Data were obtained through questionnaires, interviews, ...This paper examines the role and effectiveness of locacal institutions in the management of forest biodiversity in New Dabaga-Ulongambi Forest Reserve, Tanzania. Data were obtained through questionnaires, interviews, focus group discussions, participatory rural appraisal and field observations. The study revealed that the most remarkable local institutions connected to forest biodiversity management include: Village Natural Resources Man- agement Committee (92%), tree nursery group (79.4%), beekeep- ing groups (61.1%), fish fanning (43.3%), livestock rearing group (33.9%). Main activities carried out by local institutions which directly contribute to the sustainability Of forest reserve include: forest patrols, fire extinguish, preparation of fire breaks, plant- ing of trees along the forest boundaries, creation of awareness, arresting of forest defaulters, participation in income generation activities. For the purpose of realization that local communities are capable of managing forest biodiversity through their traditional institutions, the policy should provide tangible opportunity for local communities to meet their needs as they manage the forests.展开更多

The study was a descriptive survey involving guided interview...The purpose of the study was to examine RBM programme's efforts at controlling malaria among PLWHA and explore their perception of the control strategies. The study was a descriptive survey involving guided interviews of top managers of Roll Back Malaria (RBM) programme. A structured questionnaire was administered to 108 PLWHA attending an HIV/AIDS clinic in a secondary health facility in Calabar. Data were analyzed using descriptive statistics. Thematic analysis revealed that RBM programme strategies include effective case management, promotion of Long Lasting Insecticide Treated Nets (LLINs), intermittent preventive treatment (IPT) and integrated vector management (IVM). Complementary results showed that 104 (92%) admitted accessibility to malarial treatment. Although 83 (57.7%) of PLWHA have LLINs, only 63 (42.3%) use them. Majority of the respondents 89 (60%) have not heard of indoor/outdoor residual spraying (IRS). How to get IRS services and lack of money to buy it were listed as a barrier to its use. Malarial treatment was accessible to PLWHA. The barriers to the use of ITN and IRS could be addressed through free distribution of odorless ITN and IRS to PLWHA. Higher rates of utilization of the products can be achieved through behavioural change communication.展开更多

This approach provided a comprehensive assessment of VM at institutional, organization...A VM (value management) approach was developed that better suits the culture and the context of the SPS (Saudi Public Sector). This approach provided a comprehensive assessment of VM at institutional, organizational and project levels. This paper illustrates the procedures that were used to validate the developed VM approach. For the institutional and organizational levels, the VM approach was validated by conducting telephone interviews with three experts from three organizations that use VM and with two senior managers from the MOF (Ministry of Finance). Mainly, it was found that the MOF should be supported by experts to set up a centre of excellence that can set VM policy, guidelines and standards for the promotion of VM in the SPS, in order to ensure achieving value for money spent in SPS projects. The developed VM approach, as it would be applied at the project level, was presented to 11 experts, all of whom completed a validation questionnaire and presented their comments. Subsequently, the questionnaires were analyzed and the VM approach was amended to reflect the inputs provided by these experts. It was concluded that VM should be applied at least twice on SPS projects. Firstly, it is to review and structure strategic and project briefs to sort out soft issues, and secondly, it is to optimize project designs and sort out hard issues.展开更多
P2P traffic has always been a dominant portion of Internet traffic since its emergence in the late 1990s. The method used to accurately classify P2P traffic remains a key problem for Internet Service Producers (ISPs...P2P traffic has always been a dominant portion of Internet traffic since its emergence in the late 1990s. The method used to accurately classify P2P traffic remains a key problem for Internet Service Producers (ISPs) and network managers. This paper proposes a novel approach to the accurate classification of P2P traffic at a fine-grained level, which depends solely on the number of special flows during small time intervals. These special flows, named Clustering Flows (CFs), are de- fined as the most frequent and steady flows generated by P2P applications. Hence we are able to classify P2P applications by detecting tlle appearance of corresponding CFs. Com- pared to existing approaches, our classifier can realise high classification accuracy by ex- ploiting only several generic properties of flows, instead of extracting sophisticated fea- tures from host behaviours or transport layer data. We validate our framework on a large set of P2P traffic traces using a Support Vector Machine (SVM). Experimental results show that our approach correctly classifies P2P ap- plications with an average true positive rate of above 98% and a negligible false positive rate of about 0.01%.展开更多

The financial crisis resulted in chaebol firms increasing their reliance on ...This paper examines chaebol (Korean business group) firms' earnings management methods in pre-and post-financial crisis periods in Korea. The financial crisis resulted in chaebol firms increasing their reliance on the external capital markets as chaebol firms achieved internal financing through arbitrary transactions among their affiliated and contracted firms. This produced a higher demand for financial reporting transparency in chaebol firms and strengthened monitoring from investors. These changes in the business environment in Korea following the financial crisis are likely to have led chaebol firms to reduce earnings management by using managers' discretion in accounting accruals and to seek alternative means to manage earnings through abnormal operating decisions which are referred to as real activities manipulation. The authors find that chaebol firms have significantly decreased accrual-based earnings management after the financial crisis of Asian compared to non-chaebol firms. The authors also find that chaebol firms have become more inclined to engage in real earnings management after the financial crisis. The results suggest that chaebol firms have shifted their earnings management methods from accruals manipulation to real activities manipulation which is harder to be detected by external auditors and regulators. This study provides insight into the changes in chaebol firms' earnings management methods triggered by economic shock. The findings suggest that the shift in chaebol firms' financing sources from internal to external capital markets and the increased demand for transparent financial information in the post-financial crisis period are likely to have influenced chaebol firms to substitute real earnings management for accrual-based earnings management after the financial crisis.展开更多

The main purpose of the ...The goal of the study was the development of a system to monitor the members of supervisory and management boards. The system currently covers 8,454 joint stock companies registered in Poland. The main purpose of the system is to monitor every change in the composition of every board of every joint stock company, from March 2001 up to the present, and it is updated every month. This system, however, also enables us to confirm some of the theories from the field of corporate governance. A generation change has been identified in the boards of the joint stock companies which were examined. Women constitute a large, and continuously increasing, section of the board members. The number of family companies, and of family involvement in boards, is still increasing. Board members of financial institutions (and not just of banks) possess significantly more directorates than board members of non-financial institutions. The number of interlocking directorates is positively linked to the macroeconomic development indicator of the total investment as percentage of GDP for Poland.展开更多
