R/S AND WAVELET ANALYSIS ON EVOLUTIONARYPROCESS OF REGIONAL ECONOMIC DISPARITY IN CHINA DURING PAST 50 YEARS

This paper shows the dynamic process of regional disparity of economic development in China in the past 50 years from a new insight by using the rescaled range statistic (R/S) analysis and wavelet analysis of the Theil index sequence with different time scales. The main conclusions are: 1) The regional disparity of economic development in China, including the inter-provincial disparity, inter-regional disparity and intra-regional disparity, has existed for many years. Theil index by the comparative price has revealed the true trend for comparative disparity of regional economic development from 1952 to 2000. 2) Decomposition of Theil index indicates that the dynamic trend of comparative inter-provincial disparity in the coastal region is in line with dynamic trend of inter-provincial disparity in the whole China. 3) The R/S analysis results tell us that during 1966-1978, the Hurst exponent H=0.504 approximate to 0.5, which indicates that in that period the evolution of comparative inter-provincial disparity of economic development showed a random characteristic, and in the other periods, i.e. 1952-1965, 1979-1990 and 1991-2000, the Hurst exponent H>0.5, which indicates that in those periods the evolution of the comparative inter-provincial disparity of economic development in China had a long-enduring characteristic. 4) By using wavelet analysis at different time scale, we arrived at a conclusion that the evolutionary process of the disparity of economic development of China is not a simple inverted U shape but a compound of several U shapes. The result tells us that the evolutionary plot of inter-provincial disparity in China follows the inverted U on the whole at the higher scale, 24 ( 16 years). That is to say, the disparity tends to rise in the first stage of economic development, and fall slowly over the peak in the second stage of economic development. However, if we shorten the time scale to 23 ( 8 years), then a link of several U shapes will appear.

ANALYSIS ON LAND-USE CHANGE AND SOCIO-ECONOMIC DRIVING FACTORS IN H AINAN ISLAND DURING 50YEARS FROM 1950TO 1999

Land-use change is an important part of global change research(IGBP,1990-1992).But the majority of researches focus on the natural dr iving force of land use change.In thi s paper,the authors studied the rela tionship be-tween socio-economic driving facto rs and land-use change with time series in Hainan Island.Based on the stud y for the evolution of administrative system and policies in Hainan Island and the comprehensive analysis on the socia l economy da-ta and changes of social policies,th e socio-economic policies,human activities and land use of Hainan can be divided into three periods with different ch aracters:period from1950to 1978ch aracterized by the planning economi c system,peri-od from 1978to 1988characterized by the transfer of economic system and a doption of open policy,new stage fro m 1988to 1998with high growing speed.On th e other hand the authors describe the character of the periods and land-use change process affected by socio-economic factors.This paper provides an important method for evaluating the development and changes of Hainan social economy dur ing the 50years from 1950to 1999and f orecasting the development of Hainan so-cial economy in future.

China＇s Economic Slowdown under Supply-Side Perspective

This paper creates an analytical framework for ongoing China＇s economic slowdown and reveals the major.factors affecting potential growth rate. First, proceeding from the factors that led to a decline in China ＇s potential growth rate, this paper demonstrates that the slowdown since 2012 is not caused by demand-side shock.s＇ but is a natural result of the demographic transition and the change of economic development stage that stemmed from supply-side factors. It is therefore suggested that the demand- side perspective for cyclical analysis must be abandoned and the supply-side perspective for growth analysis ought to be followed Secondly, this paper argues that it is theoretically unjounded and empirically unconvincing for existing literature based on the growth perspective to simply apply the statistical pattern of ＂regression towards the mean＂ to forecast China ＇s growth outlook and thus arrive at pessimistic conclusions. On this basis, this paper identifies a host of initiatives that can significantly increase potential growth rates and proposes policy recommendations for deriving reform dividends foom supply-side structural reform.

Development of City Transport System and Two-wheel Vehicles

Based on the study on the city transport systems of some typical cities worldwide,this paper put forward that each city transport system has its own development mode,which is influenced by the city development plan,economic development level,traveling vehicle composition etc..When some problems occur,such as the congestions caused by contradiction between the road capacity and vehicle composition,the city transport system may come into temporary maturity period.If the improvement for road system is limited meanwhile,optimized structure of vehicle composition should be an effective solution in this case.With the development of economy-internationalization,the development speed of city transport modernization is rapid.When traveling easiness is conflicting with efficiency,the advantages of public transport system become more obvious.Correspondingly,the superiority of two-wheel vehicles will reappear.Though the important function of two-wheel vehicles for alleviating city traffic problems is obvious,however,their development strategy must be reasonably proposed,and operation regulations must be performed accordingly.

