中国干旱区水资源管理制度的结构优化与体系完善——基于结构功能分析方法

中国水资源总量丰富,但目前仍存在人均水资源占有量较低、水资源时空分布不均等问题,这些问题在干旱区更为明显。中国目前正实行最严格水资源管理制度,尽管该制度发挥了一定成效,但仍无法有效解决干旱区面临的水资源难题。从制度层面出... 中国水资源总量丰富,但目前仍存在人均水资源占有量较低、水资源时空分布不均等问题,这些问题在干旱区更为明显。中国目前正实行最严格水资源管理制度,尽管该制度发挥了一定成效,但仍无法有效解决干旱区面临的水资源难题。从制度层面出发,运用结构-功能分析方法,归纳总结并分析中国干旱区涉及的水资源管理政策法律文件。分析结果表明:①中国干旱区水资源管理制度存在规范水资源利用行为、提高水资源利用效率的正功能和推动节水技术创新、促进可持续发展的潜正功能,以及水资源分配可能导致权力固化和供需不平衡,管理制度会增加企业和个人成本负担的潜负功能。②中国干旱区水资源管理制度存在纵向的立法规范结构约束、横向的水资源管理制度结构约束以及横纵结合的职权分配结构约束。进一步分析表明,产生上述结构约束的原因在于水资源管理立法纵向残缺、水资源管理制度横向配置局限以及水资源管理制度运行中的责任分配不明,由此导致节水领域制度落实困难、水资源分配不合理以及再生水利用效率偏低、水资源管理主体职责交叉重叠的问题,制约水资源管理制度体系的运行。因此,针对上述问题,应当制定专门性节水立法、完善干旱区水资源管理制度和明确水资源管理的责权分配,以期达到优化中国干旱区水资源管理制度的结构障碍及制度缺陷,消除其潜负功能的效果。 展开更多

环境问题日益成为国家和社会关注的焦点。政府原本为改善公共环境而建设的垃圾处理设施却频遭周边居民的抵制,双方皆以保护环境为由,针锋相对难以妥协,经常陷入环境冲突治理的困境。从"结构-功能"分析视角看,这一困境的产生... 环境问题日益成为国家和社会关注的焦点。政府原本为改善公共环境而建设的垃圾处理设施却频遭周边居民的抵制,双方皆以保护环境为由,针锋相对难以妥协,经常陷入环境冲突治理的困境。从"结构-功能"分析视角看,这一困境的产生源自环境冲突治理结构的日益固化,呈现出治理主体地位构成僵化、角色扮演刻板化和管控关系定型化等特征。治理结构的固化导致了严重且负面的结构性约束,生成了规制性约束、治理内卷化以及信息结构性梗阻等阻碍性力量。结构性约束又导致环境冲突治理体系原本应该具有的良好效能没有得到充分发挥,反而出现功能紊乱、功能退化和功能固着等不良倾向。有必要优化现有的治理模式,积极稳妥地推进治理结构转型,建立"结构与功能"自适应的调节机制,实现环境冲突治理的善治目标。 展开更多

Analysis of Emergy Structure,Function and Efficiency of Agro-ecosystem in Hunan Province 被引量:1

[Objective] The aim was to explore function and efficiency of emergy input/ output of Hunan agricultural ecosystem to reveal relationship of human being with natural resources and environment. [Method] Emergy structure, function and efficien- cy of Hunan agricultural ecosystem were analyzed based on input/output data in Hunan Province in 2009 as per emergy theory. [Result] The structure characters of agricultural ecosystem were as follows: Hunan is characterized with traditional agri- culture, depending greatly on both human and animal labor. For industrial accessory emergy, chemical fertilizers make most contribution to the system, and agricultural mechanization is not satisfied. Furthermore, renewable ratio of industrial accessory emergy is lower, and development and potential of green energy is promising. In addition, prices of the products are lower, without consideration of contribution made by natural resources and environment. It also suggested that Hunan agricultural chain is short and added value of products is not high. In general, emergy output of farming and animal husbandry dominates and the prices are lower than those of forestry and fishery. The function of the system was as follows: With lower environ- mental load ratio, the system is overloaded by population and the index of sustain- able development was 5.96, suggesting that the system enjoys vitality and potential, but the economy is undeveloped and the pressure from natural resources and envi- ronment is not high. The emergy output ratio was a little lower than national level in 2009, suggesting Hunan agricultural production is extensive. [Conclusion] The re- search indicated that rapid increase of population should be controlled; surplus labor should be transferred; agricultural structure and products structure should be further adjusted; agricultural technology should be further developed; agdcultural mechaniza- tion and modernization should be improved. 展开更多

