中国的立法评估路在何方——欧盟方法的评析与借鉴

自2004年国务院发布《全面推进依法行政实施纲要》提出立法评估制度之后,立法评估的试点工作因为没有细化的方法和合理的指标,进展缓慢,几无成效。在此情况下,对欧盟2009年新出的《立法影响评估分析指引》中的原则、方法和指标的分类予以介绍,试将其精华引入我们国家立法评估工作之中,以期突破困境,寻求发展之道。

Identification of Heterogeneity of Social and Economic Environment of Land Uses in China

The robust principal component analysis （RPCA） is a technique of multivariate statistics to assess the social and economic environment quality. This paper aims to explore a RPCA algorithm to analyze the spatial heterogeneity of social and economic environment of land uses （SEELU）. RPCA supplies one of the most efficient methods to derive the most important components or factors affecting the regional difference of the social and economic environment. According to the spatial distributions of the levels of SEELU,the total land resources of China were divided into eight zones numbered by Ⅰ to Ⅷ which spatially referred to the eight levels of SEELU.

A preliminary study of cryosphere service function and value evaluation

Cryosphere science research and development(R&D) has been strongly committed to public service, integrating natural sciences with socioeconomic impacts. Owing to the current shift from purely natural cryosphere scientific research to linking cryosphere science with socioeconomic and cultural science, cross-disciplinary research in this field is emerging, which advocates future cryosphere science research in this field. Utilizing the cryosphere service function(CSF), this study establishes CSF and its value evaluation system. Cryosphere service valuation can benefit the decisionmakers' and public's awareness of environmental protection. Implementing sustainable CSF utilization strategies and macroeconomic policymaking for global environmental protection will have profound and practical significance as well as avoid environmental degradation while pursuing short-term economic profits and achieving rapid economic development.

Comprehensive Measurement for Carrying Capacity of Resources and Environment of City Clusters in Central China

Studying the carrying capacity of resources and environment of city clusters in the central China has important practical guidance significance for promoting the healthy, sustainable and stable development of this region. According to their influencing factors and reciprocity mechanism, using system dynamics approaches, this paper built a SD model for measuring the carrying capacity of resources and environment of the city clusters in the central China, and through setting different development models, the comprehensive measurement analysis on the carrying capacity was carried out. The results show that the model of promoting socio-economic development under the protection of resources and environment is the optimal model for promoting the harmony development of resources, environment, society and economy in the city clusters. According to this model, the optimum population scale of the city clusters in 2020 is 42.80×106 persons, and the moderate economic development scale is 22.055×1012 yuan (RMB). In 1996-2020, the carrying capacity of resources and environment in the city clusters took on obvious phase-change characteristics. During the studied period, it is basically at the initial development stage, and will come through the development process from slow development to speedup development.

Correlation Between Economic Development Level and Landscape Pattern in Beijing Peri-urban Areas

With the rapid changes of demographic and socio-economic structure, various ecological and environmental problems have emerged in peri-urban areas. Studies on the correlation between socio-economic development and eco-environmental preservation are inadequate. This paper analyzes the landscape pattern of peri-urban areas to address this issue. First, it studies the differentiation of economic development levels in Beijing peri-urban areas. Then, it explores the correlation between economic development level of each town and its landscape pattern using Pearson Correlation and grade difference indices. Furthermore, it summarizes the problems within current landscape pattern. Three conclusions are drawn from the analysis: (1) on the whole, the economic de- velopment level in Beijing peri-urban areas basically matches with landscape pattern; (2) landscape contagion degree decreases with the growth of economic development level in as much as 30% of Beijing peri-urban areas. This is an irrational phenomenon accord- ing to our judgment; (3) landscape fragmentation grades in more than half of the towns are higher than their economic development grades, suggesting that attention should be paid to excessive fragmentation of land use.

