Hengshan County, located in the aeolian-loessial area of Northwest China, was investigated to illustrate land use changes and their implications for environmental and long-term rural economic development. The farmland in Hengshan County significantly decreased during 1990–2003, whereas forest land and grassland increased. The conversion rates of farmland, orchard land, forest land and construction land varied markedly among different periods: 1990–1995, 1995–2000 and 2000–2003. Conversion of orchard land, grassland and construction land was dominant in 1990–1995, whereas the conversion of farmland to forest land mainly occurred in 2000–2003. The results suggested a profound transition in institutional policy and political economy of land management, including implementation of integrated soil erosion control projects, adoption of a market-oriented economy and the ‘Grain-for-Green’ policy, during this period in China. To achieve long-term sustainable land use in Hengshan County, efforts should aim at increasing off-farm income of rural families as well as establishing land-economizing mechanisms to promote land productivity, in addition to conservation measures.展开更多

It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban...Brownfield redevelopment is a new urban land use strategy to pursue the ideal of sustainable development. It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban sprawl. It addresses issues of urban land use and farmland protection in China. This paper compares brownfield with greenfield, and defines brownfield and its redevelopment. It elaborates general and special government policies for this sustainable land use strategy in the context of China. General policies contain two aspects: clarifying brownfield redevelopment's priority in Chinese urban planning and land use and setting a general quantitative redevelopment target. The extent of the government's special policies, which aim at coordinating three factors in the redevelopment process, namely govern- ments, developers and users, are divided into five areas: statistics and categorization, assessment and remediation, fi- nancial supports and tax incentives, environmental and legal liability, and publicity and guidance. The paper concludes the major functions of different levels of Chinese government in the redevelopment process, i.e. making general strategy, formulating legislation, spectifying regulations and technical standards, estimating and categorizing brownfield sites, drawing up brownfield planning, providing information and financial support, guiding developers, publicizing the strategy to the public, and checking reuse results.展开更多

Based on the data from the Cost-benefit Data of Farm Produce and the China Agricultural Yearbook, this paper aims to examine the spatial and temporal change characteristics of total grain production and its affecting ...Based on the data from the Cost-benefit Data of Farm Produce and the China Agricultural Yearbook, this paper aims to examine the spatial and temporal change characteristics of total grain production and its affecting factors. The results show that: 1) During 1980 to 2007, total grain production increased from 3.20 ~ 108 t to 5.02 x 108 t in China, with annual increasing rate of 1.68%. From the regional disparities, most of the regions present increasing trend of total grain production except for several regions with higher level of economic development; 2) Grain sown area decreased from 1.17 × 108 ha in 1980 to 1.06 x 108 ha in 2007, which has negative effect on total grain production; 3) The increase of grain yield per unit area caused by land use intensity changes contributed to the increase of total grain yield greatly. However, as the land use intensity showed that farmers pay more attention to labor-saving input but not yield-increasing input, the less enthusiasm of farmers in grain production may become an important constraint on fu- ture grain production increase in China; 4) Based on the results, this paper proposed different land management poli- cies in different regions, for example, the government should protect cultivated land, promote large scale production. As to the less developed regions, the government should pay more attention to agricultural subsidies to promote farm- ers' enthusiasm in grain production.展开更多
Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major point...Along with the economic development and the acceleration of urbanization,urban construction land expands rapidly in China,and has resulted in a series of socio-economic problems.This article summarized the major points of controlling the unchecked and rash expansion of construction land in the academic circle,and analyzed the problems of regulating the expansion of construction land from three aspects.First,this article analyzed the relationships between socio-economic development and urbanization from the historical viewpoints,and pointed out that the expansion of construction land is a historical phenomenon which will be surely appeared in the development of human race.Second,the authors utilized two-sector model to analyze the importance of urbanization in the socio-economic development from the academic angles.At last,the authors utilize four-quadrant model and bidrent curve model to analyze the influence that brought by the strict control of construction land expansion.Through analysis,this article drew some conclusions.First,the expansion of construction land is a phenomenon which will surely appear in the social development.It is impossible to accomplish the national modernization on the basis of dualistic structure between urban and rural areas.Second,under the function of rent gradient gap,strict control of construction land expansion will not only obtain the anticipated effects,but also cause a series of socio-economic problems,such as land-levying contradiction,the appearance of limited property right house,and being dependant on lease instead of expropriation.Third,unreasonable policies and governmental behaviors are the roots of the unchecked and rash expansion of urban construction land.Based on these conclusions,this article proposed that three transformations should be realized to regulate the unchecked and rash expansion of construction land:transfers from quantity regulation to quality regulation,from direct regulation to indirect regulation,and from single-measure regulation to multi-measures regulation.展开更多

The land use pattern in such area is shifting away from the assumptions of mainstream paradigms to new conceptual landscapes, which leads to a series of problems on economic development and social stabilization. There are many researches on non-agricultural land-use in peri-urbanization area. In this paper both international and domestic research literature is reviewed by dividing six parts. The first part introduces the conception of peri-ur-banization area and its driver factors. Then in the second and the third part, the paper expatiates on the progress in the non-agricultural land-use in peri-urban area on land-use problems in the research area, while the fifth part reviews the integrating ways of non-agricultrual land-use. Finally, recommendations for further study are draw with specific reference to the current and future position of non-agricultural land-use study in peri-urban area.展开更多

A correct assessment of the landslide susceptibility component is extremely useful for the diminution of associated potential risks to local economic development, particularly in regard to land use planning and soil c...A correct assessment of the landslide susceptibility component is extremely useful for the diminution of associated potential risks to local economic development, particularly in regard to land use planning and soil conservation. The purpose of the present study was to compare the usefulness of two methods, i.e., binary logistic regression(BLR) and analytical hierarchy process(AHP), for the assessment of landslide susceptibility over a 130-km^2 area in the Moldavian Plateau(eastern Romania) region, where landslides affect large areas and render them unsuitable for agriculture. A large scale inventory mapping of all types of landslides(covering 13.7% of the total area) was performed using orthophoto images, topographical maps, and field surveys. A geographic information system database was created, comprising the nine potential factors considered as most relevant for the landsliding process. Five factors(altitude, slope angle, slope aspect, surface lithology, and land use) were further selected for analysis through the application of a tolerance test and the stepwise filtering procedure of BLR. For each predictor, a corresponding raster layer was built and a dense grid of equally spaced points was generated, with an approximately equal number of points inside and outside the landslide area, in order to extract the values of the predictors from raster layers. Approximately half of the total number of points was used for model computation, while the other half was used for validation. Analytical hierarchy process was employed to derive factor weights, with several pair-wise comparison matrices being tested for this purpose. The class weights, on a scale of 0 to 1, were taken as normalized landslide densities. A comparison of results achieved through these two approaches showed that BLR was better suited for mapping landslide susceptibility, with 82.8% of the landslide area falling into the high and very high susceptibility classes. The susceptibility class separation using standard deviation was superior to either the equal interval or the natural break method. Results from the study area suggest that the statistical model achieved by BLR could be successfully extrapolated to the entire area of the Moldavian Plateau.展开更多
