countermeasures of facility fishery development

According to the"National Modern Facility Agriculture Construction Plan(2023-2030)released by the Ministry of Agriculture and Rural Affairs,the"Special Implementation Plan for Modern Facility Fisheries Construction"emphasizes the development of circular aquaculture,active expansion of green aquaculture space in facility fisheries,multi-channel development of food sources,comprehensive improvement of the quality,efficiency,and competitiveness of facility fisheries,ensuring stable and safe supply of aquatic products,and better meeting people's needs for high-quality aquatic products and beautiful aquatic ecological environment.Since the implementation of the 14th Five Year Plan for fisheries,facility fisheries have made significant progress.In order to thoroughly implement General Secretary Xi Jinping's important discourse on new quality productivity,conduct in-depth research on the current situation and existing problems of the fishery industry,and put forward suggestions to meet the requirements of high-quality development of the fishery industry in the new era.Therefore,it is crucial to continue practicing the"revitalization of aquatic seed industry"and"big food concept",take multiple measures to"demand food from rivers,lakes,and seas",and expand aquaculture space.Through research,it has been found that research in the field of facility based fisheries is still in its developmental stage.Further exploration is needed on the current status,breeding models,and experimental demonstrations of land-based facility based fisheries,in order to provide a basis for fisheries regulatory authorities to formulate the"15th Five Year Plan"for facility based fisheries.

Agent based automated trust negotiation model

To enhance the practicability of the trust negotiation system, an agent based automated trust negotiation model （ABAM） is proposed. The ABAM introduces an agent to keep the negotiation process with no human intervention. Meanwhile, the ABAM specifies the format of a meta access control policy, and adopts credentials with flexible format to meet the requirements of access control policies instead of disclosing the whole contents of a certificate. Furthermore, the ABAM uses asymmetric functions with a high security intensity to encrypt the transmitting message, which can prevent information from being attacked. Finally, the ABAM presents a new negotiation protocol to guide the negotiation process. A use case is studied to illuminate that the ABAM is sound and reasonable. Compared with the existing work, the intelligence, privacy and negotiation efficiency are improved in the ABAM.

Analysis of Factors of Production for Rice Farmers and Research of Development Countermeasures——A Survey of 565 Farm Households in Hunan Province and Zhejiang Province

[Objective] The aim was to analyze economic benefits of rice farmers and influential factors in China. [Method] Based on data of rice production in 565 farm households in 2009, correlation analysis was conducted on characters of households, input/output of rice production, condition and environment of rice production, related policies and activities with SPSS. [Result] Yield per mu, production cost, and rice price were dominant factors influencing economic benefits of rice farmers; labor force in a household, training of rice cultivation, machine rice production and rice cropping had significant effects on benefits from rice production; area of rice, family educa- tion, on-time field management, site instruction, and demonstration fields all had in- significant effects on economic benefits of rice. In addition, suggestions were pro- posed about choice of production scale, implementation of rice policies, measures of subsidy, and purchase price of rice. [Conclusion] The research provides references for rice production and improvement of economic benefits of rice farmers.

Methods and Countermeasures for Urban Agricultural Supply-Side Structural Reform in the New Era

Based on the theoretical basis of structural reform of agricultural supply side, the status quo and existing problems of urban agricultural supply side in Tian- jin under the new normal were analyzed. On this basis, the paper analyzed the paths of urban agricultural supply-side structural reform separately from the perspec- tives of factors, investment structure and system innovation, and proposed specific policies and opinions on the structural reform of urban agricultural supply side, pro- viding the theoretical basis and realistic basis for the sustainable development of ur- ban agriculture.

On Countermeasures and Suggestions to Control NO_X Emissions from Utility Boilers

In combination with low NOX combustion techniques inChina and in view of limits of the Standard of Discharging Atmo-spheric Pollutants from Thermal Power Plants to be published soon,this paper presents corresponding technical countermeasures andkey subjects to be studied.

Finally, its development models were proposed, as well as countermeasures, providing suggestions and countermeasures for Paeonia suffruticosa industry.

Pesticide Residues and Government Regulation in China─Evidence from Pesticide Residues in Fruits and Vegetables

China is a big producer and exporter of fruits and vegetables,and pesticide residues are an important factor affecting the quality and safety of fruits and vegetables and their export trade.In this paper,we analyzed the pesticide residue data on fruits and vegetables in 32 major Chinese cities between 2012—2019,the export data of Chinese fruits and vegetables and the role of pesticides in foodborne diseases.The results showed that pesticide residues in fruits and vegetables(PRFV)partial excess of maximum residue standard(MRL)and residues of banned pesticide were still widespread in China.By comparing the standards of pesticide residues in the European Union and China and addressing the agricultural situation in China,this paper analyzed the main causes of PRFV in China and put forward some policy suggestions for strengthening government regulation of pesticide application in agricultural products.

Evaluations and Suggestions about Effect of Weather in Guangxi on Rice Production

[Objective] The paper aims to study the effect of weather on rice production in Guangxi. [Method] The authors evaluated the effect of weather and weather disasters in Guangxi on rice production by comparison and analysis in terms of temperature,rain and sunlight in 2009. [Result] The study summarized the main favorable and unfavorable weather conditions of rice growth,and proposed the measures and suggestions to tend to interest and avoid harm on rice production in Guangxi. [Conclusion] This study provides references to the evaluations about effect of weather in Guangxi on rice production and suggestions on how to reduce weather disasters influence and ensure rice production security.