Plan C: China’s Development under the Scarcity of Natural Capital

The critical issue of China’s modernization is whether it can free itself from the traditional modernization plan based on the relatively abundant natural capital, and innovatively create a developmental model of a large country under the scarcity of natural capital. This is why China is so keen on circular economy and economical use of resources. Focused on this issue, this paper summarizes the theoretical elements of the development under the scarcity of natural capital, points out that Plan C is the strategic choice for China’s future development, emphasizes that China needs to enhance the new industrialization, new urbanization and new modernization based on the restriction of natural capital, and discusses the technological and mechanistic support required to realize the development under the scarcity of natural capital.

Regional Difference in Social Capital and Its Impact on Regional Economic Growth in China

Social capital has played an increasingly important role in regional development.China is a country with high stocks of social capital.Using several different indicators of social capital,this study tries to research the regional disparities in social capital and the influence of social capital on economic growth of China in 1978-2004.Measuring social capital with indicators of associations,charities and blood donation rates,this study finds significant regional disparities in social capital at provincial level in China.Those indicators for social capital are highly correlated with regional economic performance.Statistical analysis shows that social capital has a significant and positive effect on a long-term provincial economic growth.This relationship exists after controlling policy,macro location factors,and per capita GDP in the initial year.The empirical findings indicate that institutions,culture and social relations are critical for regional development in China.Therefore,the creation and support of social capital should be paid more attention to when making regional policy.

Comprehensive Evaluation on Urban Sustainable Development of Harbin City in Northeast China

It is an effective way in realizing urban coordinated and sustainable development to establish a series of in- dicators and to evaluate urban environmental and socioeconomic development. According to the characteristics of Harbin City in Northeast China, an indicator system including five subsystems and 37 indicators was established for comprehensive evaluation on urban sustainable development. The development indexes of all urban subsystems and complex system were calculated quantitatively using the comprehensively integrated methods composed of Principle Component Analysis, Analytic Hierarchy Process and weighed index method, and then the comprehensive level of ur- ban sustainable development and the degree of urban interior coordination were analyzed. The results indicated that 1) the overall urban development presented an uptrend, however, the interior development was not well balanced from 1996 to 2006; 2) the development in each subsystem presented a strong fluctuation; and 3) the development in re- sources subsystem showed a downtrend. Based on those results, the suggestions of urban sustainable development were put forward at the end.

Starting from the meaning and types of urban agglomerative economies, with the analysis of the characteristicsand causes of urban agglomerative economies, this paper puts forward that the regional planning and development shouldattach importance to urban agglomerative economies, follow the law of the maximization of regional urban agglomerativeeconomies. It also points out the countermeasures and advices to facilitate the regional planning and development based on theprinciple.

The teaching mode to cultivate the innovation of art and design

In recent years, with the development of social and economic ＂globalization＂, in China, the new knowledge economy society has been gradually formed. The old education system, teaching management, and many old teaching methods and concepts are no longer adapted to the social development and needs. The world needs the new comprehensive quality talents. Developing high-quality and useful talents to serve the community is not only needed by both society and market, but also our most urgent and imperative task. As the art and design in colleges which is closely related to the socio-economic development, it is like a barometer of social economy, accurately reflecting the socio-economic dynamics and trends. To break the traditional concept, we must convert the concept of major-targeting to major-adapting, namely the coexisting of innovation education and adaption education, to meet the domestic demand for high-quality and high standards art and design talents to meet the increasing demand for talents.

Analysis of economic impacts of the Hangzhou－Ningbo expressway

This paper presents an analysis of the effects of the Hangzhou-Ningbo Expressway (in Zhejiang Province of the People' s Republic of China) on the region' s economic development. An econometric model shows the estimated contributions attributable to the expressway have increased year by year. And statistical data indicate that the Hangzhou-Ningbo Expressway has promoted to some extent the region's economic devel-opment in various aspects.

Motifs and Impediments for the Harmonization of Accounting Regulations for Small and Medium-Sized Companies in the EU

Small and medium-sized companies in most EU countries form a considerable share in the total number of companies and are also an important development impeller of the entire economy. Therefore, one of the most essential goals of accounting authorities in the EU is accomplishing the harmonization of accounting regulations for these companies. In this paper, the author have discussed and explained the main motifs and impediments for this harmonization. One of the main motifs is a big span and complexity of international standards of financial reports which is allowed and even prescribed in many countries. Some of the main impediments are a lack of uniformity as far as criteria for classification of small and medium-sized companies according to size are concerned as well as the determining of limitations up to which the requirements in accounting standards for small and medium-sized companies should be set.

Does the system of independent directors help improve the quality of accounting information： From the perspective of earnings conservatism

Based on the sample data of the listed firms on the A stock market, we analyze how the system of independent directors influence the earning conservatism from 4 dimensions designed to measure the monitoring power of these independent directors： Percentage within BDs, professional capacities, stimulation and work conditions. From the empirical results, we conclude that the more powerful of the independent directors, the better the accounting conservatism, and that their positive impact increases along with the improvement on corporate governance, meanwhile the work conditions plays the most important role, and then are the percentage within BDs and their professional capacities, the stimulation and personal reputation appear the least importance.

