党的十八大以来,党中央全面推进党和国家组织结构和管理体制改革,国家治理体系发生了系统性和结构性的变革,继而推动了中国乡村治理的领导与运行方式、治理体制与机制等方面的结构性转换。这种结构性的转换,一方面重构了中国乡村的治理... 党的十八大以来,党中央全面推进党和国家组织结构和管理体制改革,国家治理体系发生了系统性和结构性的变革,继而推动了中国乡村治理的领导与运行方式、治理体制与机制等方面的结构性转换。这种结构性的转换,一方面重构了中国乡村的治理体系,但另一方面却带来了党领导方式的统领与分工、“一肩挑”法律法规的割裂与衔接以及基层组织的“政经”分开与合一等新问题和新挑战。为此,需要通过加强和完善党的领导方式、加快法律法规的衔接以及推动“政经分开”来推进中国乡村治理体系的现代化塑造,进而提高乡村治理水平。 展开更多

The Oscillating Water Column(OWC) wave energy convertor with the advantage of its simple geometrical construction and excellent stability is widely employed.Recently,perforated breakwaters have been often used as they can effectively reduce the wave reflection from and wave forces acting on the structures.Considering the similarity between the compartment of perforated caisson and the air chamber of OWC wave energy convertor,a new perforated caisson of breakwater is designed in this paper.The ordinary caisson is modified by installing facilities similar to the air chamber of OWC converter,but here they are utilized to dissipate the wave energy inside the caisson.Such an arrangement improves the stability of the caisson and reduces the construction cost by using the compartment of perforated caisson like using an air chamber.This innovation has both academic significance and important engineering value.For a new type of caisson,reliability analysis of the structure is necessary.Linear potential flow theory is applied to calculate the horizontal wave force acting on the caisson.The calculated results are compared with experimental data,showing the feasibility of the method.The Importance Sampling Procedure(ISP) is used to analyse the reliability of this caisson breakwater. 展开更多

The Box-Cox transformation model has been widely used in applied econometrics, positive accounting, positive finance and statistics. There is a large literature on Box-Cox transformation model with linear structure. However, there is seldom seen on the discussion for such a model with partially linear structure. Considering the importance of the partially linear model, in this paper, a relatively simple semi-parametric estimation procedure is proposed for the Box-Cox transformation model without presuming the linear functional form and without specifying any parametric form of the disturbance, which largely reduces the risk of model misspecification. We show that the proposed estimator is consistent and asymptotically normally distributed. Its covariance matrix is also in a closed form, which can be easily estimated. Finally, a simulation study is conducted to see the finite sample performance of our estimator. 展开更多

Hybridization of carbon nanotubes (CNT) with graphene provides a promising means of integrating the attributes of both materials, thereby enabling widespread application. Here, we present a method to directly assemble hybrid CNT- graphene films by a blown bubble method combined with selective substrate annealing. We use polymethylmethacrylate (PMMA) as the polymeric matrix to blow bubbles containing self-assembled multi-walled CNT arrays, and then transform the bubble film into a CNT-graphene hybrid film by thermal annealing on a Cu substrate; PMMA serves as the carbon source for growing single to few-layer graphene among the CNT network until a continuously hybridized structure is formed. Compared to the bare (non-hybridized) CNT networks, the hybrid films exhibit improved electrical conductivity and structural integrity. Our method also enables the fabrication of a multi-walled CNT-Si solar cell, which has high power conversion efficiency, through the assembly of hybrid CNT-graphene structures. 展开更多

The problems of ITRF2008,the latest International Terrestrial Reference Frame,are pointed out and analyzed as follows:(1) ITRF is not a mm-level Terrestrial Reference Frame;(2) the origin of ITRF is neither the Earth's center of mass (CM) nor the center of figure (CF);(3) the scale of ITRF is not a uniform system in the sense of the gravitational theory of relativity.These problems result from the linear hypothesis used in the establishment and maintenance of ITRF,which includes the linear hypothesis of the coordinates definition of the ITRF reference stations,and the seven coordinate transformation parameters (three translation parameters,three rotation parameters,and one scale parameter) when the ITRF combine solution is constructed.The linear hypothesis of the ITRF construction leads to the current terrestrial reference frame only at the cm-level,which cannot satisfy the requirements of monitoring mm-level crust movements as well as the global environment.This article points out that the construction of a mm-level Terrestrial Reference Frame is actually a leap from linear to nonlinear.Therefore,according to the main characteristics of nonlinear changes of the crust's deformation,the geocenter motion and the overall height fluctuation of the Earth,the new ITRF station coordinates definition and the new observation equations of combined solutions are constructed for the realization of a mm-level nonlinear ITRF,which can solve the problems of the current ITRF. 展开更多

Al-doped ZnO(AZO) has been used as an electron transport and hole blocking buffer layer in inverted organic solar cells(IOSCs). In this paper, the AZO morphology, optical and structural properties and IOSCs performance are investigated as a function of precursor solution concentration from 0.1 mol/L to 1.0 mol/L. We demonstrate that the device with 0.1 mol/L precursor concentration of AZO buffer layers enhances the short-circuit current and the fill factor of IOSCs simultaneously. The resulting device shows that the power conversion efficiency is improved by 35.6% relative to that of the 1.0 mol/L device, due to the improved surface morphology and transmittance(300–400 nm) of AZO buffer layer. 展开更多
