By analyzing the characteristics of high & new technology superior enterprises and the influential factors, the evaluation index and method based on Grey Relation Analysis are designed. Some high & new technology enterprises in Heilongjiang province are evaluated and application tactics of evaluation system are proposed. This study provides scientific method and basis for government to obtain development state about high & new technology enterprises and design planning and policies of high & new technology industry.展开更多
The supreme obstacle for sustainable development of natural resources is the scarecity, bottleneck. So how to promote the sustainable utilizing and increase the using efficiency of natural resources is worth studying....The supreme obstacle for sustainable development of natural resources is the scarecity, bottleneck. So how to promote the sustainable utilizing and increase the using efficiency of natural resources is worth studying. This paper suggests that we should improve the model and means of evaluating method and value management based on th~ theory of natural resource compensation. This paper discusses the User Cost Method based on the microeeonomicaspect which can change the evaluating method for natural resources. From the perspective of value managemen model, we should use the User Cost Method to realize the linkage and integration of micro and macro eompensation for natural resources. Based on the evaluating and aecounting idea User Cost Method, this paper presents a theo. retical framework to harmonize and link micro and macro compensation for natural resources. At present, we should seek the new approach and method to manage natural resources, so can we realize the capitalization managemen focusing on the vahte management for natural resources.展开更多
A life-cycle assessment (LCA) was carried out to compare the energy, environmental and economic impacts of converting cassava to fuel ethanol in Guangxi Province, China. The entire life cycle is a system that includes...A life-cycle assessment (LCA) was carried out to compare the energy, environmental and economic impacts of converting cassava to fuel ethanol in Guangxi Province, China. The entire life cycle is a system that includes stages from cassava farming to ethanol fuel combustion. A computer-based model was developed to assess energy, environmental, and economic (EEE) life cycle implication of cassava-based ethanol fuel. The LCA results for fuel ethanol were compared to conventional gasoline (CG) as a base-line case. On the life-cycle bases, the use of cassava-based ethanol fuel in Guangxi may consume more energy but reduce greenhouse gas, VOC, and CO emissions. Life cycle cost results indicate that although fuel ethanol currently is not competitive compared to conventional gasoline, it has great potentials when there are subsidies and/or yields of cassava planting are improved. In terms of balancing the energy, environmental and economical, the introduction form of cassava-based ethanol fuel would be E10. The assessment results generated from this study provide an important reference for Guangxi policy makers to better understand the trade-offs among energy, environmental effects, and economics for the most effective using of regional energy resources.展开更多

Performance appraisal is one of the commonly used modern human resource management tools. Many companies which developed to a certain stage began to introduce performance management. But a lot of friends in human reso...Performance appraisal is one of the commonly used modern human resource management tools. Many companies which developed to a certain stage began to introduce performance management. But a lot of friends in human resources circles always hold a controversy on the effectiveness of performance management. In fact, there are problems on the methods and assessment scales. I personally think that a lot of companies use performance appraisal problem mainly occurs due to the presence misunderstanding the purpose of business resulting from the introduction of performance appraisal. For example: taking the wrong assessment methods, there is no breakdown of the work in advance, nor performed posts and responsibilities ; performance appraisal way to take a negative incentive, the employees complained of performance ; lack of strategic height of human resource management, performance appraisal that can not be linked with the actual situation. The following analysis of several performance evaluation methods and its influence is from the perspective of human resources. Each has its advantages and disadvantages, and also has different emphases. I want to share it with everyone and hope everyone can learn something from it.展开更多
