However, the estimated BER is not precise enough if the practical value of BER i...Error Estimating Code (EEC) is a new channel coding method to estimate the Bit Error Rate (BER) information of the transmitted sequence. However, the estimated BER is not precise enough if the practical value of BER is high. A weighted EEC estimation method is proposed to improve the accuracy performance of BER estimation by classifying the raw estimation results into intervals and multiplying them by different coefficients separately. The applications of weighted EEC in modulation selection scheme and distributed video coding are discussed. Simulation results show that the EEC-based modulation selection method can achieve better performance at a cost of little redundancy and computation, and the EEC-based rate estimation method in distributed video coding can save the decoding time.展开更多

The List＇s idea of nation is a product of a group of structural （and not only cultural or mental） transformations that occurred during the Revolutions of 1830 and 1848 in Europe. The result is the emergency of a new form of State, the nation-State. The political economy elaborates their critics in the measure in capitalism changes. The nation, in the national system of political economy of List, synthesizes the unification of the territory, the consolidation of the national industry and an internal market free from barriers and interlinked by a modem net of transports. In a contradictory way, that nation idea is based in great territory and its empire and not on the nationality principle, according to which, each people, yet that very small, has the right to its own territory. Thanks to the implemen...In this paper, a strategy is proposed in order to introduce in a realistic way wind generation into a HL11 （bulk power system） non sequential Monte Carlo adequacy study with economic dispatch. Thanks to the implemented solution, wind generation is consequently confronted to operational constraints related to high powered thermal units, nuclear parks or thermal machines with technical minimum value. Moreover, during each simulated system state, a DC load flow is also calculated in order to evaluate reinforcements optimizing the large scale integration of wind power production. The simulation tool modified during the present work is called Scanner and is the property of Tractebel Engineering （Gaz de France-Suez） company. Additionally, questions emerge about the usage of the means of communication, particularly those related to Technology of Communication and Information （TICs）. The influence of the media over the social-cultural activities tends to create homogenizations of senses, aiming a planetary visibility in a process that can not only disfigure but destroy many symbolic representations and cultural forms. However, there exist several technical issues such as power transfer capability, electricity accommodation, frequency control and peak load regulation as well as system stability. In addition, the high capital cost and operation cost of the supporting transmission project invested and constructed by the Gansu Provincial Power Company will definitely have significant impacts on the management and economic profit of the Company. Through analysis of the construction and operation cost changes resulting from the wind power collection and delivery project, the author carried out research into the effects of developing large-scale wind power base on the management and economic benefits of power grid enterprises and proposed corresponding suggestions to make the related policies perfect.展开更多