Geochip-based analysis of microbial functional genes diversity in rutile bio-desilication reactor

Biological desilication process is an effective way to remove silicate from rutile so that high purity rutile could be obtained. However, little is known about the molecular mechanism of this process. In this work, a newly developed rutile bio-desilication reactor was applied to enrich rutile from rough rutile concentrate obtained from Nanzhao rutile mine and a comprehensive high through-put functional gene array(Geo Chip 4.0) was used to analyze the functional gene diversity, structure and metabolic potential of microbial communities in the biological desilication reactor. The results show that TiO2 grade of the rutile concentrate could increase from 78.21% to above 90% and the recovery rate could reach to 96% or more in 8-12 d. The results also show that almost all the key functional genes involved in the geochemical cycling process, totally 4324 and 4983 functional microorganism genes, are detected in the liquid and ore surface, respectively. There are totally 712 and 831 functional genes involved in nitrogen cycling for liquid and ore surface samples, respectively. The relative abundance of functional genes involved in the phosphorus and sulfur cycling is higher in the ore surface than liquid. These results indicate that nitrogen, phosphorus and sulfur cycling are also present in the desiliconization process of rutile. Acetogenesis genes are detected in the liquid and ore surface, which indicates that the desiliconizing process mainly depends on the function of acetic acid and other organic acids. Four silicon transporting genes are also detected in the sample, which proves that the bacteria have the potential to transfer silicon in the molecule level. It is shown that bio-desilication is an effective and environmental-friendly way for enrichment of rough rutile concentrate and presents an overview of functional diversity and structure of desilication microbial communities, which also provides insights into our understanding of metabolic potential in biological desilication reactor ecosystems. 展开更多

Characteristics of soil microbial community functional and structure diversity with coverage of Solidago Canadensis L 被引量:11

The relationship between Solidago canadensis L. invasion and soil microbial community diversity including functional and structure diversities was studied across the invasive gradients varying from 0 to 40%, 80%, and 100% coverage of Solidago canadensis L. using sole carbon source utilization profiles analyses, principle component analysis (PCA) and phospholipid fatty acids (PLFA) profiles analyses. The results show the characteristics of soil microbial community functional and structure diversity in invaded soils strongly changed by Solidago canadensis L. invasion. Solidago canadensis L. invasion tended to result in higher substrate richness, and functional diversity. As compared to the native and ecotones, average utilization of specific substrate guilds of soil microbe was the highest in Solidago canadensis L. monoculture. Soil microbial functional diversity in Solidago canadensis L. monoculture was distinctly separated from the native area and the ecotones. Aerobic bacteria, fungi and actinomycetes population significantly increased but anaerobic bacteria decreased in the soil with Solidago canadensis L. monoculture. The ratio of cyl9:0 to 18:1 co7 gradually declined but mono/sat and fung/bact PLFAs increased when Solidago canadensis L. became more dominant. The microbial community composition clearly separated the native soil from the invaded soils by PCA analysis, especially 18: lco7c, 16: lco7t, 16: lco5c and 18:2co6, 9 were present in higher concentrations for exotic soil. In conclusion, Solidago canadensis L. invasion could create better soil conditions by improving soil microbial community structure and functional diversity, which in turn was more conducive to the growth ofSolidago canadensis L. 展开更多

Innovative features of wind turbine blades with flatback at inboard region,thick airfoils at inboard as well as mid-span region and transversely stepped thickness in spar caps have been proposed by Institute of Engineering Thermophysics,Chinese Academy of Sciences(IET-Wind)in order to improve both aerodynamic and structural efficiency of rotor blades.To verify the proposed design concepts,this study first presented numerical analysis using finite element method to clarify the effect of flatback on local buckling strength of the inboard region.Blade models with various loading cases,inboard configurations,and core materials were comparatively studied.Furthermore,a prototype blade incorporated with innovative features was manufactured and tested under static bending loads to investigate its structural response and characteristics.It was found that rotor blades with flatback exhibited favorable local buckling strength at the inboard region compared with those with conventional sharp trailing edge when low-density PVC foam was used.The prototype blade showed linear behavior under extreme loads in spar caps,aft panels,shear web and flatback near the maximum chord which is usually susceptible to buckling in the blades according to traditional designs.The inboard region of the blade showed exceptional load-carrying capacity as it survived420%extreme loads in the experiment.Through this study,potential structural advantages by applying proposed structural features to large composite blades of multi-megawatt wind turbines were addressed. 展开更多