Identifi cation of national priority areas for adaptation to climate change in China

The problem of global warming has been identif ied as the f irst in the list of the top ten environmental prob-lems in the world.As climate change will seriously affect the social and natural world that people live in,so it may lay serious repercussions on economic progress,social improvement,and sustainable development.International bodies everywhere and many of the countries' governments are responding urgently to this call.In recent years,climate change has affected different regions in China in different ways.In its national agenda,the Chinese government should address the problem of climate change and its negative impact on socio-economic development.In this endeavor the nation should introduce policies which will help its people and economy to adapt to these effects and changes.Priorityf ields of adaptation to climate change are the sensitive areas or departments which are more vulnerable to the negative influences of climate change.The negative impacts of climate change in some parts of China are considered to be very serious indeed as they affect the whole economy and community.As a result,priority should be given to these more affected regions for the limited state f inancing.This paper def ines adaptation and discusses the basic principles and programs in the identif ication of national priority areas where adaptation should be exercised.Based on the past studies,four priority areas in China are identif ied,namely,disaster prevention and mitigation,water resources,agriculture,and ecosystem.An analysis on the identifi cation procedures,and the reasons and tasks involved are given for each.

A grey dynamic model for the evaluation of regional sustainable development and its empirical study

Currently, traditional development issues, such as economic stagnation, as well as new challenges like environmental degradation and globalization, need attention. Sustainable development, including economic, environmental, and social elements, is a main goal of decision-makers. The key to sustainable decision-making is to evaluate and forecast the status quo of sustainable development. Policy makers need a tool based on scientific information to forecast the effects of future actions on sustainability and make policies for sustainable development. This paper analyzes the relation of the economy, environment and social welfare by the grey dynamic model. The proposed method uses time series and basic indicators of ecological system, including economic, environmental and social sub-systems. It is applied to Heilongjiang Province and Jiangsu Province. The results have proved different status quo of sustainable development in these two regions, and suggestions are proposed, such as optimization of industrial structure and eco-industrial development. The conclusion is that there is no unique sustainable path, and accordingly, policy makers should choose different criteria and strategies to make efficient sustainable decisions for each region.

ANALYSIS OF CAPITAL FLOW WITH GIS——Two Approaches for Regional Investment in China

GIS technology has been mostly concerned with handling physical data andmodeling physical environment. However, the retirements of GIS for handling socio-economicinformation in many cases are different from those concerning phenomena in the physical environment.Analysis of capital flow among regions requires the transitions both from economic values tophysical landscape and from physical surface to economic explanation. Rapid growth of Chineseeconomy comes mainly from investment. There are two main ways for obtaining high growth ofinvestment. One is government expenditure which usually invests in regional facility and amenityblock, which is regarded as stimulus for attracting investment. The other is the creation ofinvesting center and corresponding capital source areas, both of which need the central city withthe highest growth rate of investment among regions. This paper presents the cluster areas of bothgovernment revenue and total investment, the potential situation of capital flow between centralcity Shanghai and its neighbor provinces by using Classification' and Interpolation' functions ofArcView GIS.

Familial and Territorial Values for Sustainable Entrepreneurship in Italy： Some Reflections in Theory and Practice]

This study reflects the specificities of family small- and medium-sized enterprises （SMEs） which are related to values, culture, and relationships with the territory （local context）. In the following sustainable and corporate social responsibility （CSR）-oriented strategies, family businesses are ＂assisted＂ by the presence of entrepreneurial values which are tied to and derived from the social system in the territory in which they are located. The aim of this study is to demonstrate that the consolidation of stable and durable relations between the family business and the local context depends on the presence of shared values between the members of the family and the stakeholders, all components of civil society are within the same territory. Such values are the fruit of a given territory＇s civic traditions. They are the result of an anthropological culture which is typical of the socioeconomic environment in which the entrepreneur, the family, and the business are all rooted, thus, they are expressions of a culture ＂of the place＂.