The gap report of global climate change mitigation, finance, and governance after the United States declared its withdrawal from the Paris Agreement

On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential ＂major deficits＂ in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States ＇withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8-13.4% increase in the global emissions reduction deficit. The United States＇ withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund （GCF）＇s funding gap will increase by USS2 billion, while the gap of long-term climate finance will increase by about USS5 billion a year. Either the China-EU or the ＂BASIC plus＂ mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future.

Improved Quantum ＂ Ping-Pong＂ Protocol Based on Extended Three-Particle GHZ State

In order to transmit secure messages, a quantum secure direct communication protocol based on extended three-particle GHZ state was presented, in which the extended three-particle GHZ state was used to detect eavesdroppers. In the security analysis, the method of the entropy theory is introduced, and three detection strategies are compared quantitatively by using the constraint between the information eavesdroppers can obtain and the interference introduced. If the eavesdroppers intend to obtain all inforrmtion, the detection rate of the original ＂Ping-pong＂ protocol is 50% ; the second protocol used two particles of EPR pair as detection particles is also 50%; while the presented protocol is 58%. At last, the security of the proposed protocol is discussed. The analysis results indicate that the protocol in this paper is more secure than the other two.

Reflections on the Application for Characteristic Towns—A Case Study of Sanjiang Town in Nanchang County

Focused and characteristic development is the important principle guiding the construction of small towns, and planning, nurturing and building characteristic towns is a major policy decisions for the provincial government of Jiangxi Province to promote the economic transformation and upgrading and urban-rural integration development, and implement the national new-type urbanization and city-industry integration development strategy. On this account, we conducted field research on Sanjiang Town, Nanchang County, analyzed and studied the contents of local construction, leading industry, ecological environment and cultural inheritance, summarized the shortcomings of the town in applying for the characteristic town, and put forward targeted suggestions, with the aim to provide references for the future plan- ning and development of Sanjiang Town.

DECLARATIVE HYBRID ROUTING PROTOCOLS IN AD HOC NETWORKS

This paper presents adaptive hybrid protocols based on the declarative network and mainly discusses the principle and realization of the Bayesian-estimation based adaptive hybrid protocol in the declarative network, which is well adapted to the Mobile Ad hoc NETwork (MANET). The adaptive hybrid protocol is designed for ad hoc networks which have characteristics like self-organizing, no trusted party, flexibility, etc. The nodes that run the hybrid protocol can automatically select one routing protocol that is suitable for different network environment. The Bayesian-estimation based adaptive strategy, that improves the adaptability and stability of the protocol, succeeds in the Rapidnet, a declarative network engine. The result in the Rapidnet proves that the hybrid protocol and the adaptive strategy are feasible. The experiment on the ns-3 simulator, an emerging discrete-event network simulator, validates that this protocol performs well and reduces communication overheads.

Physical literacy in the field of physical education——A challenge and a possibility

Publications of articles with physical literacy as a topic have increased dramatically since the beginning of 2000 s. The aim of this paper is to,through an explorative literature overview with an inductive approach, analyze frequent, and significant themes in published peer reviewed articles,with a focus on physical literacy. The database EBSCO has been used with the identifiers “physical literacy” and “physical literacy and evidence”.Furthermore ICSSPE Bulletin＇s special issue on physical literacy has been included in the overview. The findings have resulted in three key themes： assumptions of the concept physical literacy and its educative role, sports development and physical literacy, and assessment and physical literacy. Future studies are needed to examine if the advocated pedagogical strategies based on the concept physical literacy have led to a reorganized and revitalized school subject. There is also an existing critique towards making physical literacy an idealistic neutral concept or synonym with fundamental movement skills or sports talent identification. The role of higher education emerges as crucial for the next step of the development of the scientific framework as this involves how physical literacy will be socially configured, nurtured, and embodied in practice.Copyright ó 2015, Shanghai University of Sport. Cooperative Layer-2 Based Routing Approach for Hybrid Wireless Mesh Networks

In a Wireless Mesh Network(WMN),the convenience of a routing strategy strongly depends on the mobility of the intermediate nodes that compose the paths.Taking this behaviour into account,this paper presents a routing scheme that works differently accordingly to the node mobility.In this sense,a proactive routing scheme is restricted to the backbone to promote the use of stable routes.Conversely,the reactive protocol is used for searching routes to or from a mobile destination.Both approaches are simultaneously implemented in the mesh nodes so that the routing protocols share routing information that optimises the network performance.Aimed at guaranteeing the IP compatibility,the combination of the two protocols in the core routers is carried out in the Medium Access Control(MAC)layer.In contrast to the operation in the IP layer where two routing protocols cannot work concurrently,the transfer of the routing tasks to the MAC layer enables the use of multiple independent forwarding tables.Simulation results show the advantage of the proposal in terms of packet losses and data delay.

Robust Multiparty Quantum Secret Sharing against Participant Forcible Manipulation

The security of the multiparty quantum secret sharing protocol proposed by Gao [G.Gao,Commun.Theor.Phys.52 (2009) 421] is analyzed.It is shown that this protocol is vulnerable since the agents' imperfectencryption scheme can be attacked by a powerful participant.We introduce a attack strategy called participant forciblemanipulation and analyze the information leakage in this protocol under this attack.At last,we give an improved versionof the original protocol.The improved protocol is robust and has the same efficiency as the original one.