Sustainable Waterfront Development-A Case Study of Bahary in Alexandria, Egypt

Sustainable waterfront development is about creating a vision for an area and then deploying the skills and resources to realize it after involving a dialogue with the customer within an area. Also, it draws together many strands of place making such as environmental responsibility, social equity and economic viability, planning and transportation policy, architectural design into the creation of places of beauty and distinct identity. The development of waterfronts shapes communities around the water bodies and reflects the ability of cities to adapt to altered economic and social circumstances. The aim of this paper is to identify some approaches for applying sustainable waterfront development. By respecting the quality of life and defining sustainability in a broader context, a case will he made for enhancing the waterfront development, through the place making criteria, analyzing the Bahary waterfront in Alexandria, Egypt. The paper concludes some recommendations to develop Bahary waterfront based on the principles that are collected from the theoretical study in order to well design a waterfront responded to the wishes of the community.

Forensic Accounting and Fraud： Capability and Competence Requirements in Malaysia

The 2011 Global Economic Crime Survey instituted by PricewaterhouseCoopers （PwC） confirms the economic crime in Malaysia to be on the increase and, therefore, requires immediate attention to stem the tides. In anticipation of the challenges occasioned due to a shift from the modified cash basis to the accrual basis of accounting, the Malaysian State＇s determination to move from a developing nation to a developed nation, and to be ranked among the first 10 in 2020, this paper presents the need for forensic accountant and auditor capability （i.e., mindset and skills） on forensic accountant and auditor competence （i.e., task performance fraud risk assessment （TPFRA）） in the Malaysian public sector. It also draws the attention of the users of public sector accountants and auditors to the understanding of fraud mechanisms and how to deal with fraudsters. The population of this study comprised the accountants and auditors in the office of the Accountant General and Auditor General of Malaysia. The objective of this paper is to investigate the competence requirements of accountants and auditors in the effective and efficient utilization of capability requirements, which have the potentials to usher in the best global practices in fighting fraud in the Malaysian public sector.

＂The more development of the economy, the more important of the accounting＂ is a Chinese accounting profession maxim It represents the people＇s general recognition for the value of accounting work, especially in today＇s economic globalization.As an universal business language, accounting＇ s significance is more popular. However, the ＂accounting＂ tend to focus more on the financial accounting and ignore the management accounting. Indeed, compared to the development of financial accounting, management accounting＇ s development is lagging behind. But this does not mean that management accounting is not important. Management accounting uses related information to reconcile the financial and business activities, and plays an important role in decision-making and performance evaluation,as well as in the enterprise budget.

An Analysis on the Spatial Distribution of Population Aging Pressure in China

Based on comprehensive analysis of the impact of population aging to social and economic development,a comprehensive evaluation system including 18 indexes was constructed for evaluating regional pressure of population aging on social and economic development.Using statistics data of 31 regions in China from 2004 to 2008,the pressure of population aging on social and economic development,was comprehensively evaluated by using the factor analysis method.The spatial distribution of population aging in China was also analyzed.This study is to provide scientific basis for government to make strategies of coping with population aging according to regional pressure of population aging on social and economic development in China.

A Comparative Study of Workplace Environment against Industrialization Stage and Income Level

This paper explores the improvement of the workplace environment in the context of industrialization evolution by comparing statistics from China, the U.S., Japan and other nations at various levels of economic development. The study reveals that, compared either with the U.S. and Japan at similar stages of industrialization or many developing and developed nations at different income levels, China has certain advantages when it comes to the improvement of its workplace environment. This report concludes that China is not a country with low labor standards, as is widely accepted.

Overview of Vietnamese Accounting System Since 1975 and the Process of Vietnam＇s Convergence to IFRS

The development of accounting systems is influenced by socio-economic characteristics at each stage. The paper explores the impact of the characteristics of political institutions at every stage in the development of social economy, which determines the objects using accounting information, as well as the legal accounting system issued so that accounting can meet the demand for accounting information of these objects in Vietnam from 1975 to the present. Based on studies by authors in this period as well as issued accounting documents system, this paper aims to point out the formation and development process of Vietnam accounting system, providing researchers and elaborating agencies with a basis for determining the right development direction of Vietnam accounting in the coming time.

Rural Urban Sustainability in Malinalco, Mexico

Design of a rural-urban sustainable consists six small businesses that use appropriate technologies, human work and natural resources of the region. The six sustainable technological-economic activities will be localized in a single field, so, there is interaction between all activities and workers. The site also have to educate the surrounding communities to environmental issues. It is also a demonstration of how to improve the economic development of a region without damaging the environment. The proposal is to create a cooperative society with interested persons of the area and working groups for the six proposed technical and economic activities.
