In this respect, the regulatory regime in the fishing industry both at a national and international level is initially examined while also complemented by the investigation of past research efforts to address these issues. Furthermore, the analysis of the fishing vessels accidents and near misses as recorded in the UK MAIB (Marine Accident Investigation Branch) database for a period of 19 years is performed in order to derive the very causal factors leading to the fishing vessel accidents. It is initially shown that the fatalities and injuries taking place due to fishing vessels' accidents have alarmingly remained unchanged over the last 15-20 years. Another key finding is that the number of accidents and near misses per day and night shifis is quite similar while most accidents take place in coastal waters. Furthermore, human factors are related to the vast majority of fishing vessels accidents with the principal ones referring to "non-compliance', "equipment misuse or poorly designed", "training" and "competence". Finally, remedial measures are also suggested in order to address the main accident causes identified.展开更多

In this paper the results of a methodology for setting speed limits on rural roads of all categories in Greece is presented based on international research and an extensive drivers attitudes' survey. The 85th percentile speed has proven in this case to be the decisive criterion for establishing reliable speed limits or advisory speeds in most cases. The resulted 10 km/la increase in legal speed limits on freeways and express rural highways did not validate any fears that accident rates or frequencies would increase. On the contrary an 8% decrease of crashes was observed in a period of about three years after the implementation of the increased speed limits level on the rural highway network of the country.展开更多

Generally speaking, the nine years between 2007 and 2015 saw non-stop progress in China and US trade and economic ties. The China-US interdependent and complementary economic and trade connections ensure that bilateral relations are constantly developing and merging following their interdependent paths;the global challenges, such as the financial crisis and recent extreme weather events, have allowed China and the US to be in the same boat,weathering these different forms of turbulence. Decisions on important domestic policies and disputes can now be discussed earlier and effectively following on from the construction of multi-dimensional crisis management mechanisms. But undeniably there are unsettled and conflicting points in their relations, such as the fact that the US strategically excludes China from its free trade agenda, not willing to accept many everyday items manufactured by China. This is a major obstacle preventing their relationships deepening. History tells us, in future, if both sides could have a bigger vision, relations would better develop, for the new type of major power relations and the subsequent road would be less rocky and bring more benefits for the peoples of both countries.展开更多

The interest ...The present work aims to conduct a critical analysis of control systems and tools of performance assessment in local public services companies, with a particular reference to the public transport sector. The interest in this issue arises for various reasons, from the growing economic significance of the sector at a national level, measurable in terms of production value and the number of operators involved, to the spread of outsourcing policies, liberalization and privatization, and the use of the standard cost to establish the level of funding. In the field of public utilities, until a few years ago, the concept of control was intended only in a "bureaucratic" sense as the capacity to fulfill the formal obligations linked to the strong regulatory context, ignoring aspects that have become fundamental today, such as economy, efficiency, and effectiveness of management. The approach used is deductive and the study ends with the presentation of the possible implications of the use of standard cost and the presentation of an application hypothesis of a balanced scorecard (BSC) for local public transport (LPT).展开更多
In this paper,we proposed a new n-channel MOS single event transient(SET) mitigation technique,which is called the open guard transistor(OGT) technique.This hardening scheme is compared with several classical n-channe...In this paper,we proposed a new n-channel MOS single event transient(SET) mitigation technique,which is called the open guard transistor(OGT) technique.This hardening scheme is compared with several classical n-channel MOS hardening structures through 3-D TCAD simulations.The results show that this scheme presents about 35% improvements over the unhardened scheme for mitigating the SET pulse,and its upgrade,the 2-fringe scheme,takes on even more than 50% improvements over the unhardened one.This makes significant sense for the semi-conductor device reliability.展开更多
