周恩来非常关注舆论界的宣传动向，对各种错误倾向和谬论，采取批评或批判的态度。在主编《会报》时，他以“飞飞”的笔名写了批评《益世报》的两篇文章：《评现今舆论界并问(益世报)》和《再问(益世报)》。北京政府为讨好奉系军阀张作霖，把盘踞吉林多年的原督军盂思远调往北京，盂和他的部下高士傧不服，双方剑拔弩张，几成冲突，这就是当时所谓的“奉吉风潮”。