Dynamics of the Coordination of Economy-Society and Resource-Environment in Shandong Peninsula,China

Shandong Peninsula,as a more developed region in Shandong Province even the east coast of China,is facing challenges from resources and environment pressures.This paper tried to track and assess the coordination status and the dynamic between resource-environment and economy-society systems in Shandong Peninsula during 2001-2008 in order to provide decision support for regional sustainability.An appraisal index system was built including five aspects of harmony degree(A),sustainability degree(B),opening degree(C),stability degree(D) and controllability degree(E).The results showed that:1) The coordination level of resource-environment and economy-society in Shandong Peninsula has continuously grown,and it has undergone three stages:no coordinated degree(2001-2002),weak coordinated degree(2003-2006) and basically coordinated degree(2007-2008).2) Five indexes of criterion hierarchy also increased overall,but each index showed different trends.Harmony degree,sustainability degree and opening degree rose all the time,while stability degree and controllability degree alternately rose and fell.The improvement of controllability degree was the slowest.3) The aggravating trend of environmental pollution was slowing down.The economic growth was driven by industrial growth and urbanization typically and investment was still the main force to pull the regional economic growth.At the same time,technology and education were becoming more and more important for economic growth.The level of foreign capital utility declined and the geographical advantage of Shandong Peninsula was exerted.Meanwhile some characteristics of knowledge economy were presenting.Water resources become the main constraint factor of fast development in Shandong Peninsula.It is necessary to further strengthen the coordination ability of government on regional sustainable development.

State Policy on the Environment in Vietnamese Handicraft Villages

Handicraft villages play an important role in promoting social and economic development in rural areas as well as Vietnam＇s economy. Nowadays, Vietnam＇s handicrafts have a foothold in the world market, and are exported over 163 countries and territories （Tuan, 2010）. However, the production activities of the handicraft village have a lot of shortcomings, especially the problem of environmental pollution （Chi, 2010）. Therefore, government policy plays a very important role to minimize environmental pollution villages, contributing to improving environmental quality and public health. This paper focuses on： 1）. Current status of state policy environment in handicraft villages shows the achievements and limitations of the policy, from which reviews state policy in environments in handicraft villages （through fieldwork in the handicraft villages）; and 2）. Solution to improve state policy on environmental protection in handicraft villages in Vietnam.

A STUDY OF EVALUATION OF ECOLOGICAL ENVIRONMENTAL IMPACTS OF COAL MINING SUBSIDENCE

The land disturbance and its ecological impacts are the most significant one in the environmental problems which arise from increase of coal mining,processing and utilization. And the environmental impact assessment as one of the most powerful planning tools has been playing a good part in the environment protection in China. This paper ,based on EIA experience, discribes the methods of identification, prediction and analysis of the impacts of mining subsidence,the operational procedures and mitigating measures likely to take.

An Interpretation of the Influential Power of China Development

Through the analysis on China＇s economic develop- ment, utilization of resource environment and soft power, a basic judgment was made of the influence of ＂China development＂. The overall influential power of China development on international community was misunderstood. What we see is the role of ＂China Factor＂ in different fields. In the process of economic globalization, what economic system of capitalist market has seen is ＂China＇s cheap labor＂, ＂China＇s loose economic system environment＂, ＂earlier abuse of unlimited resource environment＂, ＂China＇s broad consumption market＂ and ＂demographic dividend＂. In global or Asian financial crisis, what other countries valued was China＇s ＂foreign currency＂ accumulated over the years. In global gov- ernance or crisis management, what international community expected was ＂China＇s obligations and responsibilities＂ without the right of speech, etc.. All these are the ＂passive＂ roles produced by ＂a single factor＂ in definite fields. The active and initiative role China will play in international community still needs time and the continuous efforts of several generations. China once was a big country that had significant inftuential power on the world, and China＇s renaissance is a normal process of development of things. What excessive talks about its influential power reflect may be the lack of China＇s influence.

