在廉租住房保障群体服务中引入社会工作机制的研究

廉租住房保障群体收入低、老年人口比例高、离婚和单亲家庭比例高、特殊家庭多,亟需社会工作介入。由于政府职能、市场对接、社区承载方面还有前置性问题未得到解决,当前廉租住房保障群体与社会工作之间面临着需求供给不匹配的问题。试行社会工作与廉租住房保障工作融合发展的机制,实行市场化运作和项目化管理,将经租管理提升为社会建设工作,融入属地社区治理,有利于社会工作突破业务发展和组织发展上的瓶颈,破解社会工作参与社会治理实践的过程中不可替代性不足、社会认同度不高等难题。