Contribution of ecotourism to poverty alleviation in Nyanga,Zimbabwe

This paper assesses the contribution of ecotourism to local communities and the environment.Livelihoods of local communities are examined to understand the socioeconomic situation of people living in proximity to ecotourism areas and their participation in ecotourism activities. The impact of ecotourism on the environment in Nyanga is also examined. The paper employs both literature review(secondary data) and a field survey(primary data) to achieve these objectives. To gather socioeconomic data of households and tourist traits, questionnaires were administered to120 households and 30 tourists in the study area. Key informant interviews were held in the survey to gather expert knowledge about ecotourism trends and environmental data in the area.Data were analyzed using Statistical Package for Social Sciences. Descriptive and inferential analyses were used for quantitative data while content and structural-functional analyses were used for qualitative data. The research revealed that ecotourism offers the highest salaries when compared to other sources of formal employment. Ecotourism activities were shown to positively impact the environment through the protection, preservation, and management of natural resources. The study concludes that ecotourism is a useful and sustainable poverty alleviation strategy which has not yet been fully exploited in Zimbabwe.

The Anthropology and the Social Construction of Development in Post-colonial Africa

Development is achieved neither from the vacuum nor from the abstract. It takes place in a social context and responds to specific social conditions. Many countries in Africa （especially in the sub-Saharan area） consider that the main potential contribution an agenda for socio-economic development could provide would be to put socio-anthropoiogical studies of development back at the center of concerns. Likewise, the nature of the commitment of theorists and practitioners of yesterday and today, in a context that is described as post-colonial, especially around development projects policies, is to encourage more comprehensive and effective new approaches with regard to development in Africa. Moreover, achieving development requires also global actions to deliver on the legitimate aspiration towards further economic and social progress, requiring growth and employment, and at the same time strengthening the education system by using academic institutions, and systems to the right to make decisions about programs, quality standards, and a veriety of other educational factors.

Cultural and Socio-economical Dimensions a- Human Reproduction and Sex Education in the Biology Textbooks of Eight Countries

This study was carried out within the European research project ＂Biology, Health and Environmental Education for Better Citizenship＂. It is a comparative analysis of textbooks from eight Mediterranean countries which differ by their cultures, their socio-economical levels, and their religions. This work is focused on the sensitive educational topic ＂Human Reproduction and Sex Education＂. And 43 biology textbooks are analyzed among eight countries： four are in Europe and four in Africa and Middle East. Grids were built to identify implicit values in the texts and images. It is a more precisely explicit or implicit presence of cultural, socio-economical, and ethical dimensions. The investigation concerns whether the authors of textbooks present differently this theme depending on the socio-cultural, ethical, and religious contexts. The content of the textbooks was analyzed as reflecting the conceptions of their authors and publishers. The outcomes of the analyses show that several textbooks present images of human beings restricted to only one ethnic type, usually white-skinned and with fair hair. The social, cultural, economical, and ethical dimensions were generally absent, except for some interest for them in few European textbooks.

Relationship Between Built Environment, Socio-economic Factors and Carbon Emissions from Shopping Trip in Shenyang City, China

Promoting active travel behavior and decreasing transport-related carbon dioxide （CO2） emissions have become a priority in many Chinese cities experiencing rapid urban sprawl and greater automobile dependence. However, there are few studies that holistically examine the physical and social factors associated with travel CO2 emissions. Using a survey of 1525 shoppers conducted in Shenyang, China, this study estimated shopping-related travel CO2 emissions and examined how the built environment and individual socioeconomic characteristics contribute to shopping travel behavior and associated C02 emissions. We found that, firstly, private car trips generate nearly eight times more carbon emissions than shopping trips using public transport, on average. Second, there was sig- nificant spatial autocorrelation with CO2 emissions per trip, and the highest carbon emissions were clustered in the inner suburbs and between the first and second circumferential roads. Third, shopping travel CO2 emissions per trip were negatively correlated with sev- eral built environment features including population density, the quantity of public transport stations, road density, and shop density. They were also found to be significantly related to the individual socio-eeonomic characteristics of car ownership, employment status, and education level using a multinomial logistic regression model. These empirical findings have important policy implications, assisting in the development of measures that contribute to the sustainability of urban transportation and meet carbon mitigation targets.

Complexity and Strategy of Ideological and Political Education Environment in the New Century
